In 2019, the language requirements were set to 14 958 positions in the Czech Armed Forces (60.69 %). Out of the given number of positions, the language requirement was met by only 6 414 professional soldiers, i.e. 42.88 %. The results of the language courses vary a lot depending on the required level of language proficiency; the courses designed to prepare the learners for SLP 1111 and SLP 2222 had the success rate around 60 %, however, the success rate of the courses for SLP 3333 was rather lower (38 %). Out of five groups of factors affecting the success rate, the relative significance of 22 factors was assessed. Most of the critically significant factors concerned the organization of language education; some of the critically significant factors were as follows: placement testing, flexibility of the syllabus and familiarization with the exam format and assessment criteria. The findings of the research point to recurrent problems in communication and information transmission to the ending soldiers in their service as well as the lack of information in relation to the resort's offers of care and assistance to war veterans. The subjects involved in the war veteran care system do not always have full current information, which may lead to negative reactions and attitudes of some military personnel that the setting system does not adequately respond to soldiers’ problems and needs, especially before leaving military service. The author brings an innovative look at the concept of modular task force development, which is considered, in his conception, as a result of interconnection between capability requirements arisen from scenario analysis process, and respective type of force units being a part of the current military structure. The author ́s approach to task force generation process, illustrated by a case study, is a synthesis of best practices and findings derived from national as well as EU and NATO planning processes. The proposed concept of the task force generation might be perceived as an effective tool for supporting strategic decision-making process. His predecessor, the current senator Álvaro Uribe, opposed the peace agreement, believing that an offensive against the guerrillas was the right approach. This article shows how these two Colombian presidents framed guerillas and what strategies and expressions were used in their presidential speeches. The main argument is that the conciliatory discourse of President Santos helped to finally achieve peace. The research paper uses a comparative method and the concept of framing. Abstrakt: V roce 2016 skončil jeden z nejdelších konfliktů v latinskoamerické historii, když kolumbijský prezident Juan Manuel Santos podepsal mírovou dohodu s Revolučními ozbrojenými silami Kolumbie (FARC), největším guerillovým hnutím. Jeho předchůdce, současný senátor Álvaro Uribe, mírové dohodě oponoval, jelikož se domníval, že pouze ofenzivní přístup k partyzánům je správný. Článek ukazuje, jak dva kolumbijští prezidenti rámovali guerilly, stejně jako jaké strategie a výrazy byly v prezidentských projevech použity. Hlavním argumentem je, že smířlivý diskurz prezidenta Santose adresovaný guerillám nakonec pomohl dosáhnout míru. Nevertheless, we\u0000suggest that current definitions do not reflect the reality,\u0000probably because the Western approach differs from that of the\u0000West’s adversaries, the ones who actively develop and deploy\u0000such operations in the modern age. Therefore, this article\u0000discusses and highlights the main issues and weaknesses related\u0000to the Western understanding of information and psychological\u0000operations, and also reflects on the gap in civil-military\u0000affairs. We witness intense discussions about the protection of\u0000society against the influence of information and psychological\u0000operations, but these reflect only civil society. Migration crisis, hybrid warfare treatments and withdrawal from the INF (Intermediate-Range Nuclear Forces) treaty were the main reasons for the enactment of the Zrínyi 2026 program. Comparing the Polish and Hungarian Defence Forces, the article analyses the significance of military security in Central Europe. The analysis explores organizational and legal changes and the purchase of armaments. The Hungarian program’s objectives are to change not only the equipment but also the structure and organization. The Commander of the Hungarian Defence Forces was separated from the Ministry of Defence. The Hungarian program has declared the increase in the number of reserve forces to twenty thousand and the active duty personnel to roughly thirty-eight thousand. Abstrakt: Článek pojednává o významu střednědobého modernizačního programu maďarské vlády Zrínyi 2026 a jeho dopadu na vojenskou bezpečnost v regionu. Hlavními důvody pro přijetí programu Zrínyi 2026 jsou migrační krize, hrozby hybridní války a odstoupení od smlouvy INF (Smlouva o likvidaci raket středního a kratšího doletu). Na základě srovnání polských a maďarských obranných sil analyzuje článek význam vojenské bezpečnosti ve střední Evropě. Analýza se zabývá organizačními a právní změnami a nákupem výzbroje. Cílem maďarského programu je změnit nejen vybavení, ale i strukturu a organizaci. Velitel maďarských obranných sil byl oddělen od ministerstva obrany. The introductory part is devoted to defining the postcolonial approach. This part is followed by a definition of neo-colonialism as a modern form of continuation of colonialism. The next part is focused on the role of neo-colonialism itself in Afghanistan, in relation to the influence and interests of the USA. In addition, the paper outlines the main security implications as well as the distortions of Afghanistan's regional actors (Pakistan and India) as a result of US engagement in the region. The final part summarizes the essential information in the context of the theoretical requirements and signs of neo-colonialism in relation to the activities of the US and other state actors in Afghanistan and the region.
