Instead, it shows how such agency can be — simultaneously — globally, nationally, and locally constituted, and take different and even contradictory forms. In the case of the Law on Elimination of Violence Against Women (EVAW law), globally constituted sovereign claims worked through the nation-state apparatus. National institutions became part of a globalized sovereign regime in which Afghan women's security was made a global concern and ultimately guaranteed by external funds and pressure. The chapter then considers how state interventions into cases of gender violence such as rape might also serve as a vehicle for factional conflicts. The referendum, known by its numeronym 1-O (for 1-October), produced a continuing grassroot mobilization that was rooted in the experience of solidarity that so many people went through on that day. Indeed, for the neighborhood of Gavó, many residents claim that the intimacy that they felt on that day and continue to share with their fellow neighbors has no parallel to any previous electoral process. Moreover, that experience of continuing solidarity rooted in the 1-O informs the way they perceive self-determination and imagine the Catalan Republic. The chapter then explores what sense is made of notions such as republic and sovereignty through processes of self-organization during the 1-O and subsequently through the Committee for the Defense of the Republic (CDR) in Gavó. Those black holes are ones of information, but also ones of geopolitics and aeropolitics. The chapter looks at the rise and fall of one national airline, and the privatization of both the airline and its unrecognized home airport, to explore both the totemic power of infrastructures and the potential of aeropolitics for anthropology. Like the recent appropriation of geopolitics for the study of political affect and agency, aeropolitics offers a lens onto the everyday practices that produce stateness, the effect of sovereignty, and a sense of sovereign agency. Investigating the national airline of an unrecognized state also shows the role played by national airlines in producing belief in the state — or calling it into question in an era of privatization and globalization. Full territorial sovereignty as desired by the refugees is absent in this setting; nevertheless, the various governance activities suggest that the social relations of sovereignty are very much present in the Sahrawi refugee camps. The chapter then addresses what kinds of ethnographic forms these social relations of sovereignty take in exile. The claimed territory of Western Sahara is an essential feature of Sahrawis' aspirations for full sovereignty in the future; the Polisario Front currently controls part of this claimed territory. In the context of Sahrawis' exile, the claimed territory either is not readily accessible for refugees on a daily basis due to distance, or is under Moroccan annexation.
