Since 1994, 1,566 mass incidents and their early stages have been discovered and handled throughout the city, and over five years the average annual growth has been 55.4%, and they have accounted for 13% of the overall volume in the province. In their degree of impact on society, the crimes and extreme actions of a minority have increased, the degree of violent opposition is increasingly severe, participants come from all strata, some people with ulterior motives interfere and incite, and some incidents reach a certain size and momentum. In terms of sources of conflicts and disputes, people coming from various locations around the province to gather in the city account for about one-third of all incidents, and these people account for the vast majority of mass incidents that occur in front of the Provincial Party Committee and Provincial Government. These happen nearly every day, and sometimes there are several per day, and they create great pressure on social stability in our city. Faced with the increasingly prominent situation with mass incidents, our city’s public security organs have done much effective work. Over the past five years, no mass incidents have occurred that caused social turmoil in the city, the various mass incidents that have occurred and their early stages have basically been properly handled, and social stability has effectively been maintained. First, face society, rely on all levels of party and government leadership, push all sides of society to join forces, and ensure all specific measures are fully implemented – this is the key to achieving social results in our work. Mass incidents have complex, deep social backgrounds and are a manifestation of social conflicts, and it is difficult to properly resolve the issues by only relying on public security organs. Therefore, how to correctly handle the threeway relationship between reform, development, and stability and legally, promptly, and properly handling mass incidents caused by conflicts among the people is the greatest topic for all levels of public security organs. The 562-page compilation includes national policy on managing mass protests, provincial and municipal reports and analysis of local incidents, and case histories of selected types of protests. The Introduction refers to instructions from the top leadership of the Ministry that initiated the project, which began in the previous year. The timing is significant as 1999 was the year of two large scale and momentous mass incidents – the widespread anti-American protests in May of that year, after the U.S. bombed and destroyed the Chinese Embassy in Belgrade, during which the U.S. Ambassador Sasser was confined to his embassy for four days, separate from his family. Two months later, China launched its nationwide suppression of the Falungong in July 22, 1999, leading to the mass detention of its myriad practitioners. Added to these two large scale collective action was the two major anniversaries of two mass movements in China’s political history – the tenth anniversary of the 1989 Democracy Movement ending in the Tiananmen crackdown, and the 80 Anniversary of the May Fourth Movement of 1919 that toppled the Beiyang regime. Both to learn the lessons of history and to prevent instability for the future, these documents provide the empirical base for security planning to manage mass protests at both the national and local levels. The three issues are organized as follows. The first issue is a selection of reports by the provincial and municipal public security bureaus. The second issue focuses on the different types of mass protests ranging from those staged by laid-off coal miners to losers in financial markets. In addition, they secretly formed an organization, and petitioned in Beijing several times. By June, 1998 they have gathered and formed into mobs several times, continued expanding the incident which eventually evolved into besieging town and township governments, attacking schools, blocking traffic, smashing law enforcement vehicles, beating our on-duty police and government employees and resulted in multiple casualties. The damage was severe, and impact was abominable In accordance with the instructions of the Provincial Party Committee and Provincial Government, under the leadership of the party committees and governments at the Ziyang Prefecture and Jianyang City levels, public security organizations have used their roles as the main force to the full. In 1998, 1,023 batch instances of mass petition incidents occurred throughout the city, involving 90,000 person-instances, which are multiples of 2 and 2.3, respectively, over the previous year. Of these, 163 had more than 100 people, which is a multiple of 2.5 over the previous year. Increasingly complex, diverse participants. Participants include employed personnel, sole proprietors, peasants, and retired people, and they also include a considerable number of party members and cadres. In 1998, retired people and employed personnel accounted for over 60% of people in mass incidents, an increase over the previous year of 7.6 percentage points. Retired people and employed personnel have become the main body of mass incidents. Petitioning groups are becoming organized. Cross-regional, cross-industry petition groups with close organization and relatively fixed cores have emerged, such as the petitioning mass organizations that have appeared in Shenyang City that include the “Old Cadres Petition Group,” “Old Veterans Assembly,” “Old Workers Petition Group,” disabled persons “Self Management Association,” and “Debt Collection Association” formed by investors in the Pantech Group, and the oldest of these are already four or five years old.
