The implication is the rise of cases of land disputes and conflicts in Indonesia. Pendaftaran Tanah Sistematis Lengkap  Program (PTSL)  was launched as a solution to address these problems. This program is implemented throughout Indonesia, including the National Land Agency of South Tangerang City. The PTSL program in South Tangerang City was implemented in 2017-2020. During its implementation, it was found that the target field was not achieved and the certificate completion was slow, so the authors were interested in researching more deeply.The purpose of this research was to find out how to evaluate by looking at the performance of the PTSL program at the National Land Agency of South Tangerang City in 2017-2020. The research approach used is a quantitative approach. Data collection techniques through documentation studies, literature studies, and interviews. The data analysis technique used is value for money analysis and cost effectiveness analysis The results showed that the PTSL Program at the South Tangerang City Land Agency is ineffective. This can happen because the achievement of output only reached 90.63%. There were obstacles in the 2019 fiscal year related to the difficulty of the community in completing the required documents and the lack of human resources.The, the results of the calculation of cost effectiveness analysis show that the PTSL program is a program with a low cost that is feasible to run when compared to the issuance of land certificates through the routine program. Penelitian ini dilatarbelakangi dari suatu fenomena banyaknya bidang tanah di Indonesia yang belum terdaftar dan memiliki sertifikat tanah sebagai bukti yang sah secara hukum. Implikasi nya yaitu maraknya kasus sengketa dan konflik pertanahan di Indonesia. Program Pendaftaran Tanah Sistematis Lengkap (PTSL) diluncurkan sebagai solusi untuk menjawab permasalahan tersebut. Program ini dilaksanakan diseluruh wilayah Indonesia, termasuk Badan Pertanahan Nasional Kota Tangerang Selatan. Program PTSL di Kota Tangerang Selatan dilaksanakan pada tahun 2017-2020. Selama pelaksanaannya, ditemukan bahwa target bidang tidak tercapai dan penyelesaian sertifikat yang lambat, sehingga penulis tertarik untuk meneliti lebih dalam.Tujuan dari penelitian ini untuk mengetahui kinerja program Pendaftaran Tanah Sistematis Lengkap (PTSL) di Badan Pertanahan Nasional Kota Tangerang Selatan tahun 2017-2020. The personality development program for correctional inmates in Sumedang Regency is an effort made by the Lembaga Pemasyarakatan Kelas IIB Sumedang to foster inmates in the religious field to become better individuals. The implementation of personality development is the Lembaga Pemasyarakatan Kelas IIB Sumedang in collaboration with the Kementerian Agama Sumedang. However, in its implementation, problems are still found, including in collaborative communication and collaboration resources. The research method used in this study is a qualitative method. While the theory used as guidance in this research is the theory of collaboration success factors proposed by Mattesich and Monsey (1992) namely the collaboration environment, characteristics of collaboration members, collaboration processes, collaborative communication, collaboration goals and collaboration resources. The results of this study indicate that collaboration in the implementation of the Personality Development Program for Correctional Inmates in Sumedang Regency has in principle been going well. This can be seen from the six success factors of collaboration according to Mattesich and Monsey (1992) that almost all of the six factors went well. But there are still some factors that have not gone well. Factors that have been going well are the collaboration environment, the characteristics of the collaboration members, the collaboration process and the collaboration goals. While the success factors for collaboration that have not been going well are collaboration communication factors and collaboration resources. Penelitian ini membahas tentang Kolaborasi dalam Pelaksanaan Program Pembinaan Kepribadian bagi Warga Binaan Pemasyarakatan di Kabupaten Sumedang. Program pembinaan kepribadian bagi warga binaan pemasyarakatan di Kabupaten Sumedang merupakan suatu upaya yang dilakukan oleh Lembaga Pemasyarakatan Kelas IIB Sumedang untuk membina narapidananya dibidang keagamaan agar menjadi pribadi yang lebih baik. Pelaksanaan pembinaan kepribadian tersebut Lembaga Pemasyarakatan Kelas IIB Sumedang berkolaborasi dengan