This paper presents evidence about the harmful effects of extractive informal institutions on horizontal accountability within subnational governments in Brazil. After three decades of free and competitive elections, the institutional design of oversight institutions for state governments has hardly changed. We explore the hypothesis that more extractive informal institutions, measured by the level of income inequality, is associated with decreasing transparency levels. The study proposes a model to estimate discretionary budgetary accruals based on unpaid commitments, addressing an empirical-theoretical gap regarding incipient quality metrics of accounting information in public administration, considering the theory of agency, legitimacy, and impression management. The theory of political cycles was adopted to justify the managers’ opportunistic cyclical behavior aligned with the electoral calendar. Three hypotheses based on the literature were tested from a sample covering 62.1% of Brazilian municipalities. The results showed positive discretionary budgetary accruals in the years immediately preceding the elections and the opposite in election years (i.e., negative discretionary budgetary accruals), completing the budgetary electoral cycle. Furthermore, it is demonstrated that managers in their first term are more inclined to enter into this type of practice, motivated by the chances of being re-elected. This evidence is ratified by the absence of this practice at significant levels during the managers’ second term. This research incrementally contributes to public administration research, proposing a proxy for the quality of government accounting information. This study aimed to review the existing literature around risk in Public Administration and outline future research directions within this area based on mapping the existing production in the five main journals specialized in public administration. The researched studies were analyzed and classified according to the area or government sector and organizational levels in which the research was conducted, seeking to identify the relationship between risk and other analysis factors and theories. This article contributes theoretically and methodologically to advancing the field of knowledge, synthesizing existing publications, pointing out gaps in the literature, and proposing theoretical perspectives and methodological approaches that address the dynamics of the risk phenomenon in future research. Bairrada","doi":"10.1590/0034-761220220364x","DOIUrl":"https://doi.org/10.1590/0034-761220220364x","url":null,"abstract":"Internal marketing is a concept still little recognized and disseminated, with most of the research on this area of marketing focusing on the service sector and well-consolidated and industrialized markets. This article sheds light on the importance of internal marketing practices by identifying their impact on workers’ proactive behavior and life satisfaction while observing the effects of affective commitment and job satisfaction. The study collected 428 valid questionnaires from Portuguese workers (218 in the private sector and 210 in the public sector) and applied structural equation modeling to test the hypotheses. The results showed how adopting an internal marketing perspective can contribute to successful organizational and human resource management. It was observed that internal marketing practices lead to affective commitment and job satisfaction in both the private and public sectors, although more pronounced in the private sector. Also, the findings pointed out that the workers’ affective commitment leads to adopting proactive behavior and life satisfaction only in the public sector and that job satisfaction leads to proactive behavior and life satisfaction for workers of both the private and public sector. This study contributes to increasing understanding of internal marketing, its applicability, and its importance for workers and organizations. The research adopted a quantitative approach using data collected from 159 public servants of Brazilian courts of accounts, with subsequent application of exploratory factor analysis, parceling techniques, confirmatory factor analysis, and ordinary least squares regression (OLS). The results show a negative mediation of psychological empowerment in the relationship between bureaucratic control and work engagement and a partial and positive mediation between organizational support and work engagement. Thus, psychological empowerment constitutes an important mechanism through which civil servants react to characteristics of the work context, being weakened in situations of exacerbated bureaucratic control or lack of organizational support, with consequences for the level of enthusiasm and dedication. Los diagnósticos empleados para justificar medidas anticorrupción usualmente tienden a desestimarla. En línea con el modelo de bote de basura (Cohen, March, & Olsen, 1972), donde las soluciones buscan problemas, en este caso, el problema de corrupción se caracteriza de forma que sea “atendible” con la política en cuestión. Esta situación tiene graves consecuencias. Entre ellas, que la política implementada sea falible. El artículo revisa el fenómeno de la falibilidad de las políticas anticorrupción. Argumentamos que cuando la política anticorrupción se diseña sin tomar en cuenta que el tipo de corrupción que enfrenta es parte de un sistema más amplio de corrupción sistémica, esta tiene altas probabilidades de fracasar. Trazamos nuestro argumento a lo largo de una serie de implicaciones que se desprenden del marco de consolidación de la corrupción (Corruption Consolidation Framework - CCF) (Meza & Pérez-Chiqués, 2021). Para alcançar esse objetivo, foi realizado um levantamento junto a 159 servidores públicos de dois tribunais de contas brasileiros, com posterior aplicação de análise fatorial exploratória, técnicas de parcelamento, análise fatorial confirmatória e regressão de mínimos quadrados ordinários (OLS). Os resultados evidenciam que há mediação total negativa entre controle burocrático e engajamento no trabalho por meio do empoderamento psicológico. O efeito do suporte organizacional no engajamento no trabalho é parcial e positivamente mediado pelo empoderamento psicológico. Assim, o empoderamento psicológico parece ser um importante mecanismo por meio do qual os funcionários públicos reagem a características do contexto de trabalho, sendo enfraquecido em situações de controle burocrático exacerbado ou de falta de suporte organizacional, com consequências para o nível de entusiasmo e dedicação.
