Risk of Job Automation and Political Attitudes in China","authors":"Stefan Pasch","doi":"10.2139/ssrn.3568940","DOIUrl":"https://doi.org/10.2139/ssrn.3568940","url":null,"abstract":"In 2015, the Chinese government has formulated the national strategic goal to digitize its industry and has increasingly fostered AI-based technologies and research. Has this affected the political attitudes of workers with occupations that face a high risk to be automated due to technological advancements? To examine this question, I analyze the Chinese General Social Survey (CGSS) from 2014 to 2017. I find that those whose jobs are likely to be automated became comparably less satisfied with China’s development and showed less trust in the Chinese central government. Furthermore, they indicate more support for the Western model of power separation. However, different from findings for Western countries, I find that workers with a high automation risk show less pride in their nation and national culture. A potential explanation for this is that national identity is strongly linked with the government in China as the Chinese government is aiming to use national identity to legitimize its power. Moreover, in line with the argument that governmental policies to foster new technologies may lead to political pushbacks from detrimentally affected workers, I find that the decrease in government support is particularly strong in provinces with high governmental support for AI, measured by the amount of published provincial AI documents.","PeriodicalId":424970,"journal":{"name":"Emerging Markets Economics: Industrial Policy & Regulation eJournal","volume":"36 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-04-05","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"134523668","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

However the influence of the Chinese industrial Policies has never been studied. The present paper is focusing on evaluating the influence of China's industrial policies on the digital economy during the period from 2010 to 2017 in China. With that regards the simple regression model was used to evaluate the influence of the China industrial policies on the digital economy. Time series data for the study were collected from the World Bank data indicator and the United Nations Report (Digital Economy Report, 2019) during the period from 2010 to 2019 for China. To analyze the influence of the China industrial policies the China industrial policies were represented by the economic openness and stands as the independent variable while the remaining macroeconomic variables (Information Technology GDP, Information technology employment, and Population using the internet) regarded as dependent variables for the study. The findings of the study were in actual fact catching up the attention. The study findings revealed that the relationship between the economic openness and all macroeconomic variables (Information and Technology GDP, and Information and technology employment) is positive and meaningful, except to the population using the internet where findings revealed that the economic openness and the population using internet relationship is negative and meaningless during the period from 2010 to 2017 in China.","PeriodicalId":424970,"journal":{"name":"Emerging Markets Economics: Industrial Policy & Regulation eJournal","volume":"132 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-04-03","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"127371639","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Over the years, targeted cluster support programs have been designed and implemented, each featuring a variety of approaches to the selection of clusters, terms and prerequisites for funds allocation, the areas of support, etc. Such approaches have both the advantages and drawbacks, which leads to a conception of an ‘ideal’ support program mix that could consider the best practices and ignore some unsuccessful solutions. \u0000 \u0000The working paper aims at suggesting such an ‘ideal’ approach to designing a cluster support program, based on the synchronization of the most effective elements of various such programs in Russia. Over the past decade, cluster policy has occupied an important position in the agenda of the Russian Government. Two federal Ministries – the Ministry of Economic Development and the Ministry of Industry and Trade initiated several cluster support programs for innovative and industrial clusters. Nowadays, there are more than 118 clusters in Russia, and over a half of them benefit from current public support measures – 27 innovative clusters, 42 industrial and 12 leading clusters. The comparative analysis of federal support programs revealed several benefits and limitations in both approaches in terms of subsidy allocation principles, areas of support and cluster selection criteria. In particular, among the key advantages of innovative clusters programs are the focus on cluster management development, and identifying the strongest clusters through one-time selection procedure. The successful features of industrial clusters program are permanent application process, reduction of budget risk due to compensation principle of funding, and stimulation of cooperation through special requirements for joint projects. The major disadvantages of innovative cluster support programs are budget risks caused by advanced financing of cluster activities, and a lack of project focus; the probability to support low-quality projects and neglecting the issue of cluster management development are the key weaknesses within the industrial clusters program. The paper suggests a ‘smart’ synchronization of approaches to cluster support, which blends the best practices of different ministries.","PeriodicalId":424970,"journal":{"name":"Emerging Markets Economics: Industrial Policy & Regulation eJournal","volume":"34 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-03-24","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"126957322","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

