It is able to have a multiplier effect on the economy, contributing to the flow of funds to the regional budget, increasing employment, and expanding production of goods and services of local producers. In Russia tourism is underdeveloped and does not make a significant contribution to the economy despite its high resource potential. One of significant reasons for such a situation is lack of information in this sphere, which affects the quality of management by regional authorities. The purpose for the research is to improve the information support of regional tourism which is considered as an internal factor in the region’s socio-economic development. The research is based on general scientific methods of comparison, generalization, analysis, and synthesis. The informational framework includes works by regional economists in methodological and practical management of domestic tourism development, as well as statistical data of state statistics services, the UN World Tourism Organization (UNWTO), WTTC. For a reliable quantitative assessment of the effectiveness of the fiscal policy of the Krasnodar region was carried out a preliminary analysis of tax statistics for 2015-2017, in particular: tax revenues and fees to the regional budget, indicators of tax arrears to the regional budget, regional tax revenues to the budget of the Russian Federation, indicators of tax arrears to the budget of the Russian Federation (by types of taxes). On the grounds of the review were calculated indicators of the effectiveness of the fiscal policy of the Krasnodar region such as: the level of taxation in the region, the tax collection rate in the region, relations with the Federal budget and the actual tax potential, as well as an assessment of their dynamics for the analyzed period. For productive work of the company it is necessary to pick up the team of adherents and to constantly provide their tuition, especially trainings. Emphasis of attention to increase in education of personnel is brought expected good result, because together with acquisition of practical skills by employees and improvement of the processes operating in the company business are capable to stimulate personnel to independent development. Staff of the companies work various skills on trainings, increasing labor productivity, and, respectively, due to increase in efficiency minimizes expense of time for development of new technologies. Expenses of the companies on trainings with involvement of third-party firms or introduction to staff of trainers pay off quickly enough in view of decrease in the costs, connected with mistakes or lack of necessary skills of employees. Suchwise, with trainings it is possible to significantly increase the personnel potential of the company. The set of the training companies, individual trainers and coaches, as well as extraordinary creative, and having wide experience and popularity is presented at the Russian market. The orientation of trainings is various:trainings of personal growth, increase in resistance to stress, development of leadership skills are offered; along with them trainings on development of new technologies of marketing, IT-technologies, resolution of conflicts in the organization, to formation of customer focus, working off of skills of paperwork, business correspondence, formation of image are in great demand. State civil service in the tax authorities of the Russian Federation as a form of the state civil service has its own peculiarities, conditioned by the specifics of public relations that are formed in the tax sphere. The specifics of the state service of tax authorities is that it is a type of federal state civil service, but it applies features regulated by the Tax Code, regulatory legal acts of tax authorities, as well as the Russian Ministry of Finance. The authors found that for those who want to participate in the competition and enter the service in the tax authorities, the general requirements are few. Nevertheless, there is an acute shortage of qualified personnel in the tax authorities, therefore, in our opinion, priority should be given to the professionalism of civil servants. The terms and procedure for admission to the state civil service both in the Federal Tax Service of Russia and its territorial bodies are based on the general principles of legislation on the state civil service. The provisions on the state civil service in relation to the tax authorities receive their specificity in the regulatory acts of the tax authorities: federal and territorial. For each person wishing to enter the service in the tax authorities there are legislatively fixed qualification requirements, their own for each group and category of posts. The successful fulfillment by the tax authorities of their functional duties depends, first of all, on the qualified personnel of each body, and, as a result, the successful practical implementation of the concept of the personnel policy of the Federal Tax Service of Russia. Under the infrastructure of the region, it is common to understand the whole set of functional systems that ensure the vital activity and competitiveness of the region. One of the basic elements of the infrastructure is the construction complex of the region, which includes: housing construction (low-rise and high-rise), industrial construction, social construction, cultural construction, road construction and general construction. This study considers the strategic development of the construction complex of the Murmansk region as one of the RFAZ territories. Strategic development of the regional construction complex is provided by construction companies and organizations. The analysis of the activity of construction enterprises and organizations showed a strong dependence of the construction complex development from economic crises. In this connection, the list of actions allowing to provide balanced development for the regional building complex has been offered. The real work is continuation of a research of prerequisites of formation of Krasnodar Krai, by division of Azovo-Chernomorsky edge into the Rostov region and Krasnodar Krai. On the basis of historical approach and the system analysis key indicators of development of industrial production and transport infrastructure have been revealed, growth of industrial capacities by all types of productions, Azovo-Chernomorsky edge is noted. The emphasis in article is placed on formation of the large industrial region in the south of the country, with the developed means of transport providing not only communication in the region, but also allowing a message exchange of goods with the central and east regions of the country. Development of the industry in the Azovo-Chernomorsky region has begun with reorganization of the electrical power complex which has allowed to increase further capacities of other industrial productions – consumers of the electric power. Reconstruction has affected more than 80% of the industrial enterprises. In the Azovo-Chernomorsky region ferrous metallurgy and mechanical engineering industry developed; coal, oil, oil-processing, chemical industry; geological exploration on identification of new mineral deposits was conducted. Food and flavoring, tanning, light industry developed and reorganized. The transport complex of Azovo-Chernomorsky edge is presented by railway, river, motor, pipeline transport. The reserves of application of modern information technologies, cybernetic systems in organizations of the agro-food sector of the Russian economy, cybernetic approach to the management of resources of organizations in conditions of digitalization of agriculture are revealed. On the example of the dairy cattle breeding industry, perspective innovative developments based on information processing using computer technology are considered. Based on the analysis of trends in technology development in dairy cattle breeding, changes in information flows are shown that objectively contribute to the use of electronic herd management systems. A brief review of electronic devices that have been used in dairy cattle breeding is given, a scheme of the functioning of decision support systems for dairy herd management is presented. The components of the cumulative economic effect from the use of such electronic herd management systems, including the production of additional products and cost savings, are considered, the calculated structure of the cumulative economic effect is reduced by reducing the duration of the service period and reducing the incidence of animals with mastitis and ketosis. However, the current situation is not conducive to the development of industrial sectors and new technological modes. Moreover, it can lead to a de-industrialization. Technological upgrading and the transition to sustainable development in current situation depend on the speed of manufacturing production and the transition to a more efficient production models with a greater added-value and knowledge content. Modernization of conventional industries and the development of technological sectors will be a crucial factor for economic growth. One of the priority activities of the Russian state is to optimize the structure of public authorities in order to improve the efficiency and effectiveness of their activities. Particular attention in this process is given to the reform of the system of state financial control. In the modern economy there is a large range of problems and inaccuracies in the legislative regulation of financial control by public authorities. This situation leads to a significant reduction in the quality of the effectiveness of financial control by public authorities.
