The study of the system of educational and social inclusion requires an interdisciplinary approach, and a large number of components, their hierarchy, and other features states that the system of inclusion is complex, and therefore requires appropriate means of its modeling - complex networks, graphs, appropriate modeling languages, etc. An important stage in the study of complex systems is the evaluation of their information and technology component in terms of the web accessibility. Mathematical models based on integro-differentiation of fractional order to describe the evolution of physical systems with residual memory and self-similarity of fractal structure are obtained. They occupy an intermediate position between Markov's systems and systems which are characterized by complete memory. In particular, the fractional index indicates the share of system states that are stored throughout the process of its functioning. An interaction with stakeholders and the movable context is one of the main components of the management. The interaction consists not only in communication but also in the unambiguous understanding of all project processes and project documentation. Such interaction takes place in a blended mental space, which can be presented as a cognitive structure. The blended mental space is mobile and plastic with a large number of degrees of freedom. The project manager manages it. A large number of degrees of freedom complicates the formalization of the space and the widespread use of rational choices to its management. Cognitive management is one of the approaches that can be applied in this case. The project manager must know and consider cognitive mistakes and biases. The project manager should hold “soft skills” for application of cognitive management approaches.
