According to western perspective feminism is a history of struggles for women’s rights and freedoms  and emphasizes that religion is one of the chief enemies of its progress. Unfortunately, many of the goals of western feminism are not necessarily relevant across cultural boundaries. On other hand, Islam gives a special rights, freedoms and place to women. So, what is the concept of the feminism is still viable adopted in the Islamic world ? It makes an inequity education.  but access to them is not an easy issue to arise issues of educational equity . One solution is a non-formal education equity lines held by the “PKBM” through the Programs called “Paket A”, “Paket B” , and “Paket C”. They are more flexible to be implemented. This study aims to determine the motivation of female learners and tutors in non-formal education “Paket B”.  This study used qualitative methods. The results showed that the learners from variety of age and social status. Tutors work as educators with variety educational background. The motivation of the learners follow the “Paket B” is to acquire useful knowledge, and motivation of the tutor is to help learners acquire knowledge. It can be concluded that the learners and tutors are motivated to achieve results, social needs and self actualization . Multi-role women are able to maintain harmonious relations in their extended and core families. The main reason women have trading activities because of economic pressures. They feel they have a responsibility for their family livelihood sustainability. The interesting thing is  they aware that their contributions to supplement their family income does not necessarily revoke roles as wife and mother in their family.Thus the women's role to implement various strategies in order to run smoothly, both in domestic and public aspects. His name is M. Shahrur. His idea is important to consider because it provides another alternative to the impasse mind of the Muslims society. Traditional interpretations are often indifferent to the values of justice and equality sued by him. Therefore, he is often considered a controversial figure. In this paper, the idea of renewal Shahrur just discussed with regard to gender relations, genitalia and polygamy. Sedangkan akibatnya cenderung  bersifat merusak dan memakan banyak korban. Kelompok yang sangat rentan terhadap dampak bencana adalah perempuan dan anak-anak. Karena itu bencana harus diantisipasi secara dini untuk mencegah jatuhnya banyak korban. Salah satu upaya adalah menyiapkan kondisi sosio-psikologis masyarakat dalam menghadapi bencana dengan kecerdasan dan keterampilan penyelamatan awal menghadapi bencana. Minimnya pengetahuan dasar mengakibatkan banyaknya perempuan terlambat bahkan gagal melakukan penyelamatan diri maupun keluarganya. Untuk itu perempuan harus melek terhadap mitigasi bencana. Dalam hal ini diperlukan manajemen bencana bermuatan gender.
