Therefore, the aspects of neo-Schumpeterian theory related to the performance and competitiveness of organizations in an increasingly dynamic environment were presented. The essay also pointed out the need to change the organizational routines of public organizations, through the absorption of knowledge, learning and innovation. The characteristics and objectives of government innovation laboratories were also presented, justifying them as new organizational forms within the public sector, which through dynamism, co-creation and experimentation seek to disseminate innovative solutions and new technologies to public organizations.