Kementerian Agama Sumedang. Namun, didalam pelaksanaannya masih ditemukan permasalahan-permasalahan diantaranya dalam komunikasi kolaborasi dan sumber daya kolaborasi. Metode penelitian yang digunakan dalam penelitian ini adalah metode kualitatif. Sedangkan teori yang digunakan sebagai guidance dalam penelitian ini adalah teori faktor keberhasilan kolaborasi yang dikemukakan oleh Mattesich dan Monsey (1992) yaitu lingkungan kolaborasi, karakteristik anggota kolaborasi, proses kolaborasi, komunikasi kolaborasi, tujuan kolaborasi dan sumber daya kolaborasi. The purpose of this study is to describe and analyze the implementation of e-Monevlap Policy Innovations (Electronic Monitoring, Evaluation and Reporting in the Design and Quality Development Program Section of the Bandung City Regional Secretariat. The research method used is a qualitative approach. The technique of determining informants uses Purposive Techniques. Researchers use guidance theory A Framework for Analyzing the Implementation of Innovation by Steelman (2010). The results show that the agency has not paid attention to several component factors in implementing e-Monevlap policy innovations, especially on individual factors, structure and culture.From the individual factors in this study the problems that occur caused by the human resources of 74 regional apparatuses in the city of Bandung which have not been maximized in carrying out reporting on budget realization as well as the physical progress of the implementation of each program and activity. From structural factors, it is hampered by policy makers and In this case, the Design and Development Quality Program Division ignores SOPs in the implementation of e-Monevlap and there are no special rules governing the implementation of e-Monevlap, so that this causes e-Monevlap to not be optimal in its implementation. And from the cultural aspect, what is discussed in this factor is the framing component where the policy innovation of the e-Monevlap system cannot solve existing problems, as researchers found that e-Monevlap has not been able to convey to its object, namely the Bandung City regional apparatus, so this implementation still not optimal. Penelitian ini menjelaskan tentang Kota Bandung dalam tata kelola pemerintahan nya membuat Inovasi kebijakan berupa sistem e-Monevlap (Elektronik Monitoring Evaluasi dan Pelaporan) di latarbelakangi rendahnya realiasi penyerapan anggaran guna  percepatan pembangunan daerah di Kota Bandung yang dilaksanakan oleh Bagian Program, Desain dan Kualitas Pembangunan Sekretariat Kota Bandung. The background in this thesis is based on interviews and observations made by the author who found some indications of problems related to the services provided by PT. Transjakarta In Corridor 7 (KP. Rambutan – KP. Melayu) and how is the level of customer satisfaction with the services provided. The purpose of this study is to identify and measure how much influence service quality has on customer satisfaction for Transjakarta Buses on Corridor 7 (KP. Rambutan – KP. Melayu). The research method used is a descriptive method with a quantitative approach. Data collection techniques used are questionnaires, observations, interviews, documentation studies and literature studies.The results showed that there was a significant influence with the direction of the positive influence of service quality on the satisfaction of Transjakarta Bus services in Corridor 7 (KP. Rambutan - KP. Melayu) of 75.4%. This means that service quality has a high influence on customer satisfaction for Transjakarta Buses on Corridor 7 (KP. Rambutan – KP. Melayu). The remaining 24.6% is the influence of other variables on customer satisfaction which is not discussed in this study. Responsiveness is the biggest influence on the service quality variable and Internal Response is the biggest influence on the customer satisfaction variable. Penelitian ini menggambarkan mengenai pengaruh Kualitas Pelayanan terhadap Kepuasan Pelanggan Bus Transjakarta Pada Koridor 7 (KP.Rambutan – Kp.Melayu). Latar belakang pada skripsi ini berdasarkan wawancara dan observasi yang dilakukan penulis yang menemukan adanya beberapa indikasi masalah yang berkaitan dengan pelayanan yang diberikan oleh PT. Transjakarta Pada Koridor 7 (KP. Rambutan – KP. Melayu) dan bagaimana tingkat kepuasan pelanggan terhadap pelayanan yang diberikan. Tujuan dalam penelitian ini yaitu untuk mengidentifikasi dan mengukur berapa besar pengaruh kualitas pelayanan terhadap kepuasan pelanggan Bus Transjakarta Pada Koridor 7 (KP. Rambutan – KP. Melayu). Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan kuantitatif. Teknik pengumpulan data yang digunakan adalah menggunakan angket, observasi, wawancara, studi dokumentasi serta sudi literature. Employee performance affects how many employees can contribute to the organization in achieving its goals. The higher or the better the employee's performance, the easier the goals of the organization are to achieve and vice versa if the employee's performance is low or not good, the planned program cannot run well and the organization will find it difficult to achieve the goals that have been set. In order to know and analyze the performance of employees of the Sub-Division in collecting land and building taxes in Bandung, the authors use several theories that focuses on the analysis of the quantity of work results, the quality of work results, and timeliness.Apart from the obstacles that arise due to the lack of potential accurate tax data, awareness in the understanding of taxpayers, and based on interviews, the authors also find that there are new obstacles that come from the Work From Home (WFH) system along with the COVID-19 pandemic situation. Overall, this paper concludes that the employees of the land and building sub-sector in Bandung are still quite good. This can be seen from the results of research based on Quantity, Quality, and Timeliness where each indicator shows that employees have shown results that are in line with expectations.  Suatu organisasi membutuhkan sumber daya manusia (pegawai) untuk mencapai tujuannya. Kinerja pegawai memengaruhi berapa banyak pegawai yang dapat memberikan sebuah kontribusi kepada organisasi dalam mencapai tujuannya. Semakin tinggi atau semakin baik kinerja pegawai, maka tujuan organisasi semakin mudah dicapai dan begitu juga sebaliknya yang terjadi apabila kinerja pegawai rendah atau kurang baik, maka program yang telah direncanakan tidak dapat berjalan dengan baik dan organisasi akan sulit untuk mencapai tujuan yang telah ditetapkan. Dalam rangka mengetahui dan menganalisis kinerja pegawai Sub Bidang PBB dalam pemungutan pajak bumi dan bangunan di Kota Bandung, beberapa teori penulis gunakan sebagai mata pisau penelitian yang menitik beratkan pada analisis kuantitas hasil kerja, kualitas hasil kerja, dan ketepatan waktu.Terlepas dari hambatan yang timbul akibat kurangnya potensi data wajib pajak yang akurat, kesadaran dalam pemahaman wajib pajak masih kurang memumpuni, dan berdasarkan wawancara, penulis juga menemukan bahwa terdapat hambatan baru yang bersumber dari sistem Work From Home (WFH) seiring dengan situasi pandemic COVID-19. Namun secara keseluruhan, dalam tulisan ini penulis berhasil menyimpulkan bahwa kinerja pegawai sub-bidang Pajak Bumi dan Bangunan di Kota Bandung masih sudah cukup baik. Hal ini terjadi sebagai akibat adanya interaksi manusia dari berbagai kalangan sehingga menjadikan Kota Bogor sebagai kawasan yang dapat memicu terjadinya penyebaran HIV/AIDS terutama melalui dua cara yaitu hubungan seks yang tidak aman dan NAPZA suntik.Implementasi suatu layanan kesehatan dapat berjalan dengan baik atau tidak diperlukan adanya kebijakan pemerintah pusat yang diterjemahkan dalam kebijakan pemerintah daerah sesuai dengan sumber daya yang dimiliki oleh masing-masing daerah. Penelitian ini bertujuan untuk mengetahui Bagaimana Implementasi Kebijakan Pencegahan dan Penanggulangan HIV/AIDS di Kota Bogor. Metode penelitian yang digunakan dalam penelitian ini adalah pendekatan kualitatif, dengan desain penelitian yaitu studi kasus, dan peneltian ini mengunakan teknik pengumpulan data yaitu, wawancara, observasi dan studi dokumen. Hasil penelitian menunjukkan bahwa penanganan HIV/AIDS di Kota Bogor terbilang cukup baik, karena telah dapat menurunkan kasus positif setiap tahunnya. Demikian masih banyak yang perlu dibenahi konsep 3 zero pada tahun 2030, dengan maksud untuk menghilangkan kasus baru, kasus kematian yang disebabkan oleh HIV/AIDS, dan diskriminasi yang diterima oleh ODHA. Implementasi Peraturan Daerah Kota Bogor Nomor 4 Tahun 2016 oleh KPA masih terbilang belum maksimal yang poin utamanya adalah dalam pihak-pihak terkait. Pihak terkait sebagaimana dimaksud yang menjadi permasalahan utama adalah Pemerintah Kota Bogor dan masyarakat Kota Bogor. Saran praktis penelitian ini diharapkan dapat memberikan perhatian khusus bagi pengembangan penuntasan permasalahan HIV/AIDS khususnya bagi Pemerintah Kota Bogor. The motives are