This research fills this gap in the literature by examining spatial comparisons of variations in journey to crime, journey to victimization, and the distance between victim’s and suspect’s residences for five types of offenses. Crime data from the Houston Police Department from 2010 to 2013 were used to analyze the mobility triangle in five types of crime. The results show that the dynamics of travel pattern vary by demographic characteristics of the suspects and victims. It is also contingent on the types of crime. The proximity of offender’s and victim’s residences is closely related to the chance of crimes. The findings provide important implications for theory, policy and policing practice.","PeriodicalId":382549,"journal":{"name":"International Journal of Police Science & Management","volume":"188 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-05-07","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"114074866","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The non-medical interventions of social distancing, quarantine and lockdown have been adopted to prevent transmission of the disease by contact. In some countries, police have been used to enforce public health laws. This research analyses data from two districts in the State of Kerala, India to examine whether police efforts had any impact on the outcome of reducing transmission of the disease by contact. Analysing the different methods used by the police across the two districts, this study concludes that police efforts at non-medical interventions reduce the spread of the disease. The study also concludes that, in contrast to mere enforcement of public health laws and regulations, the strategic use of resources is an important factor in achieving better outcomes.","PeriodicalId":382549,"journal":{"name":"International Journal of Police Science & Management","volume":"69 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-04-23","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"122816906","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Toward understanding how mental health services can be tailored for higher utilization by police, we aim to uncover factors that contribute to stigma and barriers to use, specifically within the context of group dynamics between officers. Nine semi-structured focus groups and one interview were conducted with civilian and non-civilian police service employees in Ontario, Canada. Data were coded to allow for themes to emerge from the transcripts. Participant voices (n=33) revealed the presence of three characteristics of Janis’ groupthink: high group cohesion, conditions that create high stress and low self-esteem, and operating under directive leadership; each creating pressures that serve as barriers to treatment-seeking [Janis IL (1972) Victims of Groupthink: A Psychological Study of Foreign-Policy Decisions And Fiascoes. Boston: Houghton Mifflin]. Groupthink offers a potential explanation about why police, despite a high prevalence of mental disorders and access to mental health services, do not seek treatment as expected. Janis’s theory of groupthink is supported by police officer dialogue in focus groups. Understanding police group interactions can better inform prevention and treatment programs, ultimately leading to better access and use of existing mental health services, a reduction in stigma associated with treatment-seeking, and a healthier police workforce.","PeriodicalId":382549,"journal":{"name":"International Journal of Police Science & Management","volume":"9 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-04-20","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"123862654","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

It discusses the impact of a historical policy failure to acknowledge the importance of intersectionality in matters of diversity and the continuing struggle between race and gender. This contributes to the ‘invisibility and sexualization’ of BAME women in policing. In doing so, it makes BAME women susceptible to unique tactics of bullying and harassment that contribute to their impeded progression compared with their White counterparts. These unique tactics are enhanced by the police organization and enforced by police culture. The article concludes that the bullying and harassment of BAME women are underpinned by issues of patriarchy and racism that are difficult to challenge in a bureaucratic and hierarchical organization like the police.","PeriodicalId":382549,"journal":{"name":"International Journal of Police Science & Management","volume":"46 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-04-19","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"116331053","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Sheriffs’ departments are largely ignored in this research despite this population’s reach and role. There are nearly 3,000 sheriffs’ offices around the United States and they often serve as the only law enforcement body in rural areas. This study sought to address the scarcity of this research and focused on Texas sheriffs’ views regarding firearm regulations and the causes of mass shootings. An 18-question instrument created in consult with the Texas Narcotic Officers Association was sent to each sheriff in the 254 counties of Texas to assess their perceptions regarding solutions to mass shootings, disqualification criteria for gun ownership, and civilian access to certain types of firearms and ammunition. Responding sheriffs, as a whole, were reluctant to limit access to guns and ammunition as a general matter, but strongly agreed that certain discrete populations should have limited or no access to firearms. Policy implications are discussed.","PeriodicalId":382549,"journal":{"name":"International Journal of Police Science & Management","volume":"237 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-04-09","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"130738980","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

