The previous issue consisted of public security reports from the coastal metropoles of Shanghai and Guangzhou, the old industrial base of Shenyang in northeast China, and two interior cities in Sichuan province in the southwest, selected for the social characteristics of their protests and the public security response. This reports in this issue focus on the different types of mass protests, including laid-off coal miners from Liaoning province in northeast China, fleeced investors of financial defaults in Guangxi, distressed taxicab and motorized pedicab drivers in Yunnan, inter-religious conflict in Guizhou, all three in southwest China, followed by those of laid-off workers in Hubei province in central China, Donggao villagers who laid illegal claims on natural resource develpment in Shandong province in north China, and Zhangye peasants who protested about irrigation problems in Gansu province in the northwest. These reports are also selected for the information they provide on the political profile of their protest history and those of the local government responses. This resulted in fear and dissatisfaction of people who do not believe in the cult, and in the end, incited and tricked by lies of “cult followers poisoning people,” and this led to a large-scale fighting, smashing, and looting incident by a crowd who did not believe in the cult against a group of cult followers, and this rapidly spread to Rongjiang, Jinping, Jianhe, and Tianzhu Counties. By mid June, there were 121 cases of fighting, smashing, and looting in 35 townships (towns) in six counties, involving 3,373 people in 855 cult follower households. Of these, three people were beaten to death, 107 were injured, 121 houses were burned or demolished, 460 heads of various livestock were slaughtered, 95,000 kg of grain was lost, and some home appliances and living goods were lost, with total losses amounting to more than RMB 500,000. A total of over 18,000 people in 205 groups in 170 villages were coerced into participating in the fighting, smashing, and looting. With society in turmoil, some villagers fled with their children to other towns, and more than 1,000 people sought refuge and protection at their township (town) government. The main features of this large mass fighting, smashing, and looting incident were: First, it broke out suddenly and became quite fierce. In early March when the Qiandongnan Prefecture Public Security Bureau Headquarters received the report from the Liping County Public Security Bureau, there had already been fighting, smashing, and looting incidents in the four villages of Sigu, Huangfu, Cenba, and Shanghu in Long’e Township. The safety of the persons and property of 30 cult followers were harmed, 27 live pigs were stolen, and six homes were destroyed to various extents, and prior to this the local public security organs had no advance warning information. Second, it spread rapidly and rose up here and there. From February 6-20, fighting, smashing, and looting incidents broke out in four villages of Long’e Township in Liping County; from March 14 to April 4, they broke out in 13 townships in Liping, Congjiang, and Rongjiang Counties; from May 11-12 they broke out in eight townships in Jinping, Tianzhu, and Jianhe; from June 14-17 they broke out again in three townships in Tianzhu, Jinping, and Jianhe, and the entire incident was not basically pacified until the end of June. This had a terrible influence within and outside our region and even startled State Council leaders. After the incident, in accordance with the instructions of State Council and Autonomous Region Party Committee and Government leaders, with the support and cooperation of the local party committee and government leaders and numerous cadres, the public security organs rapidly dispatched police to properly handle the situation. The factors of instability brought by laid-off employees to social stability has also increased, directly affecting the overall state of reform, development, and stability. It originally had 24,000 employees, of which 8,000 were retired, 8,000 were state-run and contract system workers, and 8,000 were collective employees. This mine is a hundred year-old mine, and after a hundred years of excavation, the mineral veins were exhausted. On October 8, 1999, with State Council approval, the Huludao City Intermediate People’s Court announced the official closure and bankruptcy of the Yangjiazhangzi Mining Bureau. Making reference to other announced mining policies, they set a policy of giving all full employees a base buyout compensation of 6,000 yuan plus the previous year’s local employee average monthly salary of 560 yuan times years of service, and giving all contract employees buyout compensation of the previous year’s local employee average monthly salary of 520 yuan times years of service with no 6,000 yuan base. After the mine closure and bankruptcy and announcement of the compensation method, employees of the mine continually made mass petitions at the Mining Bureau, City Party Committee, and City Government. The petitioning masses were made up of three types of people: all full employees, all contract workers, and retired employees with labor insurance, and they each had different demands. The fixed employees thought the one-time settlement fee was too low and wanted it increased, they demanded health insurance, and they demanded single child compensation fees. The contract workers wanted to receive the buyout compensation that the full employees received. The retired employees with labor insurance claimed they were seeking justice for their children. After November, 1999, some employees were not satisfied with the bankruptcy settlement policy determined by the state and made unreasonable requirements, setting off a series of mass petition incidents. During these, some petitioning masses engaged in behavior with excessive emotions, but the overall situation remained peaceful. After February, 2000, under the organization and planning of a small number of people with ulterior motives, troublemakers incited the masses, spread rumors, and caused disturbances, putting pressure on the government. On February 15, a small number of organizers and planners used a dispute between the Mining Bureau leaders and employees over the choice of location for their talks and the failure to hold the meeting on time to organize and incite more than 200 employees to take 11 medium-sized busses to petition at the Huludao City Government.