problems in securing RPH area assets, such as claims from other parties, damage to buildings, and incomplete recording of assets. Hence the main purpose of this study was to find out and analyze how to secure the assets of the RPH area in Cimahi City by using a qualitative approach as a research method. The study used Mahmudi’s Theory of regional asset security, which consists of administrative and record security, legal security, and physical security to analyze the problem. The data went through several stages which are data copying, general idea search, coding, narrative writing, and concluding. To test the validity of the data, the writer used triangulation of data sources. This study indicates that asset security of the RPH area in Cimahi City has not met the aspects of the regional asset security theory described by Mahmudi. Out of three aspects of regional asset security, only the legal security aspect has met the condition. While, Administrative, record security, as well as physical security, have not been fulfilled. Aspects of legal security on the assets of RPH area that also need to be strengthened by taking legal action on assets that have problems with other parties. Penelitian ini menjelaskan tentang pengamanan aset Kawasan Rumah Pemotongan Hewan (RPH) di Kota Cimahi. Penelitian ini di latarbelakangi oleh permasalahan pengamanan aset Kawasan RPH, seperti adanya klaim dari pihak lain, kerusakan bangunan, dan belum lengkapnya pencatatan aset. Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis bagaimana pengamanan aset Kawasan RPH di Kota Cimahi. Penelitian ini menggunakan metode pendekatan kualitatif. Analisis dilakukan menggunakan teori pengamanan aset daerah menurut Mahmudi, yang terdiri dari pengamanan administrasi dan catatan, pengamanan hukum, dan pengamanan fisik. Analisis data dilakukan melalui beberapa tahapan yakni penyalinan data, pencarian gagasan umum, pengkodean, penulisan narasi, dan penarikan kesimpulan. Untuk menguji keabsahan data, peneliti menggunakan triangulasi sumber data. Hasil penelitian ini menunjukan bahwa pengamanan aset Kawasan RPH di Kota Cimahi belum memenuhi aspek-aspek pengamanan aset daerah yang dipaparkan oleh Mahmudi. Dari tiga aspek pengamanan aset daerah hanya satu aspek yang sudah terpenuhi yaitu pengamanan hukum, sedangkan aspek pengamanan administrasi dan catatan serta aspek pengamanan fisik belum terpenuhi. This study aims to analyze the coordination of the implementation of the Social Rehabilitation Program for Uninhabitable Houses (RS-RTLH) in Sukabumi Regency, especially in Cicurug District. The theoretical basis used as material for analysis is the coordination theory proposed by Bose (2012) which consists of six techniques that help achieve effective coordination, namely Clearly defined goals, Clear lines of authority and responsibility, Precise and comprehensive programs and policies, Cooperation , Effective communication, and Effective leadership and supervision. The research method used is a qualitative research method. Data collection techniques used by researchers by way of observation, interviews, documentation. Furthermore, the data processing techniques used by researchers in this study used data descriptions, theme analysis and highlighting. The results of the study showed that the six techniques proposed by Bose (2012) as an analytical knife for the Coordination of the Implementation of the RS-RTLH Program in Cicurug District, Sukabumi Regency in 2019 showed that coordination had not been effective. This can happen because cooperation has not been achieved, the form of cooperation carried out through community self-help has not been fully realized in the village in Cicurug District and awareness of a sense of mutual help that is less developed in the community around the recipients of social assistance, and not achieving effective leadership and supervision. the implementation of a regional leadership system but the lack of active leaders at the village level and the absence of technical facilitators/technical assistance teams as a form of supervision in the field, resulting in order and provision of program implementation reports that are not in accordance with the implementation rules of the RS-RTLH in Cicurug District in 2019. Masalah kesejahteraan sosial dengan ditandai kondisi rumah tidak layak huni masih tengah dirasakan di Kecamatan Cicurug Kabupaten Sukabumi, pemerintah Kabupaten Sukabumi kemudian melakukan penanganan terhadap permasalahan tersebut melalui Program