Therefore, the author adjusts and improves the organization pattern of these enterprises and use project leader system to deal with the management of disruptive innovation, so as to establish an ambidextrous disruptive innovation management model. Traditional organization is engaged in sustained innovation and daily operation while disruptive innovation organization is devoted to disruptive innovation management. The differences and similarities between approaches in the three countries the USA, Japan and China - form the basis for this paper. The research process involves an overview of secondary data available about innovation and the small firm sector, and then moves on through two other stages to more in-depth review of particular aspects before taking a qualitative approach to identify effective business support measures for small firms. While the research is at an early stage, here we explore the definition of an SME, the importance of the SME sector and summarize the current policies to encourage innovation in each country. Comparative analysis is the main method in this paper in terms of definitions, roles of SMEs, as well as philosophies, basic law and policy systems for SMEs in China, Japan and USA. However, compared with developed countries such as Japan and USA, China has no effective system to help SMEs overcome the obstacles of financing, avoid the risks of lack of credit system, unfair or illegal competition and so on. Experiences in policy making from Japan and USA can be divided in to two groups. One group of lessons and experiences can be imitated as soon as possible, and the other one can only be used for references in the long run. As the most urgent problem in Chinese CoPS development is how to identify and analyze the project risk systematically, It is necessary to explain the risk generation mechanism based on key risk factors identification, which can establish an organic linkage among risk identification, risk assessment and risk control. The path relationships from risk factors to risk consequences in CoPS innovation, which describe the risk generation mechanism in CoPS projects, are explored with structural equation modeling (SEM). The top management wants to identify and eliminate the underlying causes of inefficiencies, thus helping their firms to gain competitive advantage, or, at least, meet the challenges from others. Consequently, efficiency management has become part of their management practices. This paper presents an evaluation of profitability efficiency of 60 resource companies, 40 of which are Canadian companies and the remaining are Chinese companies, during year 2004 using data envelopment analysis (DEA). Special emphasis was placed on how to present the DEA results to management so as to provide more guidance to them on what to manage and how to accomplish the changes. This system is composed of hierarchized three production platforms according to the purpose of quality, cost and delivery. \"Function-quality conclusion production platform\" enabled products to be completely produced without throwing defects into the post-process by in-line and in-process inspections. \"Diverse-synchronized production platform\" enabled products to be mix-produced without cost improving by united cycle-time between each process. \"Demand-synchronized production platform\" achieved the production that synchronized with order information without inventory of products. These platforms were able to be achieved by being able to divide integral products into modules that were difficult to modulate so far. Systematic improvement activities of production lines have been achieved by production platform hierarchy and clarification of role and concept of each production platform. In some situations, this assumption may not be realistic. For example, we can model stockouts as lost sales when the retailers are in a competitive market and customers can easily turn to another retailer for purchasing goods. So, in this study, assuming lost sales at the retailers, we consider a one-warehouse, several retailers, two-item inventory system where the items can be interchangeably used. Using the well-known METRIC-approximation as a framework, we present a heuristic for finding cost effective base-stock policies. But they have not been applied to small business decline. We close this gap by investigating the small turnaround and non-turnaround companies listing on the stock market from 1997 to 2004 and examining the determinants resulted in their turnaround which is defined to the successful result of the actions to improve performance.
