The approach is based on the following assumptions: engineering and technical communication involve problem-solving activities best experienced within a team; learning the strategies for effective technical communication and for creative engineering design requires practical experience and constructive feedback from appropriate real-world audiences; and student would benefit from a nontraditional course structure that demands open-ended problem solving. Some of the required technical reports included a work control plan, a business profile, and a requirements definition study. The students also prepared progress reports every two weeks throughout the semester, much the same as they would in many business situations. Testing through verification ensures technical accuracy and written correctness. Procedures are verified first by writers, and then by qualified reviewers through the review and approval process built into the integrated procedures system. Testing through validation ensures usability and operational correctness. Specialists independent of the procedure writer validate procedures using one or more methods: simulator, mock-up, walk-through, table-top, actual use, or reference. Comparing the composing processes of experienced native Japanese and US technical writers showed that the preference for each phase-prewriting, writing, and rewriting-was idiosyncratic to the author regardless of native language. Process preference correlated with measures of product quality. Specifically, the prewriters produced text with greater lexical cohesion and the rewriters produced text with fewer grammatical and spelling errors. Traditional theoretical approaches can prove inadequate when dealing with electronic information and new methods of learning. Some suggestions for creating a theory of interactive electronic technical communications are presented. The aim of such theoretical investigation is the development of a recursive, multifaceted heuristic with which to generate or evaluate communication.
