One of the behaviors of choosing society is motivated by sociological factors. This study aims to find out and analyze the voting behavior of the people in Maumere in the 2018 East Nusa Tenggara Provincial Election. The research method uses a descriptive quantitative approach with survey methods, and data collection using questionnaires. The size of the sample taken in this study was 100 respondents from the total permanent voter list (DPT) of 47,773, and the 100 respondents were distributed in each sub-district in three districts that became the location of this study. The results showed that the influence of the sociological approach was still significant. The voting behavior of the people in Maumere is strongly influenced by sociological factors with the results of research showing that most respondents tend to vote the background to the influence of sociological factors. The sociological factors in question are the gender of the candidate for the regional head, the age of the candidate for the regional head, occupation, ethnicity and religion, family and friendship. Perilaku memilih masyarakat dalam Pilkada dapat memberikan penjelasan alasan keputusan masyarakat untuk memilih kandidat yang mengikuti kontestasi politik. Perilaku memilih masyarakat salah satunya dilatarbelakangi oleh faktor sosiologis. Penelitian ini bertujuan mengetahui dan menganalisis perilaku memilih masyarakat di Maumere dalam Pilkada Provinsi Nusa Tenggara Timur tahun 2018. Metode penelitian menggunakan pendekatan kuantitatif deskriptif dengan metode survey, pengumpulan data menggunakan kuisioner atau angket. Besar sampel yang diambil dalam penelitian ini adalah sebesar 100 responden dari total daftar pemilih tetap (DPT) 47.773, dan 100 responden tersebut disebarkan pada masing-masing Kelurahan ditiga Kecamatan yang menjadi lokasi dari penelitian ini. Hasil penelitian menunjukan bahwa, pengaruh pendekatan sosiologis masih signifikan. Perilaku memilih masyarakat di Maumere sangat dipengaruhi oleh faktor sosiologis dengan hasil penelitian yang menunjukan bahwa sebagian besar responden cenderung memilih dengan latarbelakang pengaruh faktor sosiologis. Pada aspek ekonomi banyaknya pemutusan hubungan kerja, usaha yang tutup, dan penghasilan masyarakat menurun. Oleh karena itu, Program BLT – Dana Desa dibuat untuk melindungi masyarakat miskin dan rentan dari dampak pandemi Covid-19. Dalam pelaksanaannya, program BLT – Dana Desa di Desa Plumbon masih mengalami masalah seperti keterlambatan dalam pencairan BLT – Dana Desa dan kurangnya sosialisasi program yang dilakukan oleh penanggung jawab sosialisasi. Tujuan dari penelitian ini adalah untuk mencari, mengumpulkan, dan mendapatkan data serta informasi yang berhubungan dengan efektivitas dari adanya BLT – Dana Desa tahun 2020 yang diberikan kepada masyarakat Desa Plumbon, Kecamatan Plumbon, Kabupaten Cirebon. Penelitian ini menggunakan teori efektivitas program yang dikemukakan oleh Budiani tahun 2009 dengan metode kualitatif. Informan dalam penelitian ini berjumlah 26 orang yaitu Tim monitoring dan evaluasi Program BLT – Dana Desa dari kecamatan, Kepala Desa Plumbon Kecamatan Plumbon Kabupaten Cirebon, Sekretaris Desa Plumbon Kecamatan Plumbon Kabupaten Cirebon, Ketua RT, Ketua RW, dan Keluarga Penerima Manfaat (KPM) Program BLT – Dana Desa. Teknik pengumpulan data yang digunakan yaitu dengan cara observasi, wawancara, dan studi literatur. Teknik analisis data pada penelitian ini dilakukan melalui beberapa tahapan yaitu kondensasi data, penyajian data, dan verifikasi data sebagai bentuk penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa secara keseluruhan Program BLT – Dana Desa tahun 2020 di Desa Plumbon Kecamatan Plumbon Kabupaten Cirebon belum berjalan efektif. Ada beberapa hal yang perlu ditingkatkan lagi yaitu pada masalah jadwal pencairan dan sosialisasi kepada masyarakat. This research is motivated by the Covid-19 pandemic that affects various aspects of life such as health, social and economic. In the economic aspect, there are many layoffs, businesses are closed, and people's incomes are declining. Therefore, the BLT – Village Fund Program was created to protect the poor and vulnerable from the impact of the Covid-19 pandemic. In its implementation, the BLT - Village Fund program in Plumbon Village is still experiencing problems such as delays in disbursing BLT - Village Funds and the lack of program socialization carried out by the person in charge of socialization. But there are still problems such as lack of community involvement in planning and submission of criticism and advice, lack of self-help and delay in completion of development. This research aims to describe and analyze public participation in every stage of activities in the Self-Help Housing Stimulant Assistance (BSPS) program in Bogor City in 2020. In conducting the analysis, the authors used the theory of public participation in the stages of development activities by John