One problem of commercializing these common products is the transition from a project to a commercial setting and the development of a suitable inter-company business model. In many cases none of the involved companies is able to take over the responsibility for the common product based on approaches involving joined ventures, binding supplier contracts or buying of licenses from other partners. Thus, flexible business models are required that are based on loose partnerships among involved companies, but still enable a common presence on the market. It is specifically intended for policy makers in governmental and legislative institutions, to help them research subjects of a policy in question, but the tool is general in its nature and could be applied to other domains. The major focus of this paper concerns issues arising from the initial requirements gathering for the toolkit, by consultation with its target user community. Sifting through a deluge of information available in the Internet and whether search results can be trusted are key important themes. There is also the challenge of \"unknown unknowns\" - relevant information exists that the policy maker simply does not know about, so there is no way of even beginning to search for it. Of great importance is the possibility to exploit these tools in a mobile environment, in order to utilize the portability and accessibility offered by hand-held devices. However, the decision to support this kind of devices comes at a cost: many operations that are easily done in a desktop PC, are not in the mobile world: high loading times, complex 3D interactions and low memory are some of the faced problems. We provide insights into the main challenges posed by this task, together with a description of different tools and related projects in the field. Since the system described is part of a platform intended for commercial exploitation, licensing issues are described in order to help small and medium-sized enterprises (SME) willing to develop systems for entity linking to take decisions on the best choice. The paper also presents information about business benefits of these technologies for both end users and companies. The work first develops a number of technical and functional requirements and a detailed payment model. The verification of the user interaction model is then carried out by means of a mobile-payment app for Android phones. This proof-of-concept implementation is able to show how to combine a sufficiently high degree of security with an efficient user interaction and a high degree of usability in the user interface. The app was tested with regard to the integration of single payment steps into the overall organic payment process, as well as a number of security aspects and the so-called secure element. Both scenarios define pilot applications aligned with local strategies and needs. Pilot targets vary from utility companies, authorities and policy makers to individual citizens. Green Energy traffic pilots in Turku and Girona aim to reduce CO2 and particle emissions in traffic produced by individual citizens offering information on the effect of vehicle choices, routes and available parking areas. The improved awareness results in less private traffic, shorter traveling times and more users of public transportation and zero emission means of traveling (bicycling and walking). Shared individual choices and green preferences are analyzed to provide real life grass root information for planning authorities and decision makers on preferred routes and rationale behind \"green\" decisions to select a certain vehicle, route or parking place in order to be able to make informed decisions involved in city planning. The main overall result of the project is GeoSmartCity hub that collects references and datasets of open geo-data including datasets used in Turku and Girona pilots. We introduce the motivating principles and the architectural solutions to a Social Platform for Open Data, that is designed in order to provide a sustainable and re-usable framework to provide collaborative and social access to Open Data provided by PAs. Our overall objective is to propose a engage citizens by making them able to socially interact over Open Data, by forming or joining existing online communities that share common interest and discuss common issues of relevance to local policy, service delivery, and regulation. The proposed architectural solution is supporting the citizens in a collective relationship among them (as a network helping each other) and with PAs so that the information provided by the Public Administrations is shared, interpreted, personalized, made easier to understand and discussed to assess its meanings. Findings suggest that regardless of a degree of system standardisation, smaller online crowdfunding platforms can impose themselves as obligatory passage points locally and regionally by providing more differentiated services compared to standard best-practices like Kickstarter, taking into consideration the specific needs and characteristics of the communities and regions where they are based. An important indicator suggested by this study to evaluate online crowdfunding platforms and networks is the funding ratio (average sum of pledges per fundraising goal). Yet, in actuality, in commercial data centres the utilization of resources still remain low. In this paper we introduce a new approach from CloudWave which uses user-defined performance goals as well as monitoring across the Cloud ecosystem as a means for guiding runtime adaptation of both the cloud infrastructure and the hosted service to improve overall performance. In addition, inspired by the current industry trend of DevOps methodology, CloudWave feeds runtime performance and monitoring insights back to the DevOps engineers to enable identification and refactoring of problematic code sections. The potential impact for improving data centre efficiency is huge - as Google researcher John Wilkes has pointed out that at such large scales, \"A few percent here, a few percent there, and all of the sudden, you're talking about huge amounts of money\". However, concerns on the legitimacy of prosperity indicators that constitute the main tool towards quantifying and measuring prosperity pose difficulties on their exploitation for public debate. The paper at hand reviews developments, trends and concerns around the conceptualization and use of prosperity indicators in policy making, distilling key deductions and lessons learnt.
