It is therefore a particularly interesting example for the application, and further development, of theoretical approaches to institutional change. Based on a brief overview of the literature concerned with such applications, the paper shows that a differentiated analysis of agency in health care reform, and in particular elite decision making and its determinants, is relatively underdeveloped compared to different strands of more structure-oriented approaches. Using examples from the comparative literature, some avenues are outlined along which such an analysis could proceed.","PeriodicalId":383948,"journal":{"name":"New Institutional Economics","volume":"8 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2008-07-07","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"127800324","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

There are two main - and strikingly different - ways to account for increasing social similarity. The first is through an evolutionary or modernization type of argument, where increasing similarity reveals parallel but discrete processes of fit and adaptation. The second is through a diffusionist kind of argument, where forms and ideas circulate and spread across many different kinds of borders. Comparing three variants of the diffusionist argument, this article explores the different notions of time and history that these three variants reveal and express. While history always seems relevant, the way in which it is understood and plays out clearly varies across types. In conclusion, we suggest that recent developments in sociological studies of diffusion call, beyond history, to genealogical or archaeological research strategies.","PeriodicalId":383948,"journal":{"name":"New Institutional Economics","volume":"23 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2008-07-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"124000901","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Two law and economics movements are identified in the USA: the first is the well-known post-World War II law and economics movement centered in neoclassical economics and the University of Chicago; the second is the largely unknown and neglected pre-World II law and economics movement centered in institutional economics and the University of Wisconsin. The former mostly provides the con side to employment regulation, the latter mostly provides the pro side. The paper describes the assumptions, methods and theories of each school of thought and their implications regarding the optimal form and extent of labor law and employment regulation.","PeriodicalId":383948,"journal":{"name":"New Institutional Economics","volume":"4 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2008-07-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"130444139","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The analysis reveals that oil-rich Africa lags behind other oil-exporters in terms of diversification, global market share and the overall investment climate. The poor performance of their nonoil sector can be largely attributed to weak infrastructure and institutional quality. The results also show that institutional quality is a significant determinant of the extent to which oil abundance affects the competitiveness of the non-oil sector; thereby explaining the divergent experiences of oil-rich economies across the world. This implies that oil wealth does not necessarily weaken the non-oil tradable sector; countries may mitigate the impact of Dutch disease and benefit from oil booms if revenues are used prudently to reduce oil dependence.","PeriodicalId":383948,"journal":{"name":"New Institutional Economics","volume":"96 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2008-07-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"125097507","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In the last two decades, the field underwent considerable development, and an attempt is made here to collate it on a framework and find out the way ahead. NIE has developed as a movement within the social sciences, especially economics and political science, which unite theoretical and empirical research examining the role of institutions in furthering or preventing economic growth. The essential idea of NIE is that the success of a market system is dependent upon the institutions that facilitate efficient private transactions. Simply put, NIE tackles social, economic, and political institutions that govern everyday life. It takes a wider view and approach to issues that are considered under categories of law and economics, applied industrial organization, public policy, and other specialties. NIE is seen by many as an extension to neo-classical economic theory by incorporation of property rights and transactions costs into the orthodox frameworks for analysis so as to better explain economic behavior. The paper looks at the field right from the evolution of the field, discusses the analytical perspective, differentiates it from the traditional institutional economics, discusses criticism versus the defense and finally looks at the future prospects for the field.","PeriodicalId":383948,"journal":{"name":"New Institutional Economics","volume":"6 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2008-06-15","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"116895377","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Chubb and Moe (1988, 1990) contend that bureaucracy causes poorer student performance. On the contrary, Smith and Meier (1994, 1995) argue that school bureaucracy is a result of poor performing schools, not vice versa. Therefore, this essay reexamines this relationship through new evidence using panel data from over 600 school districts in New Jersey during the years 2001 - 2002 and 2005 - 2006. Findings from fixed-effect models support both Chubb and Moe's (1988, 1990) and Smith and Meier's (1994, 1995) views. At the 8th and 11th grade levels, school bureaucracy is associated with poorer student performance as measured by literacy and mathematic tests. On the other hand, at the 4th grade level, there is a lack of evidence to conclude that school bureaucracy is harmful to students' learning. This research suggests that we have to be very specific when articulating school administration reforms. An across-the-board solution of eliminating all school bureaucratic institutions and replacing them with market-like school operations may not bring about positive outcomes as some advocates have argued.","PeriodicalId":383948,"journal":{"name":"New Institutional Economics","volume":"53 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2008-06-07","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"127788252","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

We argue that this variation can be explained by differences in institutions which in turn have their roots in the colonial era. Colonizers engaged in different economic activities in different regions of a country, depending on the local conditions and the supply of native labor. Some activities, such as mining and sugar cultivation, where \"bad\" in the sense that they depended heavily on the exploitation of labor and created extractive institutions, while \"good\" activities created inclusive institutions. We show that areas with bad colonial activities have 13 percent lower GDP per capita today than areas with good colonial activities. Moreover, areas that had high pre-colonial population density have lower output per capita today, independent of the type of colonial activity. We attribute this to the \"ugly\" fact that colonizers used the pre-colonial population as an exploitable resource, thereby also creating extractive institutions. We present some evidence that the intermediating factor between history and current development is related to institutional differences across regions and not to income inequality or the current ethnic composition of the population.","PeriodicalId":383948,"journal":{"name":"New Institutional Economics","volume":"16 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2008-06-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"127916194","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

While relatedness measures based on SIC codes (or equivalent classifications) are readily available and easy to compute, they do not screen effectively for the conditions under which related diversification creates value. This paper constructs an alternative, survivor-based measure of inter-industry relatedness and compares it to similar measures based on distances between SIC codes. We find that survivor-based measures consistently outperform SIC-based measures in predicting firms' decisions to enter new markets, even when herding tendencies and motives related to mutual forbearance are taken into account.","PeriodicalId":383948,"journal":{"name":"New Institutional Economics","volume":"7 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2008-05-25","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"127474778","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The analysis is based on a large number of simulations of the Austrian large-value payment system ARTIS that quantify the contagion impact of operational shocks at participants’ sites. It uncovers that only few accounts are systemically important. We also find that network indicators at the node level can have some explanatory power, which is higher when the analysis focuses on contagion measured by the number of banks with unsettled payments than on that measured by the value of unsettled payments. The explanatory power is, however, lower than that of the more traditional measures of node activity(value and volume) of payments. At this stage of our research, network indicators at the network level seem to be of limited use for stability analysis.","PeriodicalId":383948,"journal":{"name":"New Institutional Economics","volume":"2008 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2008-05-25","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"129039008","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
