Even large cities like Mumbai are yet to undertake reforms for improving the efficiency of water service provision. Mumbai's future requirements of water resources were to be largely met through an expansion of the water supply system in an incremental manner. However, such a course of action has now come under question due to a rapid rise in water demand (on account of the increasing population) on one hand and snags in supply on the other. As such, there has hardly been any strategic focus on ‘demand management‘ and on improving the efficiency in service delivery. In spite of these lacunae, no reforms have been undertaken in urban water resources management as the concerned authorities refuse to acknowledge the water deficit situation in Mumbai. This paper argues against such a stance. It first provides a quantitative and analytical overview of the water resource status in Mumbai and then outlines the need for reforms on several fronts, particularly in water institutions and governance, while elaborating on some of them. The aim is to find out the reasons behind the poor performance of the electricity sector in Pakistan. Weak administrative governance in NEPRA is prevalent in the form of lack of autonomy, resulting in the overall institutional inability to carry out the desired functions effectively. Kashani","doi":"10.3233/IJR-120056","DOIUrl":"https://doi.org/10.3233/IJR-120056","url":null,"abstract":"In principal–agent relationship, the asymmetry of information, where it exists, forces the principal to set regulatory rules and apply implementation instruments (such as scrutiny apparatus and/or incentive compatible schemes) to ensure predetermined favourable outcomes. The problem arises when one of the two arms of regulatory rules and regulatory implementation suffers from deficiency. In the context of the North Sea petroleum industry, this study examines whether an agent's behaviour, when facing deficient regulatory rules, is different from when facing deficient regulatory implementation. This issue is a part of the ongoing debate in the field of regulation: whether emphasis should be placed on designing an optimal regulatory system or on the efficient implementation of the regulatory framework. Population growth and economic development has increased the level of water demand and scarcity. The researcher analysed per day-end use of water, and surveyed households in developed and developing regions on the water used. Households in the various developed regions have extracted more water as compared to households in the developing regions. Thus, the economic status of the region decides the usage of water. The quality of water is reported as poor and only a few term it as moderate. The respondents report that available bore wells and water tanks do not serve the needs of the growing population. In other words, financing climate action via public funds is proving to be a constraint. Similar constraints also exist in programmes for Energy Access using Renewable Energy, and other resources in the sustainable development domain. To address these constraints, financial and business strategies are often developed. While analyzing such strategies, the concept of “financial gradients” emerged. Based on the international best practices, it brings out the need to establish a synergic, harmonious, and working-level relationship between these agencies in view of their mutually reinforcing roles, and argues that such a relationship is necessary to provide for regulatory clarity and certainty, discourage fora shopping, and reduce transaction costs. Literature review of the international practices suggests that the mechanisms to provide for coordination between sector regulators and competition agencies range from the integration of all the regulatory functions in one agency to formal agreements for cooperation between the agencies and informal interaction through consultations.
