The previous researches on human reliability analysis are reviewed in this paper, although these works have benefited us a lot in accident prevention, few researches focused on the human reliability in the developing stages of maritime accident process. This paper first thoroughly reviews the existing sequential accident process models, including the Swiss cheese model, accident causation model, risk-scenario based model, then the strengths and weakness of these models are compared with each other. To make a feasible and reasonable assessment on the human reliability, a sequential safety barrier-based model which includes four safety barriers are proposed by incorporating the safety barrier (SB) and risk scenario together. Moreover, the failure modes of different safety barriers, which consider the difficulty of these barriers' implementation, are also presented to further analyze the human reliability. The developing states, including initiating state (IE), mid states (MS), and end state (ES), and accident scenario of different types of accidents are also proposed under the framework of sequential safety barriers. Finally, this proposed model is introduced to investigate 97 maritime accident reports issued by Maritime Safety Administration (MSA) of China from 2000 to 2010. The result reveals that majority of the maritime accidents can be analyzed by the proposed accident process model (91.8%, N=97). It also demonstrates that different measures in terms of developing stages should be adopted to enhance the human reliability in the maritime accident process. Moreover, multiple correspondence analysis (MCA) reveals that human error is closely related with the catastrophic accident; moreover, it also demonstrates that majority of the accidents can be prevented or even avoided in the earlier stages.","PeriodicalId":389628,"journal":{"name":"2015 International Conference on Transportation Information and Safety (ICTIS)","volume":"78 2 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2015-09-03","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"128093748","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The restriction policy results in enormous cost of the public transportation system especially in peak hours. The developed model can effectively quantify the relationship among system cost, execution time of the restriction policy and traffic environment by considering the uncertainties of traffic system. The uncertainties presented as interval numbers in the public transportation system can be quantified with the interval programming. The developed model is applied to Wuhan city, China. The results indicate that the efficiency of the program is significantly influenced by automobile ownership, the execution time of the policy and the level of emission. Besides, the program can easily be extended to all bus routes for vehicle emissions management.","PeriodicalId":389628,"journal":{"name":"2015 International Conference on Transportation Information and Safety (ICTIS)","volume":"86 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2015-09-03","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"122650841","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Drag reduction by the bionic jet surface is an effective approach for reducing the energy consumption of ships. However, complicated by the impact of marine biofouling, it is invalid to consider the isolated effect of drag reduction of jet surface. Inspired by jet function of shark gills, which have the synergistic effect of antifouling and drag reduction, bionic jet structure model similar to the jet characteristic of shark gills was established. The antifouling function of bionic jet is analyzed, and the ability of drag reduction is also studied with the methods of theoretical analysis and numerical simulation. The jet diameter and velocity of bionic jet surface are analyzed, and numerical simulation is used with SST k-ω turbulent model. The results reveal coupling of appropriate jet diameter and jet velocity was feasible to realize the synergistic effect of drag reduction and antifouling of bionic jet surface.","PeriodicalId":389628,"journal":{"name":"2015 International Conference on Transportation Information and Safety (ICTIS)","volume":"32 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2015-06-25","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"115658827","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Conflicts and facilities surrounding these areas are also analyzed. The main problems in the investigation are as follows: 1. Accesses located too close to nearby signalized intersections, 2. Control level of access is not enough, 3. Poor design of facilities around access, 4. The visibility is inadequate for drivers to safely make turning movement from driveways. The ultimate objective of this study is to use access management technologies to come up with the design principles and guidelines for residential areas to improve safety and operational efficiency of roadways, including removal of access from intersection, enhancing the control level, set facilities around access like non-traversable medians, provide adequate visibility for drivers by no-parking at the side of frontage roadway and the limitation of the plants height of the median. In addition, formula to standardize the access design for the residential areas is established based on the related criteria. The results from this study show that it is workable and feasible to exercise access management strategies for residential areas in Beijing to better off the traffic operation and improve living environment.","PeriodicalId":389628,"journal":{"name":"2015 International Conference on Transportation Information and Safety (ICTIS)","volume":"51 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2015-06-25","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"127493132","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The resistance of brittle failure of concrete pipes can be improved by using strain hardening cement-based composites (SHCC), a kind of a high performance ductile composite with a tensile strain capacity exceeding 4%. In this paper, PVA fiber reinforced concrete is used to prepare SHCC and thin-walled pipes. By means of direct tension test, it is shown that the material has high ductility and high tension strength. Under three point compression test, SHCC pipe has higher loading capacity than the ordinary concrete pipe. The deformation process of SHCC pipes can be divided into three phases, that is, the elastic phase, cracking phase and the strain-hardening phase. In the latter two phases, there are multiple narrow cracks happened on the inner side of the top and bottom pipe, and the outer side of the central part of the pipe. However, the load applied on the pipe can be sustained. Under compression, the load is in good linear relationship with deflection, ring stiffness decreases with increasing load.","PeriodicalId":389628,"journal":{"name":"2015 International Conference on Transportation Information and Safety (ICTIS)","volume":"34 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2015-06-25","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"124922576","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Anchorage is often referred to the area for the vessel to anchor before loading/unloading operation at the dock. As a public resource, anchorage has a properties of \"non-exclusive\" and \"non-compete\". Traditional management methods of anchorage mainly rely on the maritime regulatory agencies, which often at lower efficiency. In this paper, it introduces an economical method for the process of anchorage allocation. The research on allocating the anchorage resource in terms of market mechanisms focus on resolving the management problem of anchorage resource by price leverage. Firstly we analyse the economic properties of anchorage resources as common resource; then the presented work explores the method to adjust the anchorage resources by market mechanism, especially the price leverage. By comparing the public administration and market approach in terms of efficiency, cost and flexibility, this paper proposed a scheme to set the pricing strategy for different anchorage areas with consideration of the distance, anchoring conditions and safety level. The study shows that using price leverage to regulate the allocation of anchorage resources is practically significant in upstream harbour district of Yangtze River.","PeriodicalId":389628,"journal":{"name":"2015 International Conference on Transportation Information and Safety (ICTIS)","volume":"45 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2015-06-25","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"123566416","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Currently, the analysis of conflicts within urban intersections considers in general simply the conflicts between motorized vehicles and the influence of non-motorized vehicles and pedestrians is usually ignored. This paper summarizes the research findings on the conflict analysis in urban intersections, with the state-of-the-art and main issues to be investigated identified. On this basis, a new method is proposed in this paper to analyze the conflicts of urban intersections, which considers the impacts of non-motorized vehicles and pedestrians. Using a real world urban intersection as the example, the proposed method is demonstrated. The result shows that the new method proposed in this paper is much more comprehensive and reasonable, and is more close to our country's actual traffic conditions that non-motorized vehicles and pedestrians are of large numbers.","PeriodicalId":389628,"journal":{"name":"2015 International Conference on Transportation Information and Safety (ICTIS)","volume":"51 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2015-06-25","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"129292087","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
