Simulation experiments on a real data center confirm the superior performance of our approach compared to static methods. However, traditional regional localization algorithms have certain limitations in the face of complex scenes and changing environments. To overcome these problems, this paper proposes a region localization algorithm based on a FCN. Through experimental evaluation and data analysis, this paper finds that the regional localization algorithm based on FCN has obvious advantages over traditional algorithms. Experimental results show that the algorithm shows better performance in terms of accuracy rate and error distance. Specifically, the algorithm based on the FCN has achieved a positioning accuracy of 70%, which is much higher than the 30% of the traditional algorithm. In this paper, its superiority in localization tasks is verified through experimental evaluation and data analysis. The algorithm not only improves the accuracy and precision of positioning, but also has strong robustness and generalization ability. Driven by social considerations and user-centred perspectives, we propose an innovative and sustainable design framework for assistive devices catering to the visually impaired in this project. The core implementation layer utilizes Arduino, while the decision-making layer employs the YOLOv5 algorithm for object detection tasks, enabling hardware interaction in response to the detection results. The device successfully provides features such as environmental information feedback, tactile paving search and privacy intrusion warning, transforming necessary visual information into auditory and tactile feedback. The new method is used to improve two shortcomings in the related literature: (1) the susceptibility of face recognition to interference, and (2) the quite limited number of faces detected in an image. First, the RetinaFace detector is used to replace the common detector to get more facial feature points and expand the area for detecting faces. Thus, the number of faces detected in the same image is increased. Then, ResNet34 model is applied to replace the default model in Deepface to improve the anti-interference in face recognition. In this study, seven variables were selected as secondary indicators, and then CO<sub>2</sub> emissions were used as dependent variables, and the identified seven variables were used as independent variables for multiple regression. In this regression, significant and robust results are obtained, which can prove that using GGDP as a macroeconomic variable is more environmentally friendly.