Rehabilitasi Sosial Rumah Tidak Layak Huni (RS-RTLH). The implementation of e-Government is expected to increase the convenience, efficiency and accessibility of public services. One form of e-government implementation, the Bandung City Personnel, Education and Training Agency (BKPP) implements a Dynamic Work Allowance (TKD) system based on Electronic Performance Remuneration (e-RK). -RK affects the achievement of employee performance as expected so that it can give birth to solutions or recommendations for the smooth implementation of activities in government agencies, especially in the city of Bandung. The research method used is a quantitative approach. To measure which dimensions are inadequate, the authors use the TPC (technology performance chain) theory from Goodhue and Thompson (1995) which shows four dimensions including Task Characteristics, Technologies Characteristics, Task-technology fit, and Utilization. The performance theory used is Mitchel's theory in Sedarmayanti (2001) where there are five dimensions in assessing performance, namely Promptness, Quality of Work, Initiative, Communication, and Capability. ). The researcher used a sampling technique, namely the proportionate stratified random sampling technique with a total sample of 46 people. The results showed that e-RK had a high effect on the performance of BKPP employees. The results showed that the contribution given by e-RK had an effect of 87.8% on employee performance. Then for the rest as much as 12.2% is the influence of other contributions not examined in this study. Based on the hypothesis test, the value of tcount > ttable (17.807 >2.01537) was obtained. So it can be concluded that Ho is rejected and there is a significant effect on the implementation of e-RK on the performance of BKPP employees. Dalam mencapai Good Governance, Pemerintah Kota Bandung menerapkan e-Government untuk meningkatkan kualitas kinerjanya. Penerapan e-Government diharapkan dapat meningkatkan kenyamanan, efisiensi serta aksesibilitas yang dari pelayanan publik. The background of writing this thesis is the occurrence of a mismatch between facilities and good resources with results that continue to decline. This is also supported by the fact that membership in the inland fisheries program is starting to decline. The purpose of holding this research is to find out how the village community development strategy through the inland fisheries program in Sepakat Bersatu Village, Rimbo Ilir District, Tebo Regency.                The method chosen in this study is a qualitative research method which aims to understand, analyze and explain every activity in the village community development strategy through the inland fisheries program in Sepakat Bersatu Village. The results obtained from this research are that there are still many things that can hinder the implementation of the inland fisheries program. Some of the things that can hinder are mostly arise from members of the inland fisheries program, such as feeling lazy, bored and jealous.                The conclusion of this research is that the village community development strategy in Sepakat Bersatu Village, Rimbo Ilir District, Tebo Regency has not run optimally. This is due to the low sense of concern and responsibility of members of the inland fisheries program for the program. The suggestion that the author can give is to evaluate each activity, both for the village government and also members of the inland fisheries program. Skripsi ini menjelaskan mengenai bagaimana Strategi Pembangunan Masyarakat Desa Melalui Program Perikanan Darat Di Desa Sepakat Bersatu Kesamacat Rimbo Ilir Kabupaten Tebo. Yang melatarbelakangi penulisan skripsi ini adalah terjadinya ketidaksesuaian antara fasilitas dan sumber daya yang baik dengan hasil yang terus menurun. Hal ini juga didukung dengan fakta keanggotaan program perikanan darat yang mulai menurun. Tujuan dari diadakannya penelitian ini adalah untuk mengetahui bagai strategi pembangunan masyarakat desa melalui program perikanan darat di Desa Sepakat Bersatu Kecamatan Rimbo Ilir Kabupaten Tebo.                Metode yang dipilih dalam penelitian ini adalah metode penelitian kualitatif yang memiliki tujuan untuk memahami, menganalisis dan menjelaskan setiap kegiatan dalam strategi pembangunan masyarakat desa melalui program perikanan darat di Desa Sepakat Bersatu. Hasil yang diperoleh dari penelitiian ini adalah masih banyak hal-hal yang terjadi yang dapat menghambat berjalannya program perikanan darat.
