However, several people care about this issue. This is because humans have evolved from a time when animals did not live with humans to when it was found that many families had at least one pet. Especially in the modern world, more and more pets have been considered an integral part of the family all over the world. Also, the increase in income of the Muslim population can change their lifestyle, and owning a pet is an integral part of the family. According to statistics made in the United States, more than half of all Americans have a dog or cat in their home. Meanwhile, 45% of households in Romania have a cat. And, 92% of cats in Australia are kept at home. This article aimed to discuss the need to provide halal food for pet cats according to Islamic law. Also, it provide debates and intellectual findings related to the issue of halal pet food to fill the literature gap. This research is normative legal research using the Islamic law approach. Essentially, Islamic financial institutions are different from conventional financial institutions, in terms of mechanisms, objectives, powers, scope, and responsibilities. The provisions and discourses contained in classical fiqh on Rahn are then adapted to modern economic developments and synergized with the needs of today's society. With the majority of the Muslim population, it is not difficult for Sharia Pawnshops in Indonesia to develop their business. Sharia pawnshops are expected to be able to conduct campaigns to the public about the use of sharia-based products. However, there are still various problems in developing sharia pawnshops in Indonesia. And, an analysis needs to conduct to uncover obstacles and find solutions in an effort to develop sharia pawnshops. The type of the research was normative legal research using a qualitative descriptive approach. The study indicates that Sharia Pawnshops are one of the financial institutions that provide effective alternative funding for the community. The growth of pawnshop profits which continues to grow in the era of the industrial revolution 4.0 and during the Covid-19 pandemic is one indicator of the success of sharia pawnshop management. In addition, sharia pawnshops can prove that they can prioritize Islamic moral values during the rapid development of financial institutions in Indonesia. However, from all of this, there are problems that need to be evaluated to improve the performance of sharia pawnshops in the future.Keywords: Sharia Pawnshops, Pawn Products, and The Industrial Revolution 4.0.ABSTRAKBerkembangnya sistem keuangan syariah di Indonesia ditandai dengan didirikannya berbagai lembaga keuangan syariah dan diterbitkannya berbagai instrumen keuangan berbasis syariah. Secara esensial, lembaga keuangan syariah berbeda dengan lembaga keuangan konvensional, baik dalam mekanisme, tujuan, kekuasaan, ruang lingkup, serta tanggungjawabnya. Ketentuan dan wacana-wacana yang terdapat dalam fikih klasik tentang rahn kemudian disesuaikan dengan perkembangan perekonomian modern dan disinergikan dengan kebutuhan masyarakat saat ini. Dengan mayoritas penduduk muslim, tidak sulit bagi Pegadaian Syariah di Indonesia untuk mengembangkan bisnisnya. Pegadaian syariah diharapkan mampu melakukan kampanye kepada masyarakat tentang penggunaan produk-produk berbasis syariah. The purpose of this study is to explore how the implementation of the manyangar tradition, explore the reasons for the community to carry out the tradition and analyze the content of Islamic values in the manyanggar tradition. This research is empirical legal research using a descriptive qualitative approach. The findings in this study are that there are two versions of the implementation of this tradition, firstly, the regency of South Barito and Murung Raya, still carry out manyanggar as in the past, using offerings and there are handlers who communicate with Jinn and Gods. Second, in the North Barito regency, manyangar activities have changed, namely by reading ṣalawat burdah around the village and no longer using offerings such as 40 kinds of cakes, buffalo heads, goat heads, chickens, and others. The reasons why people carry out the tradition of manyanggar include, firstly, people still believe in animist beliefs. Second, the community implements customary law that has been passed from generation to generation. As for those related to Islamic values in community-building activities, namely the spirit of cooperation, they work together in carrying out workshops, such as cooperation in making stages, making ancak, making