The management implemented by the educational institution Al Khoiriyah Serang is based on Islamic values. To achieve the expected results, management of educational planning within the educational organization Al Khoiriyah Serang needs to be carried out and implemented as well as possible. This study uses library research by collecting information and data from reference books from similar previous research results, articles, notes, and various journals related to the problem to be solved. Implementation of educational planning in an organization, especially in the educational institution Al Khoiriyah Serang is not easy. There are many problems and obstacles in the existing work culture, so the work of teachers and employees greatly influences the output of the educational institutions that are run. The Riau Archipelago has high potential in its tourism sector because each island has its own beauty and exoticism. Tanjungpinang City as the Capital of the Province in the past decade has begun to develop and organize itself to be better in regional order but not yet in its transportation system. Public transportation has not been felt as a very important thing because people can still walk freely by using their private vehicles. Public transportation is still not a matter of urgency in the next decade. This research is a descriptive research, descriptive research is a type of research whose purpose is to present a complete picture of a social setting or is intended to explore and clarify a phenomenon or social reality, by describing a number of variables related to the problem and units studied among the phenomena being tested. The Covid-19 pandemic not only has an impact on health but also has an impact on the socio-economic conditions of the community. Persons with disabilities are a group of people who are vulnerable to the dangers of covid and its socio-economic impacts. Policies that favor groups with disabilities are needed to help fulfill and equal rights as citizens. This research specifically discusses the implementation of social assistance policies for persons with disabilities in DKI Jakarta Province. This issue is considered important because DKI Jakarta is the epicenter of the spread of Covid-19 and has become a reference for controlling the spread and economic recovery for other regions. This study uses a policy implementation model that is seen from the dimensions of the level of ease or difficulty of problems to be overcome, the capacity of the structure of the implementation process, and the identification of external variables that affect the implementation process. The research method in this study uses qualitative by exploring secondary data as a data base for analysis carried out by reducing data, presenting data and drawing conclusions. The results of this study are that social assistance policies for persons with disabilities are quite effective for short-term policies in the context of economic protection during a pandemic, but not effective enough as long-term policies for economic recovery.
