Radomski","doi":"10.15584/polispol.2022.2.10","DOIUrl":"https://doi.org/10.15584/polispol.2022.2.10","url":null,"abstract":"The aim of this article is to analyse the constitutional provisions of the interwar period relating to self-government and, in particular, local self-government. I assumed that self-government, by gaining the status of a value regulated by the basic law, was becoming a necessary and at the same time inalienable element of power. The inclusion of the institution in the constitution may have reflected a recognition of its importance in state building. The constitutions of the newly created states and, to a lesser extent, the basic laws created before 1914 were examined. The inspiration of the basic laws has also been shown. A comparison was made between Polish regulations and solutions adopted in constitutions of other countries. It was important to answer the question whether the traditions of self-governance influenced the adopted regulations. Both institutional and legal analysis and comparative studies were used to achieve the objective. The main thesis of the article is that the role of self-government in the state as well as the presence of provisions relating to self-government was in line with the path of political transformation. Democratisation has tended to foster the inclusion of local government in the axiological system set out in the constitution, whereas in authoritarian states the role of local government has been limited. The presented thesis should be accompanied by one reservation. In the course of research, which became the basis for writing the article, knowledge was obtained from public relations practitioners, and the research survey was conducted by employees of entities associated in the Stowarzyszenie Agencji Public Relations (Association of Public Relations Agencies). The subject literature expresses an opinion that SMCs exclude women from the bodies of the legislative power, because it is much less likely that they will be appointed candidates in the party structures dominated by men. The lack of empirical data regarding gender disparities in three elections to the Senate of the Republic of Poland prompted us to conduct research in this area. His comeback had significant impact on the Poland politic in terms of the dynamics and existing emotional aspects. Upcoming elections in 2023 and all challenges before are giving an opportunity for comprehensive analysis of the fundamentals on which Donald Tusk’s political beliefs are based on. Author of this article is focusing on aforementioned because of present economic and social situation, price increase, inflation and increasing poverty. In the beginning of the career former Prime Minister and President of the European Council was strongly following liberalism and supporting decentralization, denying that the process of planning and decision-making is concentrated within a particular political group. While being a Prime Minster, Donald Tusk had changed a bit his political attitude, taking into consideration political situation at that time and potential electorate. Their programs were based on Marxism-Leninism. These parties were marginal organizations and did not play any significant role in the Polish political system. They made a positive but biased assessment of the period of socialism in Poland before 1989. This assessment was justified by the communist ideology. The Communist Party of Poland and the Polish Socialist Workers’ Party negatively assessed the political and economic transformation in Poland after 1989. They also criticized Poland's inclusion in the globalization processes, and positively assessed the policies pursued by countries that have not changed their systems, such as Cuba and North Korea.
