Abstract

Mass incidents have already become one of the main factors affecting social and political stability. If they are not properly and promptly handled, this will exacerbate the conflict and even affect overall stability. Therefore, how to correctly handle the threeway relationship between reform, development, and stability and legally, promptly, and properly handling mass incidents caused by conflicts among the people is the greatest topic for all levels of public security organs. The author has analyzed 50 large-scale mass incidents that have occurred in Yibin City since 1995 in the hopes of finding some patterns, characteristics, and causes of mass incidents and finding a set of effective handling countermeasures.

宜宾市当前群体性事件的特点、成因及处理措施

群体性事件已经成为影响社会政治稳定的主要因素之一。如果不及时妥善处理，就会加剧冲突，甚至影响大局稳定。因此，如何正确处理好改革、发展、稳定三者之间的关系，依法、及时、妥善处理人民群众矛盾引发的群体性事件，是各级公安机关面临的最大课题。笔者对宜宾市自1995年以来发生的50起大型群体性事件进行了分析，希望从中发现一些群体性事件的规律、特点和成因，并找到一套有效的处理对策。