With that regard the interrogation of the influence of industrial policies to economic development in Tanzania become the discourse. The contemporary study is undertaken to analyze the influence of industrial policies to economic development during the period from 1996 to 2015 in Tanzania. A Simple Regression model is employed to appraise the influence of industrial policies to economic development during the period from 1996 to 2015 in Tanzania. Facts of the study were gathered from the World Bank and Tanzania National Bureau of Statistics for the period from 1996 to 2015. To probe the influence of industrial policies to economic development during the period from 1996 to 2015 in Tanzania, Industrial policies were represented by the economic openness as Independent variable and other macroeconomic variables (industrial registration, Gross Domestic Product (GDP), employment, investment, import, export and revenue) as the dependent variables of the study. The information discovered from the probe were in actual fact absorbing. Findings of the study reveal that the correlation between economic openness and all macroeconomic variables (industrial registration, Gross Domestic Product (GDP), investment, import, export and revenue) is positive and meaningful Except to Employment. The correlation between economic openness and employment is negative and meaningless. Yet the data suggest that the PRC’s economy-wide investment patterns—with investment embodying technological progress—are largely divorced from industrial policies, and, if anything, predate them. The significant shifts in investment across sectors and ownership forms that have taken place since the early 2000s are driven more by profitability considerations and private entrepreneurship than by government policies.","PeriodicalId":424970,"journal":{"name":"Emerging Markets Economics: Industrial Policy & Regulation eJournal","volume":"66 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-02-05","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"128752879","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This paper documents that the disruption of political connections associated with Suharto's fall had a modest pro-competitive effect on Indonesian manufacturing industries in which his family had extensive business interests. Firms with connections to Suharto lost substantial market share following his resignation. Industries in which Suharto family firms had larger market share during his tenure exhibited weak improvements in broader measures of competition in the post-Suharto era relative to industries in which Suharto firms had not been important players.","PeriodicalId":424970,"journal":{"name":"Emerging Markets Economics: Industrial Policy & Regulation eJournal","volume":"61 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-01-21","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"114118362","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In order to test the contribution of Industrial Policies to the Economic growth of Tanzania specifically Macro Economic Variables, I used Simple Regression Model.Tanzania has started to implement the Industrial Policies in the year of 1996. From the Word Bank Available DataBase the Contribution of Industrial Policies to the Tanzania Economic growth analyzed from the period of 1996 to 2015. The findings of the present study are quite interesting. Results reveal that Economic Openness has Positive relationship with GDP, which means Industrial Policies had Positive contribution to Tanzania GDP. While, results shows Economic openness and Industrial GDP has Negative relationship, which means Industrial Policies had no contribution to Tanzania Industrial GDP. Industrial policy should be a state of mind, create a climate of cooperation between government and the private sector, a discovery process, generate positive spillovers to other sectors and not be based on purely financial incentives, not picking winners.","PeriodicalId":424970,"journal":{"name":"Emerging Markets Economics: Industrial Policy & Regulation eJournal","volume":"1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-12-20","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"129814724","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The emerging industries announced last year by China’s National Bureau of Statistics include eight major industries: energy-efficient and environmental technologies, next-generation information technology (IT), biotechnology, high-end equipment manufacturing, new energy, new materials, newenergy vehicles, and digital technology. The Chinese government has established long-term goals at the national level to foster emerging industries and is implementing national strategies to achieve them. First, through participation in the international technology standardization process, China is aiming to enhance its competitiveness. Second, China is jointly conducting R&D by providing an infrastructure and development environment favorable to overseas companies. Third, the Chinese government is striving to maximize synergies among industries. Fourth, the government aims to enhance competitiveness through a strategy that reduces market intervention and creates sound market order.","PeriodicalId":424970,"journal":{"name":"Emerging Markets Economics: Industrial Policy & Regulation eJournal","volume":"217 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-10-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"123026316","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This paper assesses Ethiopia's competitiveness and attractiveness as an investment destination by comparing domestic productivity and input costs to a sample of manufacturing exporting countries. The paper documents that, in a comparison with Kenya, India or Vietnam, the labor cost advantage of Ethiopian firms is more than offset by low productivity. However, Ethiopia appears competitive when compared to Bangladesh. Capital, firm size, or sectoral composition do not explain the low productivity of the Ethiopian manufacturing sector. Ethiopian firms, however, have worse management, particularly in the area of labor management. The paper concludes by discussing the potential for labor interventions to increase productivity and create the condition for further industrialization.","PeriodicalId":424970,"journal":{"name":"Emerging Markets Economics: Industrial Policy & Regulation eJournal","volume":"25 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-08-13","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"114782116","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
