This is as stated in the bureaucratic program policy of 2010-2025 and the bureaucratic reform road map that places knowledge management intending to create an active learning process and exchange of experiences for ministry/institutions and local governments in implementing bureaucratic reform. Determining the right KM solutions for government organizations is not easy and requires proper analytical techniques. Contingency factors are seen as one of the methods that can analyze the needs of knowledge management solutions, where the contingency theory considers the path to success to include several alternative pathways with success achieved only when the appropriate way is chosen. Sixty-three surveys based on the number of existing employees were drawn up at the social welfare education and training center of the ministry of social affairs of Indonesia to conduct a contingency factor analysis used to determine KM solutions using quantitative descriptive analysis. The survey resulted in fifty-two of available ones with a response rate of 82.54%. XYZ is a vehicle automotive retail company that already has 26 branches spread across major cities and has more than 150 salesmen. The marketing positions consist of 5 levels, from salesman, supervisors, branch heads, area managers to marketing directors. One of the tasks of the marketing director is to set a five-level selling price level and determine the promotion of all products from PT. XYZ the number of customers from PT. XYZ currently is around 12,500 consisting of wholesalers, shops, workshops, companies and factories. Competition in the automotive world is very tight. Field salesman who are already equipped with price strata and promotions sometimes have difficulty in the field where competitors can quickly change their selling prices, provide attractive discounts or promotions to existing customers. According to interviews with salesmen in the field, making decisions about prices, discounts and promotions takes an average of 2 to 3 days, so that the potential loss of orders and even loss of customers can occur at any time. and according to data obtained on average every salesman loses 3 to 5 orders every month, this is because the long chain of communication at PT. XYZ in addition to selling prices and promotions. Salesman must be responsive to the needs and complaints from customers. Therefore, we need a Marketing Intelligence System with Business Intelligence support to be able to support salesman operations in the field more efficiently and effectively. The design produces a website for users. Kertajati international airport is available, dozens of tourist destinations both for enjoying culinary, historical, religious sites, supporting adequate intercity and local transportation, and so on. The main problem for Cirebon for tourists who will or are visiting the city is the specific and clear information about the destination. The opportunity and obstacles to find the best solution are evaluated through the Value Shop system. The need for a mobile application framework that is well developed and backed with comprehensive data is proposed. The design of the application framework uses the OOAD process. It is hoped that this application framework will make it easy for prospective travelers to feel comfortable toward what they can get from the city and regency of Cirebon. The governance of information technology is needed along with the role of information technology which getting more important. Therefore, a framework is needed to measure that information technology has been managed appropriately, and that information technology resources are used responsibly. One framework that can be used is Control Objective for Information and Related Technology 5 (COBIT 5). The author conducted research at PT. Pertamina Geothermal Energy uses the COBIT 5 framework to assess the achievement of the capabilities of the information technology governance process in the company. Production data that is not integrated between applications causes problems in the company's business operations. This study uses qualitative data analysis and a reference to the pain point mapping provided in COBIT 5: Implementation to further measure the capability level. Processes that are relevant to the issues raised are EDM02, APO05, BAI01, BAI02, BAI04, and BAI07. The measurement results of the selected process produce an average value of 0.3 from a scale of 5. The results of this study are expected to help the management of PT. It has been research yet the notion about digital business review which showed the big picture using data from all countries. This study aims to map the position of international business digital scientific publications indexed by Scopus using scientometric analysis. The study has carried out scientometric methods and analyzed research data using the analysis search results service from Scopus and the VOSviewer application. The research data of 933 scientific documents published from 1978 to 2019 were obtained from the Scopus database. The results showed an increasing trend in the number of digital business publications at the international level each year. Most countries, affiliation, author, subject areas, and type documents in digital business publications were Germany, Curtin University, Chang, E., computer science; and conference paper. There was one pattern of collaborative researchers in digital business publications.