M. Cohen and Norman T. Uphoff (1980). The research method used is qualitative research method. Data collection techniques are carried out by means of observations, interviews and documents.The results of this study show that public participation in the BSPS program in Bogor City in the implementation of 2020 is still at degree of tokenism which means it has not been able to increase the involvement of each implementing element, such as Dinas Perumahan dan Permukiman Kota Bogor, urban village staff, facilitator team, and beneficiary community in the planning stage, implementation stage, and evaluation stage. But in the benefits stage the results of the public participation was conducted better. Some of the suggestions from this research are that facilitator teams supposedly communicated and coordinated with RT, RW, and community empowerment agency parties. Urban Village parties are suggested to strengthen their roles in directing, supervision and control and paying more attention during the selection process in the proposing. The agency is suggested to make monitoring schedule periodically to entire area, it is proposed to direct urban village parties in making evaluation report in form of document to be useful for further decision making. Penelitian ini dilatarbelakangi oleh tingginya kebutuhan dasar akan rumah yang layak huni di Kota Bogor pada tahun 2020. Melalui program BSPS diharapkan akan meningkatkan keterlibatan dari berbagai unsur agar mampu mewujudkan rumah yang layak huni. Namun masih ditemukan permasalahan seperti minimnya keterlibatan masyarakat dalam perencanaan dan penyampaian kritik dan saran, kurangnya swadaya dan keterlambatan penyelesaian pembangunan. Then in order to implement public information disclosure, the City of Cimahi Government, formed the Cimahi City Information and Documentation Management Officer on February 2, 2011 in order to provide optimal information services to the public. The purpose of this study is to describe how the implementation of public information disclosure policies in Cimahi City are guided by the Regulation of the Minister of Home Affairs of the Republic of Indonesia Number 3 of 2017 by being analyzed and studied using the theory of policy implementation from Charles O. Jones which consists of Organizational Aspects, Interpretation Aspects and Application Aspects. The research method used is descriptive qualitative. Data collection techniques used are observation, interviews, literature study, and documentation. The results of the study indicate that the implementation of the Public Information Disclosure Policy in Cimahi City has not been fully implemented properly. There are still some obstacles in its implementation, such as the PPID Pemabntu there is no information officer who specifically handles information services, the preparation of a list of public information is constrained because there are still agencies that have not issued a list of public information, and also the lack of socialization to the public regarding the flow of information requests because it is still many do not know about it. Pemerintah Indonesia berupaya untuk mengoptimalkan proses demokratisasi melalui keterbukaan informasi publik. Kemudian dalam rangka mengimplementasikan keterbukaan informasi publik, Pemerintah Kota Cimahi, membentuk Pejabat Pengelola Informasi dan Dokumentasi Kota Cimahi pada 2 Februari 2011 guna memberikan pelayanan informasi yang optimal kepada publik. Tujuan dari penelitian ini adalah untuk mendeskripsikan bagaimana implementasi kebijakan keterbukaan informasi publik di Kota Cimahi yang berpedoman pada Peraturan Menteri Dalam Negeri Republik Indonesia Nomor 3 Tahun 2017 dengan dianalisis dan dikaji menggunakan teori implementasi kebijakan dari Charles O. Jones yang terdiri dari Aspek Organisasi, Aspek Interpretasi dan Aspek Aplikasi. Metode penelitian yang digunakan adalah kualitatif deskriptif. Teknik pengumpulan data yang digunakan adalah observasi, wawancara, studi kepustakaan, dan dokumentasi. Karena keberagaman budaya inilah pemerintah Kabupaten Pesisir Selatan selalu berusaha untuk melestarikannya, maka dari itu lahirlah sebuah kegiatan festival yang dinamakan Festival Langkisau, kegiatan ini merupakan salah satu bentuk upaya pemerintah dalam melestarikan kebudayaan yang ada agar tidak hilang seiring kemajuan zaman.Tujuan dari penelitian ini adalah untuk mengetahui bagaimana penerapan prinsip Collaborative Governance dalam Upaya Pelestarian Budaya Daerah melalui Kegiatan Festival Langkisau di Kabupaten Pesisir Selatan Provinsi Sumatera Barat. Dasar teori yang digunakan pada penelitian ini menggunakan teori lima prinsip penerapan Collaborative Governance oleh Rosyida tahun 2017. Penelitian ini menggunakan metode kualitatif. Teknik pengumpulan data yang digunakan oleh peneliti adalah observasi, wawancara dan dokumentasi. Selanjutnya teknik pengolahan data yang digunakan peneliti adalah reduksi data, penyajian data dan