Despite increased research and intervention there has not been a significant reduction in global statistics. The objective of this article is to conceptualise GBV as a consequence of functional differentiation by drawing from Luhmann’s social systems theory and current reports published in news media in South Africa and globally. The key argument is that function systems exclude both victims and perpetrators of GBV through their binary coding, and that systems’ evolution determines the outcome, which is, in this case, the persistence and increase in GBV, more so in South Africa. As Luhmann further argues, world society “lacks the inherent rationality required” to facilitate change and given that human individuals cannot communicate, it is unlikely that successful GBV intervention can be planned or implemented because systems evolution cannot be planned. {"title":"Violence from the perspective of social immunology: a contribution to social systems theory","authors":"Domenico Tosini","doi":"10.1515/sosys-2022-0010","DOIUrl":"https://doi.org/10.1515/sosys-2022-0010","url":null,"abstract":"Abstract This paper analyzes violence from the peculiar perspective of a “social immunology”, defined as the area of social systems theory concerned primarily, even though not exclusively, with those processes by which social systems as communication systems deal with tensions, termed ecological tensions, that involve the intersection between social systems and their human environment and that endanger the maintenance of social autopoiesis. Individuals’ violent behaviors are manifestations of such tensions. However empirically ubiquitous it may be, violence constitutes a crucial problem for social systems, due to risks detrimental to the human substrate of communicative processes. We theorize about conflicts, social movements and the legal system as the main components of an immune apparatus of social systems by focusing on individuals’ reactions to social costs and related social conflicts. Modern law, in particular, tends to promote individuals’ inclusion and to restrain their resorting to violence by relying on a system of rights, procedures, and judicial institutions conducive to attracting and regulating such conflicts. According to a system theoretical understanding, however, physical violence becomes the basis for the power medium only when it is potentialized as a possibility for the political system. This potential threat contributes to the exodus of the political system through the formation of political organizations. This paper examines this hypothesis about violence and the political system from a historical, sociological perspective. I analyzed semantically the significance of Polizei, whose scope is said to have been limited from various governance practices, including welfare to the maintenance of security since the 19th century, in the development of labor protection policy, which was a precondition for the formation of the modern German welfare state. On the one hand, the work of the police in social policy was clearly distinguished from welfare on the level of political semantics; on the other hand, the appearance of other professionals made it possible for the police to continue to be involved in a wide range of social policy. Staller","doi":"10.1515/sosys-2022-0003","DOIUrl":"https://doi.org/10.1515/sosys-2022-0003","url":null,"abstract":"Zusammenfassung Ausgehend von der Funktionsbestimmung der Polizei als Organisation zur Kontrolle von Gewalt identifiziert der Beitrag mit Hilfe der Luhmannschen Systemtheorie die besondere Herausforderung bei der Behandlung von Gewalt im System der Polizei: Weil die Polizei auf der Ebene basaler Selbstreferenz mit einem strukturell eingebauten Gewaltpotenzial ausgestattet ist, bedarf polizeiliche Gewaltanwendung in sehr grundsätzlicher Weise der eigenen Reflexion und Kontrolle. Während Reflexion illegitime Gewalt gegen die Polizei als allgegenwärtige Gefahr und polizeiliche Gewalt als legitim voraussetzt, sichern reflexive Mechanismen auf einer weiteren Ebene der Systembildung genau das ab – und zwar auch in jenen Fällen, in denen polizeiliche Gewalt den legitimen Rahmen verlassen hat und zur brauchbaren Illegalität geworden ist. Reflexion und Reflexivität im System der Polizei wirken somit gewaltverstärkend. Im Rahmen dieser Fragestellung werden drei auch urfaschistisch benutzten Selbstabstraktionen untersucht. Erstens: für Volk, Gemeinschaft sowie ihre Zusammenführung zum Wort Volksgemeinschaft sind keine Sozialstrukturen erkennbar, mit denen ein entsprechender abstrakter soziologischer Begriff (Großgruppenkommunikation? Inklusion/Exklusion?) durch die Vorstellung eines Aufruhens/Fundaments relationiert werden kann. Es geht um Semantiken, die manchmal zu Protestthemen werden, z. B. in völkischer Bewegung. Zweitens: Bei Vernichtung sowie Krieg sind dagegen Relationen zwischen Soziologie- und Selbstabstraktionen sichtbar. Es kann plausibilisiert werden, dass ein Militärsystem (für Kommunikation in Friedens- und Kriegszeiten) ausdifferenziert ist. Die Annahme einer Unterscheidung von militärische Kommunikation einerseits sowie andererseits solcher, die sich auf Menschenvernichtung bezieht, ruht dann auf einer entsprechenden Abstraktion im Gegenstandsbereich auf. Zur dritten Abstraktion Kämpfende Organisationen (z. B. Verwaltungen) ist zu sagen: Zumindest im großdeutschen Faschismus ruht auf dieser im Gegenstandsbereich sichtbaren Abstraktion eine Abstraktion der Soziologie auf. Es geht um Einnistung von Hassprotest in Nicht-Bewegungsorganisationen (Gale, Luhmann). Es könnte sogar versucht werden, diese Begrifflichkeit so zu operationalisieren, dass Kausalhypothesen zu Verwaltungsmassenmorden des 20. Jahrhunderts überprüft werden. Am Schluss wird auf jene Memorialsemantik eingegangen, die zwischen Kriegsführung und Genoziden nicht unterscheiden will.
