One of the possible reasons for this is the dissatisfaction of citizens with the professional activities of civil servants, the distance of this institution from society. The public service is the main institution for the implementation of the functions of the state. Therefore, one of the important organizational tasks of public administration should be to ensure transparency and social acceptability of the activities of civil servants. Such a tool by its very nature is public control, but the Russian Federationhas not yet developed its legal framework and mechanisms, which determines the low efficiency of this institution of interaction between government and society. Despite a number of regulations adopted recently and aimed at increasing the transparency of public authorities, the desire of state bodies to conceal information from citizens remains. On the basis of the analysis of the forms of public control fixed in normative acts the reasons of its insufficient efficiency are revealed in the article. Obviously, quantitative economic analysis helps to inform legal reasoning and avoid misinterpretation when economic rationality is counter intuitive and less than obvious, although pertinent to the substance or direction of legal reasoning. But economic analysis plays a supporting role to legal reasoning and can’t determine dispute settlement outcomes. On the negative side, quantitative analysis is frequently beset inherent methodological difficulties, the existing of competing approaches of apparently equal validity but that yield different results. Despite this, the use of quantitative economics will intensify in the future as cases seem to become more complex and fact-intensive. Moreover, in context of certain legal provisions, quantitative economic analysis maybe called for the future, where so far this has not been so. Based on the analysis of public reports by the heads of urban settlements of the Vologda Oblast, the most acute problems of small towns in the region are identified. In addition to reducing the population, there are acute problems associated with the insufficient level of development of industrial and agricultural production, the unsatisfactory condition of the housing and utilities and road infrastructure, the high degree of depreciation of the housing stock, and the weak development of consumer services. One of the main causes of these problems is the limited financial resources of the budgets of small cities in the region. As the main methods of research, the methods of comparative analysis, synthesis and synthesis were used in the work. Identifying self-management as a form of management, modern managers learn to manage and its processes to improve the effectiveness of the organization. Scientific thought also develops in this direction, both in management, and in sociology and psychology, studying the basics, principles, attribute, methods of motivating members of the organization for self-organization. Naturally, self-organization can act both as an object and as a subject of governing actions, but at the same time, it can be a process based both on primordially casual interrelations and artificially created. The tendency of the organization to self-preservation and emergence a priori cause the emergence of self-government at certain levels to solve specific problems. The definition of operational goals, conditioned by the requirements of the current stage of the life cycle of the organization, generates the need for a systematic approach to the organization of a high level of self-government in the internal environment. Thus, the problems of organizing self-government to improve the effectiveness of activities, are actualized and require studying. At the moment, the problems in this context have not been studied enough, as are at the crossroads of various disciplines and scientific schools. Using a system approach to self-management, it is possible to achieve a clear structuring of this process, but also knowledge of the methods of motivating members of the organization to self-management. The characteristic features of destinations as a subject of competition in the tourist market are analyzed and highlighted. The key factors that provide the necessary level of competitiveness and the result of the formation of the tourist product of the destination are identified . It is proved that the most important prerequisites for ensuring a particular level of competitiveness of tourist destinations are the region’s endowment with factors of production, as well as the quality, cost and level of use of the latter. At the same time, the factors of production themselves are divided into two groups of different importance – basic or data from nature (land, climate, mineral resources, recreational resources, population, etc.) and developed, formed as a result of human activity (capital, technology, skilled labor, etc.). Moreover, factors related to technological and organizational innovations and the availability of highly qualified employees are becoming increasingly important. A model of using the cluster approach in the development of the destination is proposed, the basic elements of the tourist cluster, such as: the core of the cluster, suppliers of tourist services, enterprises of the necessary additional service, the main and accompanying infrastructure, promotion networks, business climate. The composition of the cluster allows you to determine the necessary measures to stimulate development at the level of the destination, in accordance with the economic specifics and available resources, while the determining factor will be the tourist specialization, and the composition of other components can be changed in the process of functioning. The countries-leaders in the field of cluster initiatives are defined and the comparative characteristic of the most indicative practices of clustering of the States of Europe, Southeast Asia and America is given. This work is a continuation of the study of the theory and practice of clustering regions of the Russian Federation and reflects the geography of the Russian territorial clusters, their specialization, belonging to a particular industry, as well as the relationship between the results of regional development and the presence on their territory of innovative clusters. The implementation of the pilot project of innovative clustering in Russia served as a starting point for the formation of a group of leading clusters on a number of individual performance indicators and scale of activity. The analysis of the performance of the most important territorial innovation clusters in Russia allowed to determine the possibilities and prospects of effective use of their strategic potential in the context of the project approach to regional development.
