The purpose of this paper is to explore the role of e-governance and ICT in the legislative management of municipalities in the Philippines. This study adopted the phases of Princeton Project Management Methodology (PPMM) as the approach in the development of LeMTrac. This paper utilized the developmental- quantitative research design involving two (2) sets of respondents, which are the end-users and IT experts. Majority of the respondents perceived that the system as \"highly acceptable\" with an average Likert score of 4.72 for the ISO 9126 Software quality metric Usability. Hence, this study proposes an intelligent route recommendation and road traffic information system that uses LTFRB data on 1) fare matrix computation (LRT 1, LRT 2, MRT 3, Bus, and Jeep) through utilizing Sakay.ph GTFS data, as well as 2) taxi pricing computation, and MMDA data (from their official Twitter account) on real-time traffic situation. Such data are used 1) to process the top three route recommendation choices, 2) to create attribute-based bag of words, extract appropriate dataset features, and classify the traffic congestion mode (Light, Light to Moderate, Moderate, Moderate to Heavy, and Heavy) in the involved road/s using Latent Dirichlet Allocation (LDA), and 3) to rebuild the system model automatically in a certain time interval. In this study, 1) the traffic-related tweets from the official Twitter account of MMDA are fetched using Twitter Streaming API and filtered using Named Entity Recognition; 2) the filtered data are preprocessed by applying tokenization, frequency counting, and removal of unnecessary symbols; 3) the features from the preprocessed data are then extracted using Latent Dirichlet Allocation and are hereby used to identify the significant topic segments (time, day, lane of road, road direction, location and traffic mode); and 4) Linear Regression was used for pattern recognition. The results found are as follows: 1) 84% for the accuracy, 85% for the precision, and 83% for the recall garnered for the applied methodology using k-NN as the chosen classification model; 2) the advantage of supervised data acquisition over unsupervised data acquisition; and 3) traffic mode-based pattern extraction and evaluation. The system is consisting of bluetooth readers and tags, Arduino, web server and a mobile application. The bluetooth tag contains a unique MAC address that the bluetooth reader accepts if it is within the range of the threshold value of the signal strength. Using an Arduino in which it will only accept the MAC address of the tag if its signal strength is within threshold value programmed and rejects the tag if it is above the threshold value programs the bluetooth reader. The data will be now forwarded to the web server and will be displayed using the mobile application. In processing the RSSI values for the effective threshold, for this study, Gaussian Filter and Average Filter technique were applied. These techniques removes the abnormal values and rejects it. The researchers emphasize the significance of understanding and analyzing the behavior of RSS for the threshold values and with the given results, the researchers concluded that there are factors affecting the behavior of RSS depending on its placement and the interior design of a certain room. The group believed that by considering these factors before implementation will improve faculty monitoring system. Overall, the system worked properly upon on the right threshold value of RSS and the use of Bluetooth technology can be a great help in the advancement of monitoring system. The first phase of the machine consists of an auger and hopper system which will house and control the flow of the coconut sugar. The second phase consists of a weighing mechanism, which makes use of a load cell. This is where the sugar will be transferred to the plastic bag before being moved to the final phase with the use of a conveyor. The process is done manually resulting to certain problems such as: (1) lack of evidences that the beneficiaries received the medicine intended for them; (2) inventory monitoring of medicines distributed; (3) and shortage of medicine supplies. In line with these problems, a web and mobile application called Aeon is designed in partnership with the Cebu City Government’s Long Life Medical Assistance Program. The web application efficiently monitors the medicine supplies complemented with predictive restocking notifications to know if an incoming shortage of medicine will occur. In the study, the mobile application utilizes Facial Recognition and Global Positioning System to track and validate deliveries of medicines. The study used Agile Software Development Method in order to deliver the expected outputs. A usability survey was conducted and majority of the respondents are satisfied with the features of the system. One way is to convert them into strings that will be made into plastic ropes. This paper aims to predict the tensile strength of polyethylene terephthalate (PET) bottle ropes using neuro-fuzzy approach given the following inputs: average thickness of strand, strand width, and the number of strands used. Actual data parameters from a previous research, applying design of experiment (DOE), will be utilized as the training and testing data of the network. Moreover, a comparison between the outputs of the neuro-fuzzy model and the statistical model will be shown. The generated fuzzy rules will be analyzed at certain conditions and compared with the optimization results of previous research. Among the most utilized cryptographic hashing functions is the MD5 for a variety of applications. However, the strength of MD5 against brute force attack is produced by the algorithm that deals with security flaws and vulnerabilities. This study presents the modification of the round functions of the MD5 with a novelty on incorporating the Hirose function. Simulation of the proposed algorithm was conducted using PHP. Experiment results showed that the modified MD5 algorithm produced more secure hashed output. Through several tests like avalanche test and differential attack test, the simulation result showed the superiority of the modified algorithm over the typical algorithm. For the proof of the concept, the study used the flipped 17th bit. The experimentation result of the avalanche effect of the typical MD5 versus modified MD5, the former has 58.38 hamming distance and has 42.71% avalanche effect while the latter has 67.38 hamming distance and 52.86% avalanche effect. The vehicle can carry a maximum of 4 passengers including the driver, but the designed seat was made to accommodate 1 passenger and a driver: The vehicle’s approximate gross weight is 350 kg., having a maximum average speed of 22 kph. Its speed ranges from 15 to 22 kph depending on the load, the course of the road and the inclination of the road. The usage of two battery banks and its automatic switching program will lengthen the span of the run of the vehicle. Among its many business transactions, the study gives emphasis on the solution to the complexities of the building permit application process through the development and implementation of electronic building permit system (eBPS). The purpose is to primarily augment the limitations of the existing building permit application process in two (2) municipalities of Camarines Sur, Nabua and Bula. The Princeton Project Management Methodology (PPMM) as its software development framework guided the structuring of the web-based system. Further, the study used developmental - quantitative methods such as structured interview and survey questionnaire based on ISO 9126 software quality metrics to answer the project’s specific objectives. Based on the findings, delays in the process of building permit application are caused by scarcity of human resources, rigorous paperwork and citizen’s unawareness of the mandated process, which affect the citizen’s compliance in securing building permits. In response, the development of an IT solution with seven (7) modules covering the following requirements: (a) managing building permit applications, (b) evaluation of application, (c) assessment of fees, (d) generation of building permit, (e) generation of notices, (f) generation of reports and (g) managing of end - user’s account, in addition, the integration of a local ID system for users’ authentication and a point of payment system as a payment facility.
