There is an established literature that deals with skill requirements for logisticians. However, existing research rarely take into account a critical variable: measurability. The literature of actual practice in logistics certificates/licenses is rather sparse. This exploratory study utilized the concept mapping methodology to offer an important first step along with the path to more effective logistics licensing/certification. The results suggest that certain components of logistics skills are more important than others depending on the level of management and assessment format preferences also differ at each assessment level. Setting up a well-recognized official certification/licensing system can become the driving force to meeting such career challenge.","PeriodicalId":412957,"journal":{"name":"2004 IEEE International Engineering Management Conference (IEEE Cat. A two phase of development can be identified through the post-project review, which are the formative phase and the accumulative phase. By post-reviewing the two phases of project development, competence building in the development of microsatellite are described, which will benefit for further microsatellite projects managed by university labs.","PeriodicalId":412957,"journal":{"name":"2004 IEEE International Engineering Management Conference (IEEE Cat. The traditional neoclassical economics and RBV studied the derivation of the firm's rent from one aspect. The former thinks rent stems from an imperfectly competitive market structure, and the latter thinks it is resource heterogeneity. This paper suggests that the core of \"rent\"(or SCA) of the enterprise stems not only from \"heterogeneity resources\" but also the \"integration\" of \"heterogeneity resources\" and other resources in the enterprise. Based on the study of integration mechanism by economics and management methods, this paper suggests the enterprise rent's differential under the integration and nonintegration condition.","PeriodicalId":412957,"journal":{"name":"2004 IEEE International Engineering Management Conference (IEEE Cat. This innovation system can be described as a network of bridges facilitating easy access and the open flow of knowledge into and around Taiwan. As an institution, ITRI provides a mechanism that is unique in developing and developed nations alike. It efficiently combines a number of functions that in other nations may be carried out by several different institutions. ITRI's primary function in its thirty-year existence has been to bridge the gap between basic research and technology commercialization. It was ITRI, charged with a specific government mission in the 1970's that acted as the primary transfer agent of semiconductor IC knowledge into Taiwan. Later, additional specialized technology, human resources and venture capital knowledge from abroad was used to simultaneously create and capitalize on opportunities in Taiwan. This essential knowledge transfer was centered on ITRI as a 'knowledge bridge', facilitating the flow of information. Under this model, ITRI has evolved through four distinct chronological phases: 1) the technology import phase in the 1970's, 2) technology dissemination and commercialization in the 1980's, 3) building industry linkages in the 1990's, and 4) the current focus on international, interdisciplinary and intellectual property linkages. As ITRI's methods have changed over the years, its bridges have grown more sophisticated. This paper examines ITRIs role as a key component in Taiwan's national innovation system. Many lessons from ITRI's successful bridge model can be extracted and applied to developing countries today.","PeriodicalId":412957,"journal":{"name":"2004 IEEE International Engineering Management Conference (IEEE Cat. Two generic approaches an information technology-driven and a human resource-driven approach - have been suggested for the construction of such systems. The recent developments in knowledge discovery in databases (KDD), with respect to text mining, offer the possibility to integrate the various approaches available under a common architecture. Based on discussions of KDD and TI, the KDD-bused technology intelligence system KDD/TIS is presented and evaluated. It integrates information technology and human resource-driven approaches and encompasses techniques for mining quantitative, structured, as well as qualitative semi-and unstructured data. It addresses all relevant environmental dimensions and is designed as an open system. Based on the evaluation of KDD/TIS, future research requirements are identified.","PeriodicalId":412957,"journal":{"name":"2004 IEEE International Engineering Management Conference (IEEE Cat. However, there are very few literatures, which analyze the common nature of the enterprise integration. This article analyzes systematically the enterprise integration process after M&A based on enterprise organization habitual domains (EOHD). Firstly, the importance of the integration in M&A is addressed and the current status of the research on enterprise integration is reviewed. Secondly, by redefining the integration, the article points out the negative effects of EOHD to the integration and proposes a three-phase model. Thirdly, two integration cases during M&A by Cisco are analyzed using the three-phase model. Finally, the conclusion is drawn.","PeriodicalId":412957,"journal":{"name":"2004 IEEE International Engineering Management Conference (IEEE Cat. Collaborative engineering design has emerged to support distributed and collaborative product development. Product development process nowadays is featured with distributed workflow, complicated interaction and intensive collaboration. In order to shorten product lifecycle, integration of CAE functionalities with distributed engineering design environment is necessary. However, due to the complex nature of the product life cycle management (PLM) such integration may cause further complications in management of collaborative sessions. This paper presents an Internet-enabled distributed and collaborative framework to support both CAD and CAE collaborations. The product design process is investigated and workflow technology is applied to manage collaborative sessions.","PeriodicalId":412957,"journal":{"name":"2004 IEEE International Engineering Management Conference (IEEE Cat. Previous studies have explained how operational performance can be improved by a better understanding of customer-perceived values. This paper presents an analysis of data collected through a questionnaire from 62 clothing manufacturers in the Pearl River Delta (PRD) of Southern China. The data collected was first classified into three groups using cluster analysis. The classification is based on how well the respondents recognize the expectations of their customers, including both industrial customers and consumers. The paper then empirically explores the characteristics of each group and how such characteristics are related to the internal operations performance; internal operations are grouped into two major types: planning processes and operational processes. The paper concludes by presenting a relationship model that can be used as a reference tool by those organizations operating in the PRD clothing industry to improve internal operations performance by enhancing customer satisfaction.","PeriodicalId":412957,"journal":{"name":"2004 IEEE International Engineering Management Conference (IEEE Cat. More specifically, it compares the patent citation indicator to other patent or publication-based measures using data on a small European economy. In particular, patent citation patterns is compared at the country level to researcher patents. Comparing the two indicators suggests different patterns of science-technology linkage. An analysis of revealed technology contributions of academic inventors and a survey-based analysis of technological collaboration and knowledge transfer points to a possible explanation. Finally, the chapter illustrates that academic inventions form a better basis for cross-country comparisons of inventive academic activity than do university (-owned) patents.","PeriodicalId":412957,"journal":{"name":"2004 IEEE International Engineering Management Conference (IEEE Cat. Trust and commitment are clearly important ingredients in these collaborations, but little is known about the challenges this new organization and social environment creates for the development of trust and commitment. Different disciplinary perspectives, different cultures, and the lack of understanding when working together raise significant barriers to developing trust and commitment. We, therefore, explore the dilemma of trust and commitment in the construction of an innovative team that most companies are always confronted with, especially Chinese private enterprises.","PeriodicalId":412957,"journal":{"name":"2004 IEEE International Engineering Management Conference (IEEE Cat.
