The research used a descriptive study design on a sample of 98 respondents. Data were collected using questionnaires and interview guides and analysed using frequencies and percentages. The findings revealed that regional location factors affected access to university education such as distance to universities. The results from this research showed that distance to the university is one of the major factors affecting accessibility to university education. This paper recommends that the government should endeavour to improve the education standards in rural schools by improving teachers’ motivation through accommodation and other social amenities. Anchored on the Marxist theory of the state and qualitative data generated through documentary method, the study observed that the production of homogenous raw materials by member states of ECOWAS has reinforced vertical trade relations with industrialized countries and thus hinder intra-ECOWAS trade. The study also noted that incessant checkpoints on selected routes of the Community highways, characterized by inhuman treatment, extortion, and arbitrary imposition of charges have undermined free movement of persons, goods, services and capital within the sub-region. The study thus posits that despite all the efforts put into integration of ECOWAS economics, intra-regional trade in West Africa has remained very low. Among others, the study recommends that member states of ECOWAS should ensure effective implementation of ECOWAS Treaties/Protocols in their territories. Time is a special and worthy commodity that is given equally to everyone regardless of age, nationality, whether public or private sector. Time is always ever present to everyone, but no one ever seems to have enough of it. In Nigeria, the need for time management in organizations especially the public service cannot be over emphasized. Time management helps in achieving individual and organizational goals in view of the limited amount of time available to man. The study therefore beams a search light on organizational activities and effective time management, as well as, the relationship between managers and subordinates as regards time management. The effective management of time and other inputs or resources in a system is behind growing productivity, while the ineffective management of these inputs accounts for ebbing productivity and, the manager is responsible for this management in the system. Reports show that 3 out of 4 ventures die every year in Nigeria. This is not unconnected with ineffective management of time and other material and human inputs or resources in the venture. Consequently, this paper examined ways of promoting sustainable productivity and employee performance through effective time management. Anchored on human capital theory and qualitative and quantitative date generated through documentary and survey methods, the study observed that the regular training and re-training FRSC periodically conducts for its Officers and Marshals enhanced the capacity of the Command to enforce road safety regulations as evident in increased compliance to road safety regulations by road users. The study thus posits that human capacity development enhanced staff performance in the Federal Road Safety Corps, Abia State Sector Command, between 2010 and 2020. Among others, the study recommends increased awareness campaign among commercial drivers to ensure continued compliance with road safety regulations.
