The tendency of methodological character is revealed: it is necessary to improve instruments for quantitative measurement of sustainable development taking into account regional peculiarities of territories. Attention is focused on indicators of sustainable development at the regional level. It emphasizes the priority of using the indicator of adjusted net savings (true savings). Denominations and features of calculation of this indicator are indicated. The features of foreign and domestic scientific research in this area are noted. The key elements of the mechanism of public administration associated with sustainable development of the national and regional levels are identified. The analysis of the application of the methodology for calculating the true savings for individual regions of Russia is presented. Directions have been identified for improving the application of this tool in public administration and commercial projects. Features of the region, severe climatic conditions, require the introduction of multi-level personnel selection systems, since it is necessary to evaluate not only the qualifications of employees, but also their physical and psychological state. Such requirements for personnel predetermine the need to search for employees of the required skills in a wider area, to attract workers from other regions for permanent or temporary work. Thus, there are additional costs associated with the selection of personnel for the regions of the Arctic and the Far North. To solve such problems, it is proposed to introduce new digital recruitment methods that will allow to ensure maximum coverage of the territory of the Russian Federation when searching for employees of the required qualifications, and to reduce the costs of recruitment and selection of personnel. Among the reasons that influence this process, a relatively low standard of living of the population is identified (lagging behind the average Russian population shares with incomes below the subsistence level, unemployment and access to social benefits), which contributes to an increase in migration outflows. Against the backdrop of a negative coefficient of natural profit, the migration of the able-bodied strata of the population poses a threat to the implementation of the state plan for the long-term social and economic development of the Far East. It has been suggested that the implementation of the “Far Eastern Capital” program is one of the ways to attract highly educated labor resources to the territory of the subjects of the Far-Eastern macroregion. The program envisages the allocation of financial resources that are applied by the population exclusively in the given territory in order to improve their living standards (housing and the opportunity to open their own business), as well as the quality of the educational (and hence labor) potential. The increase in population due to the solution of issues of material and social well-being will contribute to the expansion of domestic effective demand in the Far East. The Volunteer Center of the Federal State Budget Educational Institution for Higher Education «Kuban State Physical Education, Sports and Tourism University » was one of the first resource centers for the development of volunteerism in the Krasnodar Territory and was opened in 2011 at the same time with 6 other volunteer training centers for the XXII Olympic Winter Games and the XI Paralympic Winter Games of 2014 in Sochi. The article is devoted to solving three main problems. First, the authors analyzed the role of the Volunteer Center of FSBEI HE KSPESTU in the development of volunteerism in the Krasnodar Territory in the period from 2011 to 2018 and established the participation of its representatives in more than 50 major events organized both independently and jointly with partner organizations. Secondly, the algorithm of interaction with volunteers during the organization and carrying out of the serviced events, giving an idea about 15 vectors of mutual relations with volunteers, is described. The real work is continuation of the research based on studying of the organization of all kinds of activity (industrial production, agriculture, science, art) in the first years after formation of Krasnodar Territory. On the basis of historical approach and the system analysis the main stages of the organization of work of the printing industry in the territory of Krasnodar Territory have been revealed. The emphasis in article is placed on the organization of work of newspaper production of regional value, regional news-papers, factory newspapers which can be both single printing products, and the daily newspaper appearing thousand circulations (Bolshevik newspaper). After formation of Krasnodar Territory own regional printing industry which carried out the edition of book and newspaper production has been organized. In regional, regional, factory editions political life of the country, socialist achievements of workers of edge was lit. Were published in book editions literary collections, both classics of the Russian literature, and contemporaries. In article it is pointed out the defects of the organization of the printing industry which consisted in lack of necessary number of qualified personnel, untimely and low-quality delivery of materials for the press, poor quality registration of publishing literature. The article gives the rating of the Russian Federation’s subjects by the number of largest agro holdings by profit, and by the number of largest agro-holdings by profit per unit of area of the subject is cited. It notes that the modern statistics of agriculture operates with indicators of the lower levels (agricultural organizations) without reference to companies, so it does not directly reflect data on agroholdings. A comparative analysis of the Russian Federation subjects in terms of the number of agricultural organizations that are not small business subjects, as well as the area of agricultural land attributable to organizations that are not small businesses. The author revealed the positive and negative consequences of the activities of agroholdings in the Russian Federation. The article consideres the activities of agroholdings, the features of their formation and state support in Belgorod Region in more detail. It notes that the main activities of agroholdings are the most profitable and relatively short payback periods, for example, the production of cereals, sunflower, poultry and pork. The analysis of priority sectors of the region’s economy to attract foreign investment, including: agriculture, food and processing industry, wine, health resort and tourist complex, manufacturing industry, information and communication technologies. The assessment of the dynamics of investment activity of the Krasnodar region, identified major investment projects currently being implemented. Analyzing the attraction of foreign investments, it is necessary to touch upon the issue of investment support, which is a multi-level process in the Krasnodar region, which has recently been ordered. Assessing the Krasnodar region as an attractive investment region and one of the leaders in terms of investment, with a very low investment risk, it is necessary to consider the existing problems in the region’s economy and attracting investors. Современные подходы к трактовке сущностного наполнения дефиниции «информация» развиваются в контексте двух важнейших подходов. В рамках атрибутивного подхода информация рассматривается в качестве имманентного свойства движущейся материи, которое характеризуется структурностью, упорядоченностью и разнообразием состояний. Приверженцы второго подхода, именуемого функциональным, определяют информацию как свойство материальных систем (таких как живые организмы, общество, технические системы), которое неразрывно связано с процессами управления и самоуправления в рамках этих систем [8, c. 313]. The author analyses the linguistic and semiotic aspect of ergonomov of Krasnodar based on the theory of reference, theory of the bilateral linguistic sign. The main conclusions made by the author suggest that the logic of the onomastic nomination is based on the systems of the basic units and their forming parts. This interaction allows you to extract the information contained in the name of your own, for the purpose of further use of this information in the interpretation of the secondary nomination.The result of the analysis of ergonomic units was the statement that the identification of the basic lexeme takes place against the background of additional information about the object: the type of object and its correlation with other objects; lexical and semantic restrictions within the semantic microsystem; the perception of the name by the person and his motivational reflection about this name.The main criteria of motivation of the nominator when choosing or creating a name of its own are detected in the article: defining the strategy for the selection of priority motif; choice of preferring their own names, which reflect the perceptive interaction with the environment; the choice of names by their function and social purpose; the choice of onims by the usual evaluations, emotions, and visual images which they express.
