Crowd control during the pandemic, one of which was escorting community convoys, then became a challenging task for the police. This paper aims to analyze the application of police discretion in escorting community convoys during the Covid-19 pandemic. Qualitative methods were used in the development of this research, by conducting literature studies and interviews in collecting data. The analysis in this study is based on discretionary theory and procedural justice theory. The results of the analysis show that currently policing is shifting to adjust to pandemic conditions, one of the important elements is the expansion of the police's discretionary authority in handling pandemics in the field related to law enforcement, especially regarding social restriction policies. This discretion then needs to be applied in public order management and crowd control. The way that the police can do in crowd control is to develop intense communication with the community to create dialogue-based solutions that the community will voluntarily comply with. The implementation of escorting community convoys in the jurisdiction of Polda Metro Jaya shows that the police who carry out escorts are still unable to apply discretion properly, causing discriminatory discretion and non-function discretionary deviations. This problem motivated the authors to explore how the impact of Covid-19 to the small traders. This research aims to explore about effect of the pandemic Covid-19 against to the small traders in Tanjungpinang. This study uses secondary data from interviews and observation to the small traders. Testing using qualitative descriptive methods. \u0000The results of this research it can be concluded that when the pandemic Covid-19, bringing the influence of the small traders in Tanjungpinang , where in the time of pandemic, the small traders experienced a decline in income, and also a decrease in customers. But, pandemic is not brought the influence of the extreme to the economy of the household. Penelitian ini menggunakan jenis penelitian yuridis normatif. Metode analisis data yang digunakan dalam penelitian ini adalah dengan dianalisa secara kualitatif. Hasil penelitian menujukkan bahwa Pemutusan kontrak secara sepihak oleh Pejabat Pembuat Komitmen diatur dalam Peraturan presiden Republik Indonesia Nomor 54 Tahun 2010, dengan mempertimbangkan alasan-alasan yang dibenarkan dan dengan melalui tahapan- tahapan yang harus dilalui, tidak serta merta diperbolehkan untuk memutuskan kontrak. Ketidak profesionalan Pejabat Pembuat Komitmen dalam tahapan pemutusan kontrak ini bisa mengakibatkan kerugian negara yang berujung pada tuntutan ganti rugi ataupun tuntutan lainya, namun bukan tidak mungkin juga kesalahan keputusan yang diambil oleh Pejabat Pembuat Komitmen tersebut dapat merugikan pihak penyedia barang/jasa yang sedang berkontrak. Penelitian ini menganalisis Putusan Pengadilan Negeri Jakarta Pusat Nomor: 162/PDT.G./2017/PN.JKT.PST, dimana pemutusan kontrak secara sepihak yang dilakukan oleh tergugat sebagai Pejabat Pembuat Komitmen tidak sesuai aturan yang berlaku. Since the KPPU decision 04/KPPU-I/2016 simply addresses the legal certainty of the cartel elements under Article 5 paragraph (1) Law 5/1999, it can be concluded that consumer protection law enforcement has not been taken into account in the cartel selling automatic scooters 110-125 CC of Honda-Yamaha. Civil actions for reimbursement for unlawful activities, complaints to the Dispute Resolution Agency (BPSK), and complaints to the National Consumer Protection Agency (BPKN) that can be used to recover consumer losses in the Honda-Yamaha automatic scooters 110–125 CC cartel. As a consequence, a legal mechanism is required to allow consumers to recover losses incurred due to anti-competitive agreements and/or conduct by business actors. In facing this new culture, educators can present alternative educational processes. This article seeks to offer creative ways not only on the platform used, but also regarding learning times, methods, and approaches to students during the Covid-19 Pandemic Period. The research method used in this research is library research by collecting library data. The results of the study show that effective learning during the Covid-19 pandemic can be carried out if you apply interesting and active learning methods for educators and students. In addition, educational institutions in the distance learning process are able to leave the old learning culture, and are expected to be able to face learning with a new culture. By applying creative ways, it is not only the platform used, but also about learning time, methods, and approaches to students. This research is related to several evaluation programs implemented in schools. Every evaluation program definitely needs a proposal that is used to build an implemented evaluation program. The method used in this research is descriptive qualitative. The data obtained were then presented in the form of words and narratives which were presented in depth. The informants in this study were from several school elements ranging from educators, education personnel and other employees. Determination of informants in this study is by purposive sampling where the researcher determines and chooses first who the informants are to support the compilation of this research report. The results obtained from this research are that with the existence of a proposal, every activity carried out will feel more helpful and light because the proposal can be used as a forum to convey meanings and objectives. Teaching and learning activities continue, but must take advantage of-based media online or whatever form it takes as long as it is not face-to-face with the intention of avoiding the transmission of Covid-19 in Indonesia. This research is a type of qualitative research. The data analysis technique used in this study is a qualitative descriptive technique with critical theory studies supported by the stages of child development in the rationalization of technology as a scalpel. This research was conducted at SMAS Nusantara Bungah, which has implemented-based learning methods online during the pandemic. Therefore, macro and micro solutions are absolutely necessary to avoid the possibility of something worse happening. At the macro level, the government must immediately issue a new policy regarding a more humane learning model by providing supporting facilities and infrastructure.
