From analyzing the results of accident cases and states in misfortune and the safety supervision of school facilities, it is said that damages by wind, flood and fire are typical types of disaster accidents. Also, according to the basic law of misfortune and the safety supervision, it emphasizes education, training, and actions that prevent from being a victim of natural disaster. For this purpose, this research intends to examine the existing conditions and problems of educational and cultural community facilities in apartment housing and to analyze the residents' using patterns such as frequency, preference and satisfaction and to comprehend the additional needs and requirements of the residents. (1) The power consumption estimation equation for Heating and cooling is calculated using power consumption per unit volume, the difference between actual power consumption and results of estimation equations is 4.1%. (2) The power consumption estimation equation for heating load is showed 2.6% difference compared to actual power consumption in Central Changwon and is expressed 2.9% difference compared to that in Masan district. Therefore, the power consumption prediction for each school using the power consumption estimation equation is possible. (3) The power consumption estimation equation for cooling load is showed 8.0% difference compared to actual power consumption in Central Changwon and is expressed 2.9% compared to that in Masan district. During the post decade, 1,256 schools are increased. The school facility maintenance is the important factor for the whole facility life cycle because it determines the useful life of a facility. Current school facility maintenance practices tend to ad-hok kery, namely, repairment is made after a problem is discovered. The purpose of this study is to propose the new maintenance works and management system to improve the process of maintenance. The concept of CPTED(Crime Prevention through Environmental Design) needs to be focused for improving school environment regarding this context. The exterior space of school environment is variously exposed to school crimes committed by colleague students and also intruders. From the perspective of school CPTED, Natural surveillance as one of the practical strategies requires the micro-scale analysis which clarifies local visibility at each different school exterior space. Thus, the purpose of this research is to develop the analysis method clarifying visibility condition at exterior space of school environment, which supports finding the condition of natural surveillance. The programmed analysis algorithm generated quantitative results clarifying Degree for static visibility and Clustering Coefficient for user tracking visibility. The result of this study produced the analysis method feasible to clarify weak natural surveillance conditions at school exterior spaces.