cakes, making food ingredients, and others. The value of alms, in the event of dancing, requires a lot of funds and food ingredients. The funds and food ingredients are donated or donated by community members.Keywords: Manyanggar Tradition, Harmony, and Dayak Bakumpai.ABSTRAKPermasalahan dalam penelitian ini terkait adat manyanggar peninggalan agama Hindu Kaharingan masih dipertahankan oleh warga masyarakat Dayak Bakumpai padahal mereka sudah beragama Islam. Tujuan penelitian ini yaitu untuk menelusuri bagaimana pelaksanaan adat manyanggar, menelusuri alasan masyarakat melaksanakan adat tersebut, dan menganalisis kandungan nilai-nilai Islami pada adat manyanggar tersebut. Penelitian ini merupakan penelitian hukum empiris dengan menggunakan pendekatan kualitatif deskriptif. Temuan dalam penelitian ini adalah pelaksanaan adat ini terdapat dua versi, pertama, kabupaten Barito Selatan dan Murung Raya, masih melaksanakan manyanggar seperti zaman dahulu, dengan menggunakan sesajen dan ada pawang yang mengkomunikasikan dengan makhluk jin dan dewa. This research was a normative legal research using the documentation method. The results showed that in various regulations and policies regarding sharia insurance, there are various alternatives (choice of forum) in dispute resolution, including in the muḍārabah musytarakah contract. In general, sharia economic dispute resolution can be done in two ways, namely litigation and non-litigation. Litigation dispute resolution was guided by the mandate of Law Number 3 of 2006 on Religious Courts. Several alternative non-litigation dispute resolutions are mentioned in various regulations, including: by deliberation and consensus; through mediation institutions that are independent and impartial; through an association by the business activities of a sharia insurance company; or the Shari'ah Arbitration Board. Then, in the sharia insurance general policy, there are also various alternative dispute resolutions, including amicably reaching a mutual agreement. It is necessary to study sociological and philosophical perspectives to obtain a deep meaning regarding the contextual aspects. This research was normative research that examines the norms and principles of Islamic law as well as developing doctrines that are relevant to the theme of the study. The approach was a conceptual approach which intended to analyze the concepts in Islamic law to find out the meaning. Ijārah is a contract for the transfer of usufructuary rights over an item or service and ijārah muntahiya bi tamlik is a lease agreement with the option of transferring ownership rights. The legal basis of the ijārah agreement and the ijārah muntahiya bi tamlik was found in the Qur'an, Hadith and several regulations. Sociological studies of the ijārah and ijārah muntahiya bi tamlik contracts include that the ijārah and ijārah muntahiya bi tamlik aim to facilitate humans in carrying out their lives and can synergize with each other to meet the needs of life. And containing orders to fulfill individual rights can also bring prosperity and peace to those who implement it. When the differences between the followers of these sects is limited to a mere difference of views on this or jurisprudential issue, it is a disagreement or an acceptable difference. Because there is more than one opinion on one jurisprudential issue, so whoever works with this opinion on the issue, his action is permissible. And, whoever works on the same issue with another thought, his movement is also acceptable, and this is from the capacity of Islam and its mercy to the nation. By examining several books related to the views of the ulama on the schools of thought, it has opened the way for us to verify. The article carried out a descriptive analysis approach and a comparative study of the opinions of scholars in different schools of thought and the fatwas issued by our official fatwa institutions. The article find the fanaticism of the sects is one of the causes of the nation's weakness. So, its unity was torn, and its humiliation intensified for the people. And that, they agree on what they agreed upon of the fixed principles, although various problems arise from time to time. Ketika perbedaan antara penganut mazhab ini terbatas pada perbedaan pandangan tentang masalah fikih ini atau itu, itu adalah perbedaan pemahaman dalil atau perbedaan pemikiran dapat diterima; Karena ada lebih dari satu pendapat dalam satu masalah fikih, maka siapa pun yang mengamalkan pendapat ini dalam masalah tertuntu, tindakannya diperbolehkan, dan