En ese sentido, el presupuesto es el documento de politica publica mas importante con el que cuenta un gobierno ya que alli se plasman, de manera muy concreta, los objetivos e instrumentos de la politica publica. {"title":"Variaciones sobre la figura de Calibán en América Latina. La identidad como problema","authors":"J. Drews","doi":"10.29192/claeh.39.2.14","DOIUrl":"https://doi.org/10.29192/claeh.39.2.14","url":null,"abstract":"Readings on Caliban as a metaphor for Latin American culture are mandatory to address the problem of Latin American cultural identity; any reader interested in it has come up against such images, either to accept them or to refute them. The figure is approached in Jose Enrique Rodo's Ariel, which synthesizes the Caliban vision, from a utilitarian and materialistic perspective. On the other hand, a second reading on Caliban is suggested, as a figure that symbolically expresses the Latin American subject as a colonized man. In this case, the interpretations of Anibal Ponce (1935) and Roberto Fernandez Retamar (1971/2000) are identified, being the latter the one that best summarizes this perspective. Thus, the article offers an examination of this debate and a critique of this discussion is proposed. To do so, resorting to a new Latin American tradition on this problem, such as the decolonial positions based on Fernandez Retamar's studies will be avoided; instead we will deal with Caliban as a myth of the European savage. Valencia, Yuli Andrea Méndez Herrera","doi":"10.29192/claeh.39.2.15","DOIUrl":"https://doi.org/10.29192/claeh.39.2.15","url":null,"abstract":"The purpose of this study was to analyze the beliefs and attitudes of 15 mothers about traditional parenting practices in their primary family context associated with risky parenting styles that they exercise with their children between the ages of 12 and 16 years of age. Municipality of Pensilvania-Caldas. This research was oriented with a type of exploratory-descriptive study, with the focus group interview guide being the information gathering instrument. For the selection of the population sample, convenience sampling was implemented, and as a data analysis procedure, the qualitative data analysis method was used. The results showed that the aggressive behaviors at the psychophysical level exercised by mothers towards their children are a consolidated multigenerational construction from existing cultural traditions, negatively affecting the adolescent's perception of herself and her world. For this purpose, this paper analyzes the instruments sindicated in the Voluntary National Reports of Chile and Uruguay (2019), especially those referred in ODS 13: Take urgent action to combat climate change and its impacts. This has been one of the main challenges on the international agenda since, in turn, at the local levels fewer capacities are available for the implementation of sustainable development. The essay proposes the strengthening capacities in evaluation approach as an alternative within the implementation of the 2030 Agenda, since it is oriented towards the generation of evidence to inform decision-making and, even further, to improve local conditions for sustainable development. First, a review of this international agenda framework and the place of the local scope within which it is carried out. Secondly, the adoption of the Evaluation Capacity Development (ECD) approach is suggested to be implemented at the local level. It particularly emphasizes the strategic elements recently configured by the Ministry of National Planning and Economic Policy as the governing body in evaluation, bearing in mind the postulates of the 2030 Agenda and the Sustainable Development Goals’ framework as a reference and meeting point. In this sense, a tour around the national governing instruments for evaluation that have been permeated by this international framework is made, as well as a review of a specific case. To this end, the Agricultural Policy Evaluation Area was created within the Office of the Agricultural Programming and Policy Office (OPYPA). This multidisciplinary team is specialized in impact evaluations of public interventions combining econometric techniques with qualitative methods and theoretical analysis. This document presents the main results and lessons learned in this process, in three sections. The first section summarizes the goals for the impact evaluation of MGAP policies and the basis for the institutional arrangement. Then, the progress made in mainstreaming policy evaluation within MGAP is discussed.
