In English listening classes, it is found that intercultural learning facilitates the students to acquire a better understanding in listening with more CI. Then it describes the current situation and development of “Confucius Institutes” in China and their role in culture spreading, and analyzes obstacles and countermeasures in the process of spreading. Next, it presents the status quo and development of Confucius Institutes in Shanghai, discusses the problems existing in the establishment of “Confucius Institutes” in Dalian, and compares the status quo of “Confucius Institutes” in Dalian from many dimensions including the region (the whole country, Liaoning, Shenyang and Shanghai) by using the method of data analysis and comparison. China's education should make full use of this trend of Internet informatization development to promote its own reform and innovation. Blended teaching mode is the product of the deep integration of Internet and education, which integrates online teaching and offline teaching, changes the traditional teaching mode and makes up for the shortcomings of traditional teaching. It has been proved by practice that the blended teaching mode is applied to the college English teaching to construct the multivariate blended teaching mode of “Internet plus Mooc plus micro class plus flipped class plus mobile WeChat”, to create a “ubiquitous learning” environment of college English and to change the evaluation criteria for students' English score. At the same time, it combines the leading role of teachers with the main role of students and gives full play to students' autonomy and enthusiasm in English learning so as to improve the teaching effect of college English. Based on the analysis of the current situation of installing elevators in existing residential buildings, it is found that there are four main reasons for the failure of installing elevators in reality: the fact that the interests of owners at lower floors are damaged and those of owners at higher floors increase, the reality of “one-vote veto”, difficulties in raising funds and uneven distribution of costs, and complicated approval of licensing matters. The author combines the successful experience of installing elevators in existing residential buildings in various places to obtain corresponding countermeasures, and it is hoped to help the development and implementation of this project nationwide.