siapa pun yang mengerjakan masalah yang sama dengan pemikiran lain, amalannya juga diterima, sesuai dengan kapasitas keilmuan yang ada, Islam dan rahmatnya bagi bangsa. Equal treatment before the law and politics in the context of nominating the President and Vice President is limited to parties that are part of and meet the threshold in the 2014 general election. This research found that the implementation of the system Presidential Threshold in Indonesia was an embodiment of the people's sovereignty itself. Where the individual directly determines the leader, and in making the requirements to become a leader, and the DPR is a representation of the people. This eliminates concerns in the community when the system will be ratified Presidential Threshold in Law Number 7 of 2017 concerning Elections so that the people's sovereignty in the threshold system is by siyasah syar’iyyah where ahlul halli wa al-‘aqdi can determine candidate leaders and Bai’ah is a form of the general election in determining the leader.Keywords: People’s Sovereignty, Presidential Threshold, Siyasah al-Syar’iyyah.ABSTRAKUU No. 7 /2017 tentang Pemilihan Umum dasar hukum dilaksanakannya Pilkada Umum Tahun 2019 dengan menggunakan system presidential threshold. Persoalannya adalah, hal ini dipandang sebagai pengebirian hak-hak individu dimana kekuasaan berada di tangan rakyat. Perlakuan yang setara di depan hukum dan politik dalam rangka mencalonkan Presiden dan Wakil Presiden menjadi terbatas hanya pada partai yang menjadi bagian dan mencukupi -threshold di pemilihan umum 2014. Riset ini menjumpai bahwa pelaksanaan sistem Presidential Threshold di Indonesia merupakan perwujudan dari kedaulatan rakyat itu sendiri. Di mana individu secara langsung menentukan pemimpin, dan dalam pembuatan persyaratan untuk menjadi pemimpin, yang mana DPR adalah representasi dari rakyat. Community empowerment also has several principles in its implementation, namely awareness of the community, providing education and training, organizing, developing strengths, and developing dynamics (decisions in the hands of the community itself). Community empowerment is focused on various aspects related to people's lives as a nation's society, namely empowerment in the fields of education, economy, socio-culture, psychology, and politics in the era of the digital economy. Through literature studies and qualitative approaches aimed to examine and interpret the events related to policies and the role of government, then compare to Islamic governments in the past. In the era of Amirul Mukminin bin Al-Khattab as the second caliph, he ran the government firmly but was very sensitive to his people. The policies, that he issued, were for the benefit of the people, not only Muslims but also all citizens who live in the authority of Umar's caliphate. These policies in community empowerment during Umar's time should be interpreted in the current context. The era is known as the digital age, of course, it needs to modify the policies of the previous era so that they can be relevant and able to be implemented in real terms.Keywords: Government Policy, Community Empowerment, Digital Economy Era.ABSTRAKArtikel ini menyoroti peran dan kebijakan pemerintah dan jajarannya dalam menjalankan tugas atau fungsi pemberdayaan masyarakat, termasuk mengidentifikasi faktor pendukung dan penghambat proses pemberdayaan masyarakat. Pemberdayaan masyarakat juga memiliki beberapa prinsip dalam pelaksanaannya, yaitu penyadaran terhadap masyarakat, memberikan pendidikan dan pelatihan, pengorganisasian, pengembangan kekuatan, dan pengembangan dinamika (keputusan di tangan masyarakat itu sendiri). Pemberdayaan masyarakat difokuskan pada berbagai aspek yang berkaitan dengan kehidupan masyarakat sebagai masyarakat bangsa, yaitu pemberdayaan di bidang pendidikan, ekonomi, sosial budaya, psikologi, dan politik di era ekonomi digital. Dengan melakukan studi pustaka dan pendekatan kualitatif untuk menelaah dan menginterpretasikaan kejadian-kejadian yang terkait dengan kebijakan serta peran pemerintah dan membandingkannnya dengan pemerintahan Islam di masa lalu. Di era Amirul Mukminin bin Al-Khattab sebagai khalifah ke dua, ia menjalankan pemerintahan dengan tegas namun sangat peka terhadap rakyatnya. Kebijakan-kebijakan yang dikeluarkannya adalah untuk kemaslahatan umat, tidak hanya umat muslim tetapi juga seluruh warga yang berada dalam naungan kekhalifahan Umar. Kebijakan-kebijakan dalam pemberdayaan masyarakat di masa Umar tersebut patut diintepretasikan pada konteks sekarang.
