As the information resources are enormous, various and heterogeneous, it becomes increasingly important to provide a scalable infrastructure for enabling information sharing service to support information publication, discovery, download and display in e-government. In this paper, we build on the technologies of Web service, peer-to-peer and XML to design the architecture of e-government information sharing system (EGIS), which has been implemented in project InfoXP (information exchange and sharing platform in Heilongjiang province of China), in an attempt to address reliability, efficiency, scalability, conveniency and security requirements. These practices also apply to the language-based defense mechanism for a software system, which is a subset of a networked security system. Although much research has been conducted to develop language-based defense mechanisms to improve the security of software systems, the most comprehensive requirement is still the enforcement of security policies through the end-to-end control mechanism. However, the security enforcement cannot be easily achieved without a comprehensive decision model that integrates decisions about security policies, cost-effective defense strategies, and real-time defense tactics into a single, efficient framework to guide security experts in designing, developing and deploying language-based defense mechanisms in a software system. To address these problems this paper first reviews progress in language-based security defense and the layered decision modeling (LDM) technique. Our extension is motivated by similarity-based querying. It consists in equipping each domain of attribute values with a similarity relation and in modifying the classical relational model in order to account for issues generated by adding similarities. As a counterpart to data tables over a set of domains of Codd's model, we introduce ranked data tables over domains with similarities. We present a relational algebra, and tuple and domain calculi for our model and prove their equivalence. An interesting point is that our relational algebra contains operations like topk (k best results matching a query). Then, we study functional dependencies extended by similarities, argue that they form a new type of data dependency not captured by the classical model, prove a completeness result w.r.t. Armstrong-like rules, describe non-redundant bases and provide an algorithm for computing the bases. Based on the quantile regression, we propose a robust prediction procedure which is resistent to outliers. For long-term predictions, the predicting intervals have a coverage probability that is very close to the pre-assigned nominal level. The detailed distributional information of the estimated quantities can be efficiently characterized by using different quantiles. The performance of the prediction is tested on a large telecommunication network traffic data.
