Weak reading skills, perhaps this is because education still emphasizes aspects of routine skills and mere memorization. So, a learning model is needed that can facilitate students to have a literacy culture. To overcome this problem, it was developed through the Read-Answer-Discuss-Explain-and-Create (RADEC) learning model. This study aims to describe the improvement of students' literacy culture through the implementation of the Read-Answer-Discuss-Explain-and-Create (RADEC) learning model. The research method used is a Quasi-Experimental Research One-Group Pretest-Posttest Design with the research subjects of 26 fifth grade students of Pondoksari Sukaresik State Elementary School, Tasikmalaya, West Java, Indonesia. If a nation has citizens with good character and quality, that nation will become a great nation and also be respected by other nations. This character education must also be supported by several parties including schools, the community and most importantly the family. Because the family is the first guide, teacher, and example for their children and also has the biggest role in this character education. The subjects in this study were grade IV students who numbered 25 students with research objects were round Club learning models and student learning outcomes on IPS subjects. Data collection techniques use observational data, documentation and case studies. Research procedures through 4 stages namely planning, implementation, observation, and reflection. The data analysis technique used is a qualitative and quantitative data analysis technique. The indicator of the success of the research is the completeness of individual mastery with a minimum value of 71, and classical mastery of at least 85%. The research method is Classroom Action Research (CAR) with cyclical model, involving four steps simultaneously as follows: (1) planning, (2) action, (3) observation, and (4) reflection. Subject of this research was all students at the fourth semester in Department of PGSD FKIP UNS Campus of Kebumen in the academic year 2014/2015, totaling 71 students. Techniques of collecting data used by the researcher were observation, interview, and test. Validity of data used in this research was the techniques of triangulation of source, method, and theory. Techniques of analyzing data was descriptive- qualitative data analysis, including data reduction, data display, and drawing conclusion or verification. Subjects in this study were students of class IV Komplek SDN Cijerah Indah, Kecamatan Bandung Kulon Kota Bandung. The experimental group was given the treatment of learning Value Clarification Technique (VCT) and the control group was given conventional learning. This research employed quasi-experimental design involving 62 fifth grade students from two different elementary schools in Lembang. The data were collected by utilizing a test, a questionnaire and an observation sheet. The data obtained from the test and questionnaire were analyzed statistically using t-test to see two different average values. This research is a descriptive research in which researchers describe the activities in the book according to the facts. The books that analyzed are primary student books grade 1, 2, 3, 4 and 5. Analyses were performed by using the instrument of accession rubric analysis that has been processed by researchers. From the analysis, obtained information that, there are no activites in science which apply the learning stages with the full scientific approach intact (5 stages). So this book must be repaired by the goverment ant teacher. The method used in this research is descriptive quantitative method with a number of samples of 120 teachers. The instruments are compiled in these study as many as 60 items of three variables. From the results of research show that F count of 25.091, since F count (25.091) F table 3.07, then Ho is rejected. It can be concluded that there is simultaneously a significant influence on working discipline and working motivation on the teachers’ performance in teaching social study.
