This is as stated in the bureaucratic program policy of 2010-2025 and the bureaucratic reform road map that places knowledge management intending to create an active learning process and exchange of experiences for ministry/institutions and local governments in implementing bureaucratic reform. Determining the right KM solutions for government organizations is not easy and requires proper analytical techniques. Contingency factors are seen as one of the methods that can analyze the needs of knowledge management solutions, where the contingency theory considers the path to success to include several alternative pathways with success achieved only when the appropriate way is chosen. Sixty-three surveys based on the number of existing employees were drawn up at the social welfare education and training center of the ministry of social affairs of Indonesia to conduct a contingency factor analysis used to determine KM solutions using quantitative descriptive analysis. The survey resulted in fifty-two of available ones with a response rate of 82.54%.
