Northeastern CAR occupies a limbo position: formally part of a state, but effectively mostly ignored by centralized administration. In northeastern CAR, people express a strong desire for an end to their “abandonment” by the state and an associated desire for a Leviathan-like power that can regulate and evict threats. At the same time, when state officials or others acting in the name of the state attempt to control and regulate the actions of people in the area, those targeted often protest vigorously. Indeed, the desire for stateness coexists with a value of liberty, or freedom from molestation in one's projects, which is a local manifestation of a project for sovereign agency. Cheating practices and discourses should be interpreted as twofold. They constitute a powerful critique of and distancing from the Bosnian “democratic predicament,” a democracy gone wrong. At the same time, they are a historically and socially situated desire for incorporation into the corrupt state. Bosnian student cheaters often described their cheating savvy, purchasing of exams, and use of veze (connections) as a way to be “sovereign.” This is a context saturated with disillusionment, mistrust, corruption, and discontent. As a vibrant democracy that enjoys formal diplomatic recognition from a shrinking number of states and informal recognition from many others, Taiwan operates in a contested international domain where any act that suggests official sovereign standing is quickly challenged or blocked by the PRC (People's Republic of China) government, which continues to claim Taiwan as a renegade province. The chapter examines how different political logics and governing practices generate recognizable and recognized sovereignty for Taiwan, with a particular focus on governmental and civil society responses to cross-border migration flows. It focuses not on immigrants themselves, but instead on specific groups, individuals, and institutions that form around immigrants: the bureaucrats and officials charged with managing migration flows and activists and other public figures who organize and speak publicly in support of human rights, especially immigrant rights. Bartelson","doi":"10.7591/cornell/9781501755736.003.0012","DOIUrl":"https://doi.org/10.7591/cornell/9781501755736.003.0012","url":null,"abstract":"This epilogue suggests that the desire for sovereign agency and recognition are by no means innocent aspirations, since the quest for sovereign agency often tends to circumscribe the autonomy of other actors thereby making it difficult to sustain equality among them. Indeed, the desire for sovereign agency and corresponding quest for recognition are not only prone to backfire on their own terms but also run the risk of perpetuating the same practices of misrecognition and forms of domination that they were designated to escape in the first place. This paradox has recently gained traction among students of international relations, who have argued that world politics is based on a desire for sovereign agency that is bound to produce misrecognition precisely out of the many frustrated attempts to attain international recognition. Those actors who want to assert their sovereign agency are faced with the challenge of navigating the narrow space between nonrecognition and misrecognition in order to preserve a modicum of autonomy in the midst of rival claims to sovereign agency.
