This paper presents a generalization of the genetic algorithm for solving project scheduling problem under time uncertainties within resource leveling technique. The generalization consists of handling fuzzy time parameter and fuzzy resource distribution instead of crisp ones. Our approach is rooted in the framework of Abstract Algebraic Logic, and is based on the close connection between the filter-defining conditions and alternative axiomatizations of the logics involved. In case of having into account the shape of the membership functions in a particular region of interest, less conservative stability and stabilization conditions can be easily set up. This new algorithm, entitled CEVCLUS, is based on two concepts: evidential clustering and constraint-based clustering. Evidential clustering uses the DempsterShafer theory to assign a mass function to each object. It provides a credal partition, which subsumes the notions of crisp, fuzzy and possibilistic partitions. Constraint-based clustering consists in taking advantage of prior information. Such background knowledge is integrated as an additional term in the cost function. Initially, the metric distance on the interval numbers based on the convex hull of the endpoints is proposed and it is extended to fuzzy numbers. All the properties of the α-distance are proved in details. Finally, the ranking of fuzzy numbers by the α-distance is discussed. In order to cut down the computational complexity of the direct approach to performing type-1 OWA operation, the α-level approach to type-1 OWA operators was developed. This new approach is based on the decomposition of a type-1 OWA operator via its α-levels and the corresponding Representation Theorem of type-1 OWA operators. A close inspection of the mathematical representation of the centroid of type-2 fuzzy sets reveals that this is a special case of type-1 OWA operator. More specifically, the developed approach imitates the knowledge acquisition and manipulation in a manner similar to the decision makers who have gathered considerable knowledge and expertise in procurement domain. Fuzzy-AHP method is used first for supplier selection through four classes (CLASS I: Performance strategy, CLASS II: Quality of service, CLASS III: Innovation and CLASS IV: Risk), which are qualitatively meaningful. Thereafter, using simulation based fuzzy TOPSIS method, the criteria application is quantitatively evaluated for order allocation among the selected suppliers. As a result, the approach generates decision-making knowledge, and thereafter, the developed combination of rules for order allocation can easily be interpreted, adopted and at the same time if necessary, modified by decision makers.