However, legal assistance can only serve as an effective procedural safeguard if it is provided appropriately. The current study examined how lawyers in Belgium fulfil this role in practice. Seventeen video-recorded police interviews of juvenile suspects were observed. The juveniles were aged between 12 and 17 years, and were suspected of various less serious, volume crimes. The findings of this study show that the ‘law in action’ does not always reflect the ‘law in the books’. The mere presence of a lawyer is insufficient: it is necessary for them to actively engage. Although police interviewers typically adopt an information-gathering approach, some interviews do require the lawyer’s intervention to protect the juvenile’s interests. Moreover, lawyers often restrict themselves to ‘legal’ assistance and offer limited (emotional) support. Because there is no ‘appropriate adult’ regime in Belgium, lawyers could take up this double role. The information-gathering approach also seems to enhance cooperation between lawyer and interviewer, resulting in a joint search for the truth in which neither adopts an antagonistic role when interviews are conducted properly.","PeriodicalId":382549,"journal":{"name":"International Journal of Police Science & Management","volume":"13 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-03-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"127917504","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Laboratory research studies and real-world assessments of the effectiveness of interview training courses, however, have found notably mixed results. In this article, empirical studies (N = 30) that have assessed the effectiveness of police interview and interrogation training courses were systematically reviewed. We found a wide variation in terms of the type, length, and content of the training courses, the performance criteria used to assess the training effectiveness, and the impact of the training courses on interviewing performance. Overall, the studies found that basic interviewing skills can be developed to a certain level through even short evidence-based training courses. More cognitively demanding skills, such as question selection and meaningful rapport-building, showed less of an improvement post training. The courses that included multiple training sessions showed the most consistent impact on interviewing behavior. This review also indicated a need for more systematic research on training effectiveness with more uniform and longer-term measures of effectiveness. Our findings should help guide future research on this specific topic and inform the training strategies of law enforcement and other investigatory organizations.","PeriodicalId":382549,"journal":{"name":"International Journal of Police Science & Management","volume":"7 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-03-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"125321992","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Psychology as a discipline embarked on its relationship with crime and justice well over 100 years ago. However, nowadays, forensic psychology has evolved from not just explaining observed behaviour, but to also suggesting practical improvements to policing and investigation through quality research (Griffiths and Milne, 2018). Indeed, partnerships involving academics and practitioners are at the heart of the evidence-based policing movement. This Special Issue concerns not simply ‘what works’ but whether there is a successful transition from theory, to research, to practice. What is the actual impact of psychology on policing and specifically investigative practice and what are the barriers and enablers to success? This Special Issue contains a collection of articles with authors from five different countries who evaluate different aspects of the criminal investigation process. The first article (Poyser and Milne) sets the scene and relates to how miscarriages of justice are primarily responsible for stimulating change in the first place. The article examines whether the police investigative process as a whole might be viewed as the nucleus around which most causes of miscarriages cluster. It is well documented that one key cause of miscarriages globally is misidentification. The second article (Pike, Havard, Harrison and Ness) canvassed views from practitioners about identification procedures and how they could be improved. The results revealed a fundamental mismatch between research and practice. At the heart of many miscarriages have been coercive interrogation practices (physical and psychological), and a closed, guilt-biased, tunnel-vision investigative mindset. The next three articles concern interrogation and investigative interviewing practices across China, the USA and Belgium. The third article in this Special Issue (Zeng, Huang and Bull) is the first to empirically examine actual Chinese police interviews with suspects and investigates the power dynamics therein. In an attempt to change the ethos and cultural tone of interactions with those suspected of crime, many countries have started to adopt/have adopted ethical investigative interviewing practices that engender an open-minded approach to information gathering. The fourth article (Kelly and Valencia) looks at the relationship of question type and interview technique usage with suspect engagement using a sample of real-life interviews from the USA. Those deemed vulnerable (e.g. children) need special consideration and safeguards within the forensic interview environment. The fifth article (Schoovaerts, Vanderhallen and McIntyre) evaluates whether legal assistance in Belgium, in real-life interviews with child suspects, provides that safety net. Investigative interviewing training regimes have played a large part in changing practice in the ethical questioning of those suspected of wrong-doing. At the centre of each miscarriage lies a complex mix of causes. The contribution of the police investigative process and particularly the interview process, to this mix is, however, significant and enduring. Nevertheless, in the UK important inroads have been made with respect to reform in this regard. This has occurred partly in response to revelations of dreadful miscarriages of justice and the findings of ground-breaking psychological research. This research began in earnest in the 1970s, the decade when Noel Jones, a vulnerable young man falsely confessed to, and was wrongfully convicted of, the killing of schoolgirl Janet Commins. It has continued through to the second decade of the 21st century when following a case review, Stephen Hough was rightfully convicted of the same crime; the justice system acknowledging that the original police investigation was flawed and that Jones was ‘wholly exonerated’ (Evans, 2019). Taking these wrongful and rightful convictions as rough ‘start’ and ‘end’ points in time, this article critically examines the contribution of psychological research to bringing about reform of the investigative process and particularly the interview process, in the UK. In doing so, it argues that miscarriages of this nature are now less likely, but that further psychological research and policing reform are required to continue progress already made.","PeriodicalId":382549,"journal":{"name":"International Journal of Police Science & Management","volume":"32 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-03-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"121817711","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

However, despite these successes and the significant effort made by researchers to communicate key findings to public agencies, policy-makers and influential law enforcement personnel using a broad range of evidence, relevant policy and practice have either been very slow to respond or have not changed to incorporate the suggestions at all. In this article we employed an online survey to explore the knowledge and opinions of front-line policing practitioners in the UK regarding eyewitness research and practice. This was undertaken to determine how familiar less-senior, operational staff were with key research findings, what their opinions of current practice were and crucially, their views on how identification procedures should be improved compared with the recommendations made by researchers. The results revealed a fundamental mismatch between research and practice, with practitioners indicating a need to increase the rate of positive identifications and research tending to focus on methods of reducing false identifications. This result suggests that an approach driven by the need for the police to produce convictions may be an important factor that is blocking the translation of eyewitness identification research into practice.","PeriodicalId":382549,"journal":{"name":"International Journal of Police Science & Management","volume":"79 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-03-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"115995921","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