penarikan kesimpulan. Hasil dari penelitian ini menunjukkan bahwa penerapan prinsip Collaborative Governance dalam upaya pelestarian budaya daerah di Kabupaten Pesisir Selatan Provinsi Sumatera Barat sudah terlaksana, hanya saja masih terdapat satu kelemahan yaitu belum adanya MoU yang mengikat hubungan kerjasama antara actor yang terlibat. Pesisir Selatan Regency, which is located in West Sumatra Province, has a very diverse culture and is still maintained by its people today. Because of this cultural diversity, the Pesisir Selatan Regency government always tries to preserve it, therefore a festival activity called the Langkisau Festival was born, this activity is one of the government's efforts to preserve the existing culture so that it does not disappear with the progress of the times.The purpose of this study was to find out how the application of the principles of Collaborative Governance in Regional Cultural Preservation Efforts through the Langkisau Festival in Pesisir Selatan Regency, West Sumatra Province. The theoretical basis used in this study uses the theory of the five principles of the application of Collaborative Governance by Rosyida in 2017. This study uses a qualitative method. Data collection techniques used by researchers are observation, interviews and documentation. Furthermore, the data processing technique used by the researcher is data reduction, data presentation and conclusion drawing. But in fact, there are still some problems in the implementation of the E-Samsat policy in West Java. The method used in this research is a qualitative research approach. The data collection techniques are carried out by observation, in-depth interviews, as well as documentation and literature studies. Then, the data validity technique was carries out by means of triangulation of sources and triangulation of teqhniques obtained based on the results of the data collection. The theory used in this study is based on Siddique's theory which explains that there are three main factors that can determine the success of e-Government policy implementation. The results of this research indicate that the critical success factors of E-Samsat in West Java Province have not been managed properly. This is because there are three factors that have not been managed properly. The three factors are the Strategic Planning factor, the Resource factor related to Human Resources (HR), and the Role Delineation and Accountability factor. Penelitian ini dilatarbelakangi dengan adanya fenomena pemanfaatan teknologi informasi dalam pelayanan pembayaran pajak kendaraan bermotor di Jawa Barat melalui E-Samsat. Namun pada nyatanya, masih ditemukan beberapa permasalahan dalam implementasi kebijakan E-Samsat di Jawa Barat. Metode yang digunakan dalam penelitian ini adalah dengan pendekatan penelitian kulitatif. Teknik pengumpulan data dilakukan dengan observasi, wawancara mendalam, serta studi dokumentasi dan studi literatur. Kemudian, teknik keabsahan data dilakukan dengan cara triangulasi sumber dan triangulasi teknik yang didapatkan berdasarkan hasil pengumpulan data. Teori yang digunakan di dalam penelitian ini berdasarkan teori Siddique yang menjelaskan bahwa ada tiga faktor utama yang dapat menentukan keberhasilan implementasi kebijakan e-Government. Hasil penelitian ini menunjukkan bahwa faktor-faktor penentu keberhasilan E-Samsat Provinsi Jawa Barat belum dikelola dengan baik. Hal tersebut karena terdapat tiga faktor yang belum dikelola dengan baik. Dalam mengatasi permasalahan sampah tersebut, Pemerintah Kota Bekasi melalui program pengembangan model pemilihan sampah rumah tangga dan sampah sejenis rumah tangga membentuk bank sampah unit disetiap rw sehingga melibatkan partisipasi masyarakat dalam pengelolaan sampah. Untuk itu, perlunya peran masyarakat dalam mewujudkan pengelolaan bank sampah secara mandiri. Tujuan dari penelitian ini adalah mendeskripsikan dan menganalisa bagaimana partisipasi masyarakat pada setiap tahapan kegiatan dalam pengelolaan bank sampah di Kecamatan Jatiasih menggunakan teori Cohen dan Uphoff yaitu tahapan partisipasi masyarakat dalam pembangunan yaitu tahapan pengambilan keputusan, pelaksanaan, pengambilan manfaat, dan evaluasi.Metode penelitian yang digunakan adalah metode penelitian kualitatif dengan tujuan untuk memahami, menganalisa, dan mendeskripsikan empat tahapan partisipasi masyarakat dalam pengelolaan bank sampah di Kecamatan Jatiasih. Teknik pengumpulan data menggunakan studi lapangan dan studi pustaka (observasi, wawancara, dokumen) dengan teknik perposive untuk memilih informan. Untuk menguji keabsahan data menggunakan tiangulasi. Hasil dari penelitian ini menunjukkan, bahwa masyarakat terlihat tidak secara penuh terlibat pada proses keempat tahapan. Tahap pengambilan keputusan dan evaluasi dilakukan oleh stakeholder maupun kelompok masyarakat tertentu. Sedangkan masyarakat terlihat terlibat pada tahapan pelaksanaan dan pengambilan manfaat. Sehingga