This construct is composed of three dimensions: vigor, dedication, and absorption. Committed professionals show greater initiative and enthusiasm to overcome the challenges that the tasks require. Given this context, this research aimed to analyze the characteristics and intensity of work engagement among public servants in an institute in the state of Para, Brazil. The methodology was exploratory and descriptive survey, using the Utrecht Work Engagement Scale (UWES-17). The sample consisted of one hundred servers, selected in non-probability sampling by judgment and data processing was carried out using descriptive, correlational, and multivariate statistics. Results showed an intermediate level of intensity in all dimensions of the construct. Cluster analysis revealed three groups named, according to the commitment level of intensity, low (25%), medium (61%), and high commitment (14%). The interview technique was used to collect the data, which were analyzed through thematic content analysis. After analyzing the narratives, four themes emerged that were dominant in the interviews: history, purpose and objective, Innovation and social inclusion and difficulties. The frugal innovations present in the social enterprises and their process were identified, being possible to visualize the situation of the benefited communities before and after these innovations. Thus, new business practices, that is, new management routines and new management structures, are equally important for research institutes. To examine the proposed premises, a descriptive analysis is carried out based on the assessment of the Internal Regulations of the research institutes linked to the Ministry of Science, Technology and Innovation (MCTI) and through an analysis of its content, through codification and categorization, we identified that the Instituto Nacional de Tecnologia (INT) is the only research institute that has the responsibilities of a strategic planning unit more clearly defined and centralized. Thus, through the examination of archival records, we seek to answer which organizational advancements in relation to strategic management can be identified in their internal Regulations over time. Therefore, the aspects of neo-Schumpeterian theory related to the performance and competitiveness of organizations in an increasingly dynamic environment were presented. The essay also pointed out the need to change the organizational routines of public organizations, through the absorption of knowledge, learning and innovation. The characteristics and objectives of government innovation laboratories were also presented, justifying them as new organizational forms within the public sector, which through dynamism, co-creation and experimentation seek to disseminate innovative solutions and new technologies to public organizations. For this reason, it is observed that Total Quality Management models are becoming increasingly present in public administration. After all, these models allow the quality of public services and their organizational performance to reach higher levels, in addition to allowing the identification of opportunities for improvement for the sector. The 5S program, in addition to being cited in the literature as the basis for the implementation of any management system for its total quality, stands out for its simplicity, for encouraging the participation of all employees of the organization and increase the effectiveness of organizational processes. In view of the above, this paper proposes to analyze which organizational factors contribute to the implementation of the 5S Program, in the public sector, through a literature review, followed by a survey with specialists and a Focus Group Study, in a Military Organization in the city of Rio de Janeiro, more specifically, a warship, where one of its sectors showed superior performance, in relation to the others, through the implementation, in its daily routine, of the principles of the 5S program This research is classified as mixed, as it includes quantitative and qualitative approaches and as exploratory, as it seeks to explore what is happening and ask questions about a certain subject.
