This presents opportunities and challenges for sustainable development within minority communities, given tensions between identity and profit, particularly within regional tourism. Through a social sustainability lens, this article compares the opportunities and challenges for sustainable linguistic and cultural practices across two contexts: Cornish and Silesian. It seeks to answer the extent to which these cultures are sustainable, and how their futures could look. We focus on two distinct yet broadly interrelated themes, predominantly within Cornwall and Silesia: (old and new) media and commodification. For commodification, we also integrate a dialogue on Cornish-Mexican and Silesian-Texan heritage. Whilst we see the increased presence of old media in both Silesian and Cornish, there appear to be challenges – across both contexts - in terms of new media resourcing. Whilst commodification is a dynamic present across both contexts, it seems to have accrued more momentum in Cornwall than Silesia. In diverse ways, both cultures appear to show different commodification dynamics in the Mexican and Texan overseas communities, when compared with Cornwall and Silesia. In concluding, this article poses questions around the increased visibility of small languages and cultures: how they may be made more visible without falling into the trap of misrepresenting communities’ culture(s) and language(s). Reaching across sites helps us sketch avenues for future exploration and policy innovation. This study aims to understand how the first wave of the COVID-19 pandemic impacted the education of Roma children by taking a wider look at structural issues affecting the Roma community. Using mixed methods in the form of interviews with stakeholders and a survey, this paper will engage in the larger structure-agency debate through the lens of Ogbu’s cultural-ecological theory, Foster’s enhancements of it, and Crenshaw’s idea of intersectionality. The results show that between March 2020 and June 2020 the most vulnerable people in society were the ones most negatively impacted by the lockdowns and secondary effects of the pandemic. Underlying structural issues, underfunded and segregated schools with non-inclusive curriculums, intergenerational inequality, the digital divide, language barriers, intersectionality, and the pandemic’s negative impacts on Roma parents are some of the causes that Roma families reported as barriers which keep Roma children from being able to access education. However, with the agency Roma individuals have, they chose how to respond to structural oppression. This paper also demonstrates the harmful impacts of stereotypes that deem a culture to be innately resistant to education. Roma communities in Albania, Bosnia & Herzegovina, Moldova, Montenegro, North Macedonia, Serbia, and Ukraine were all facing socio-economic exclusion and marginalisation before the COVID-19 pandemic, thus international organisations were warning very early on that Roma communities were at serious risk during lockdowns, including in the fields of employment or loss of income. This article uses primary data collected across the seven states from a survey of 440 Roma individuals and 53 in-depth interviews with Roma stakeholders, in order to add empirical evidence to an under-researched area. The main findings include that almost 73% of those surveyed experienced a reduced income, and the major reason for this was due to access to or demand for informal work which was hindered by the lockdowns. The knock-on effects of this included 32% of those surveyed declaring an inability to afford food and everyday essentials or to pay bills. Most Roma who needed to borrow money did so through private means (family and friends) rather than through official or state institutions. This article focuses on the narrative according to which Roma communities represented a threat to public health and which will be analysed through the lens of the theoretical work on moral panics. The empirical data used in this paper was obtained in the framework of a project investigating the impact of the pandemic on Roma communities in Albania, Bosnia and Herzegovina, Moldova, Montenegro, North Macedonia, Serbia, and Ukraine, between March–June 2020. \u0000Using the literature on moral panics as a framework of interpretation, this article aims to shed light on the processes leading to high levels of social consensus as to the threat to public health posed by Roma communities in these countries. It is based on primary data derived from the project Marginality on the Margins of Europe – The Impact of COVID-19 on Roma Communities in Non-EU Countries in Eastern Europe, collected in 2020 by researchers in Albania, Bosnia and Herzegovina, Moldova, Montenegro, North Macedonia, Serbia, and Ukraine. This data is contextualised with the help of secondary literature on historical epidemics and pandemics, as well as societal responses to them, with a particular focus on the ensuing scapegoating of minorities in certain cases. The article first makes the case for the importance of historicising such responses to pandemics in different contexts as a safeguard against ‘exceptionalising’ either the ongoing pandemic or the Roma minority. Further, it argues against a reductionist perspective that treats the Roma primarily – or even exclusively – along the lines of their representing a ‘national minority’, a concept that is heavily tilted toward a cultural-linguistic definition of the group. In contrast, it posits that hate speech and racist incidents against the Roma in the context of the pandemic (and more generally) are better understood by factoring in the intersection of race and class, where the long-standing racialization of the Roma in Eastern Europe is inflected by the latter as much as the former. I therefore argue that the adoption of a multi-ethnic statebuilding model of governance, including consociational power-sharing arrangements, has triggered unintended consequences for the (de)securitisation of minorities in Kosovo. Among such consequences is the risk of perceiving all minorities as potential threats and approaching minority issues merely through the lenses of security. By exploring various social, economic, legal, political, and identity characteristics of non-dominant communities in Kosovo and drawing on personal interviews with key stakeholders, representatives, and members of minority communities, this article shows the need for a more inclusive understanding of security which stretches beyond the threat of physical violence. This would permit, among other things, a more effective approach to dealing with the different layers of securitisation of minorities identified here. Otherwise, minority rights and concerns cannot escape the straitjacket of emergency politics. The theoretical foundation of the paper draws on classic theories of securitisation, expanding them to the field of (forced) migration and combining them with theories on indirect policy impact. In a two-step analysis, this article firstly investigates changes to asylum law in Austria and Germany from 2015 to 2016, using a policy analysis. The case studies include populist radical right parties with and without parliamentary representation. Thus, the resulting stage model also accounts for gradation of the influencing factor. In the first step of the analysis a securitisation of the policy field is revealed in both cases; however, it appears to a stronger degree in Austria. The results are then related to the strength of the populist radical right parties, operationalised as poll ratings, and to election dates to capture the behaviour of government parties under growing electoral competition. In Austria, the securitisation of asylum law could be attributed to the increasing strength of FPÖ, while the results for Germany are ambiguous. This attitude departs from a premise that “[s]ecurity is about what is a threat...” (Buzan et al., 1998, p. 204), which means that the societal inclination towards “[p]ursuit about the freedom of threat” (Buzan, 2008, p. 37) determines approaches towards minorities. However, security should not be considered as a reverse of insecurity, although “...[h]ow security is defined conditions what is considered as insecurity (risk, threat)” (C.A.S.E., 2006, p. 257). Perceiving minorities as threat is often reflected in the state policy agenda; it affects representation and leads to unfair competition and negative attitudes of majority groups towards minorities that easily turn into other forms of injustices and discrimination (European Monitoring Centre on Racism and Xenophobia, 2005). As a result, minorities can be exposed to exclusionist political attitudes, discriminatory or xenophobic attacks, and intolerance or violence by a majority group (Côté & Erickson, 2009; Dustmann & Preston, 2001; Vergeer et al., 2000).
