This proposed system characterizes the \"dynamic\" information exchange capability through its distinct features to include executable tasks within product information that is being utilized in various functional groups, thereby introducing the action items to be carried out in relevant areas. To achieve the \"dynamic\" information exchange capability, object technology, which is favorable to the creation of inter-related modularized data objects, is incorporated to the product information to facilitate active information interchange process. The universal extensible markup language (XML) is also adopted to facilitate data exchange between database and knowledge base in order to make real time data and knowledge available throughout the enterprise","PeriodicalId":412957,"journal":{"name":"2004 IEEE International Engineering Management Conference (IEEE Cat. Evaluating the value of real estate from the implicit price of the characteristics can improve three traditional evaluation methods: market comparative method, income capitalization method, and replacement cost method. Based on the introduction to foreign experience, the paper takes the housing market of Hangzhou city as a case and establishes a housing Hedonic price model. From the model, we get the implicit prices of 18 housing characteristics and the evaluation model of housing value.","PeriodicalId":412957,"journal":{"name":"2004 IEEE International Engineering Management Conference (IEEE Cat. This paper introduces a research exploring the evolution process of secondary innovation and elaborates the way to achieve late mover advantage from imitation to innovation. It identifies three essentials of enhancing competitive advantage and examines the relationship between advantage of backwardness and secondary innovation. A case study of a Chinese manufacturer is carried out to expand the process and mechanism. It provides some perspectives for technology catch-up of developing countries.","PeriodicalId":412957,"journal":{"name":"2004 IEEE International Engineering Management Conference (IEEE Cat. The manufacturing of these products cannot be done without training in these areas. No centralized and structured training program on a site-wide scale in Malaysia was ever carried out to address the manufacturing gaps. Furthermore, efforts to measure performance-after-training were never performed. This paper describes an innovative technical training program to illustrate a methodology used to reduce manufacturing competency time by narrowing the knowledge and skill gaps. We also introduced first-of-its-kind in-depth evaluations on the training impact: job application of training knowledge and skills acquired, training return of investment (ROI) in terms of project execution time saved, forecasted project cost savings as success indicators and intellectual properties (IP) generated.","PeriodicalId":412957,"journal":{"name":"2004 IEEE International Engineering Management Conference (IEEE Cat. The present study examines a set of factors that influence the adoption of ERP systems within the context of the Greek market. On that sense, we identify two major categories of determinants: the intra-organizational, and the inter-organizational factors. By contrasting a sample of Greek SMEs and ERP vendors, we conducted several semi-structured interviews and we advance a number of important results. First, the lack of financial and human resources, the highly centralized structure and the limited technical knowledge of the personnel seem to negatively affect ERP adoption process in SMEs. Conversely, ERP vendors underline factors involving the knowledge and the access of the related personnel to the specific ERP functions, the managers' technological capabilities, and a user-friendly and flexible ERP package, as those that exert somewhat positive influences on ERP adoption. Finally, some research directions are provided.","PeriodicalId":412957,"journal":{"name":"2004 IEEE International Engineering Management Conference (IEEE Cat. In This work, we introduce an approach recently developed in systems science and knowledge management in coping with complex, transient and diversity contexts. At the methodological dimension, the latest findings from researches suggest the combinative use of different methodologies developed in different disciplines and the maximization of creativity and totality. Studies also call for paying attentions to those linkages between each part in process management in a creative way. We provide a review on recent development in different methodologies, methods, techniques, and tools in the area of systems thinking, and then concentrate on using creative holism in process management. This new strand of systems methodology emphasizes pluralism and critical systems thinking: it requires practitioners to encourage creativity not only from management but also from methodologies; it promotes using different methodologies in combination according to certain systematic principles. The knowledge-creating concept developed by Nonaka and Takeuchi then is considered as generating explicit and tacit knowledge conversion cycle, that in turn bring forth new ideas and concepts through organizational learning process. Finally, we put the two strands of methodology and thinking together. We aim at providing a supportive thinking and mechanism for process management that requires more creative, diverse and flexible means to cope with complex, and technology emerging and converging environments.","PeriodicalId":412957,"journal":{"name":"2004 IEEE International Engineering Management Conference (IEEE Cat. By protecting and commercializing intellectual property, entrepreneurs continue to build corporate strength on the foundation of its accomplishments. A government's intellectual property policy could create an environment for protecting and utilizing the property, which would directly influence industrial practice of intangible assets. Taiwan's success in the development and manufacturing of high technology over the past twenty years has provided the government and industry with suitable opportunities to form its intellectual property policy. This paper analyzes the intellectual property policy of Taiwan. It consists of five parts: (1) a review of the policies of intellectual property protection in leading countries; (2) an evolution history of Taiwan's intellectual property policy; (3) analysis of the current practice of intellectual property protection in Taiwan; (4) development of industrial IP system in Taiwan and (5) strategic reforming of Taiwan's intellectual property infrastructures.","PeriodicalId":412957,"journal":{"name":"2004 IEEE International Engineering Management Conference (IEEE Cat. The duration of ERP system selection and implementation are critical for SMEs due to limited resources. Authors investigated the duration of the project phases to establish the human resource requirements through the selection, implementation and support of the ERP project. Preimplementation training costs and ongoing license upgrade costs as a percentage of the implementation cost were also analysed. Common factors that are crucial for an SME in the manufacturing sector embarking on an ERP system are identified in This work for system selection and implementation. User survey was carried out for a target group of SME companies around Brisbane, Australia. The survey captured both qualitative and quantitative data relating to the ERP system in place at a target group of electrical and electronic equipment manufacturing companies located in South East Queensland, Australia. Quantitative analysis was carried out on the cost of the ERP selection and implementation project, both in terms of capital outlay and human resources. The research provided an overall perception of the success level of ERP systems.","PeriodicalId":412957,"journal":{"name":"2004 IEEE International Engineering Management Conference (IEEE Cat. The paper applies this principal to the competitive corporate environment by examining how adaptability is linked with both corporate efficiency and long-term sustainability. Adaptability is defined as a function of power and accountability within an organisation. Power refers to the degrees of freedom extended to management to control their operations. Accountability concerns the extent to which management is held responsible for its performance. The paper describes a case study based the European rail sector. An econometric model is developed in which the degree of power, level of accountability and hence index of adaptability for each company is scored. The efficiency of each company is quantified and a causal relationship established between adaptability and efficiency. The analysis goes on to postulate the efficiency gains that would result from the introduction of a number of measures aimed at enhancing an organisation's adaptability. The results have a number of important implications for both public and private sector organisations. They also have implications for the management of major projects.","PeriodicalId":412957,"journal":{"name":"2004 IEEE International Engineering Management Conference (IEEE Cat. In this paper, a tendency of newly developed MOT programs through national project until the end of 2003 is analyzed. This analysis just covers limited number of developed programs that are available to be referred at the time of writing this paper through open source, but still might be useful to consider a direction of future development by showing Needs-Seeds matrix that was constructed with current seeds (elements of developed programs) and potential needs (social and commercial requirements). It is suggested that this type of analysis is useful and should be conducted on a regular basis to make continuous improvement of MOT programs.","PeriodicalId":412957,"journal":{"name":"2004 IEEE International Engineering Management Conference (IEEE Cat.
