Cette initiative du gouvernement federal designait les bibliotheques publiques comme les mandataires charges de faciliter l'acces des Canadiens aux technologies de l'information (TI), aux ressources soutenant le developpement economique et communautaire et a la formation et l'apprentissage de l'information. Notre analyse des structures classificatoires aborde trois dimensions. La « structure » est decrite par le biais de donnees quantitatives (ex. Nombre de categories, Nombre moyen de niveaux hierarchiques, etc.). La dimension «logique» considere deux aspects du processus de subdivision: modele classificatoire et type de relation hierarchique. La « semantique » s'interesse aux concepts et a leur representation sous forme de termes. Nous observons que les structures classificatoires sont hierarchiques, peu complexes et peu specifiques. Le choix, l'organisation et la sequence des classes semblent suffisamment logiques pour faciliter la navigation. Cet engagement s'est concretise par des investissements majeurs dans la creation d'une economie basee sur l'information et les connaissances, incluant des investissements dans l'acces, les technologies et les sites, l'apprentissage, le developpement des opportunites d'affaires, ainsi que la mise en place de ressources sociales et economiques pour les particuliers, les ecoles, les bibliotheques et les communautes. Cet article fait l'analyse de deux projets-pilotes du gouvernement federal fournissant aux Canadiens un acces public et non lucratif a l'internet : le Programme d'acces communautaire (PAC) et le programme des Reseaux d'apprentissage communautaires (RAC). Chacun de ces programmes aborde la question de l'acces public mais sous des angles differents. Le Programme d'acces communautaire offre une aide technologique sous forme d'ordinateurs et de soutien financier aux fournisseurs de service, tandis que le programme des Reseaux d'apprentissage communautaires a pour objectif de favoriser le developpement communautaire et d'ameliorer la vie de ses membres en soutenant et en encourageant l'apprentissage a vie. Wright","doi":"10.29173/CAIS14","DOIUrl":"https://doi.org/10.29173/CAIS14","url":null,"abstract":"Daily we provide new information about ourselves, when shopping, travelling, communicating on the Internet or telephone, or even when we are simply eating out at a local restaurant. The collection of information is a constant in our lives, with the commercial sector profiling every aspect of our behaviour, from the insurance policies we purchase to the beer we drink. Much of this data is gathered without consumers being aware of the extent to which their privacy and anonymity are being compromised. Whilst the criminal fraternity may also wish to misuse our personal information for fraud or theft, the motives of the largest agencies collating this data are much less obvious or transparent. A recent series of reports to the European Parliament has identified the emergence of new technologies of political control. Such technology can watch and listen to our every move, this is not fiction, although the key player, the US National Security Agency is the same secretive organisation that features in the movie, 'Enemy of the State'. The technology now exists to industrialise such surveillance procedures, with the NSA base at Menwith Hill (UK) having the capability to tap an estimated 2 million phone calls, faxes and emails per hour. Once analysed using artificial intelligence systems such as Memex, this information can be used to build a massive machinery of political supervision with little political oversight or accountability. This paper explores how such information is gathered, the types of documentation now held on us, the way in which it can be manipulated and managed to create universal profiling, and even to change or create virtual images of ourselves. Documents related to Dublin Core research were identified in authoritative and comprehensive databases of Web of Science, and subject terms were extracted from the relevant documents. These raw terms were regularized, and the multidimensional scaling (MDS) visualization analysis method was applied to reveal semantic relationships among subject terms. The temporal analysis on the related subject terms added a unique dimension to the study. Three periods (from 1997 to 2001; from 2002 to 2006; and from 2007 to 2011), in addition to the entire period (from 1997 to 2011), were analysed and compared in the visual contexts. Obsolete topics, newly emerging topics, and basic topics on Dublin Core research were identified and analysed in temporal subject analysis. Topic changes in the three periods are shown. The findings of this study reveal the hidden patterns of subject associations, illustrate themes of Dublin Core research and their dynamics over time, and shed light on the understanding of Dublin Core research.L'objectif principal de cette étude est de procéder à des analyses de sujet dans des recherches Dublin Core, d'enquêter sur des thématiques de sujets liées à la recherche Dublin Core et de mettre en lumière leur dynamique dans le temps.
