Firstly we analyse the economic properties of anchorage resources as common resource; then the presented work explores the method to adjust the anchorage resources by market mechanism, especially the price leverage. By comparing the public administration and market approach in terms of efficiency, cost and flexibility, this paper proposed a scheme to set the pricing strategy for different anchorage areas with consideration of the distance, anchoring conditions and safety level. 摘要

本文从价格杠杆的角度对长江上游港区锚地资源配置进行了研究。锚地通常是指船舶在码头装卸作业前停泊的区域。锚地作为一种公共资源,具有“非排他性”和“非竞争性”的属性。传统的锚地管理方式主要依靠海事监管机构,往往效率较低。本文介绍了一种经济的锚地分配方法。市场机制下的锚地资源配置研究主要集中在通过价格杠杆来解决锚地资源的管理问题。首先分析了锚地资源作为公共资源的经济性;在此基础上,探讨了利用市场机制,特别是价格杠杆来调节锚定资源的方法。通过比较公共管理和市场方式在效率、成本和灵活性方面的差异,提出了考虑锚地距离、锚地条件和安全水平的不同锚地定价策略的方案。研究表明,利用价格杠杆调节长江上游港区锚地资源配置具有现实意义。
