Thus, new business practices, that is, new management routines and new management structures, are equally important for research institutes. To examine the proposed premises, a descriptive analysis is carried out based on the assessment of the Internal Regulations of the research institutes linked to the Ministry of Science, Technology and Innovation (MCTI) and through an analysis of its content, through codification and categorization, we identified that the Instituto Nacional de Tecnologia (INT) is the only research institute that has the responsibilities of a strategic planning unit more clearly defined and centralized. Thus, through the examination of archival records, we seek to answer which organizational advancements in relation to strategic management can be identified in their internal Regulations over time.