disimpulkan, tingkat kualitas partisipasi berada pada partisipasi tidak langsung dan partisipasi adanya reward. This research is based on the problem waste in Bekasi City which reaches 1.714 tons per day. In resolving the waste problem, the Bekasi City Government through a program to develop model for selecting household waste and similar household waste has farmed a unit waste bank in each Rw. For this reason, the role of the community is needed realizing the management of waste banks independently.The purpose aims to describe and anlyze how community participation at each stage of activity in waste bank management in Jatiasih District uses Cohen and Uphoff’a theory, namely the stages of community participation decision making, implementation, benefit, and evaluation.The research method used is qualitative research method aims of undestranding, analyzing, and describing the four stages of community participation in waste bank management in Jatiasih District. The method used in this research is qualitative research, where this research is focused on the aspects that describe the effectiveness of Sistem Informasi Manajemen Daerah Barang Milik Daerah (SIMDA BMD) in the Bandung City Government. The guidance theory of this research is the theory of effectivess of information system proposed by DeLone and McLean (2003) which consists of 6 (six) dimensions, Information Quality, System Quality, Service Quality, Intention to Use, User Satisfaction, and Net Benefits.The result of this research doesn’t show that Sistem Informasi Manajemen Daerah Barang Milik Daerah (SIMDA BMD) in Bandung City Government is effective. Based on the result, the information quality and system quality of SIMDA BMD isn’t good enough to support user’s works. Also, users are not satisfied with the system itself while the system also haven’t achieved its outcome yet. The supporting hardwares and softwares, other information system that has better quality according to users, and the mandatory use of the system for all asset management-related works are the factors that affect the effectiveness of Sistem Informasi Manajemen Daerah Barang Milik Daerah (SIMDA BMD). Pemerintah Indonesia mengembangkan sistem informasi berupa Sistem Informasi Manajemen Daerah Barang Milik Daerah (SIMDA BMD) untuk digunakan pada pemerintah daerah guna mendukung pengelolaan aset dalam mencapai tata kelola keuangan daerah yang baik. Namun pada penggunaannya di lingkungan Pemerintah Daerah Kota Bandung, SIMDA BMD belum mampu memberikan hasil pada tata kelola keuangan daerah yang baik. The Aceh Provincial Government has implemented a Policy for the Implementation of a Night Curfew in dealing with COVID-19 cases. In practice, this policy did not run smoothly. Initially planned for two months, but only one week finally this policy was officially lifted.The purpose of this study is to describe how the policy formulation is carried out by the Aceh Provincial Government through Forkopimda. The research method used is a qualitative approach. Analysis Using Stages of Policy Formulation Theory by William Dunn. Data analysis techniques were carried out through data reduction, data presentation, and drawing conclusions. Then testing the validity of the validity of the data by triangulating the data with source triangulation.The results show that the curfew formulation process carried out in Aceh has gone through the formulation of public policies, namely problem formulation, policy agendas, selection of policy alternatives to solve problems, and policy determination. In the process, the biggest obstacles are the time factor that is too tight when it is formulated, the socialization is not evenly distributed and on target, and the hangout culture is very thick. Then the implementation of Large-Scale Social Restrictions was also quite influential so that this policy only lasted for two weeks.Practical advice from this research is that the policy formulation process takes a long time, the stages that explain a detail of the steps to be taken. The form of socialization and understanding of community culture is also an important element that should not be overlooked. A policy will be effective if it is well received by the public. Kasus Covid-19 yang terus meningkat setiap waktunya memberikan kekhawatiran mendalam dan membutuhkan kebijakan konkret dari pemerintah untuk mencegah penyebaran yang lebih banyak lagi. Pemerintah Provinsi Aceh melakukan Kebijakan Penerapan Jam Malam dalam menangani kasus covid-19. Dalam pelaksanaannya, kebijakan ini tidak berjalan dengan mulus. Awalnya direncanakan selama dua bulan, namun hanya satu minggu akhirnya kebijakan ini resmi dicabut.Tujuan dari penelitian ini adalah mendeskripsikan bagaimana proses formulasi kebijakan yang dilakukan oleh Pemerintah Provinsi Aceh melalui Forkopimda. The purpose of this research is to find out how the e-Readiness of the Bandung City Manpower Service in organizing online job fair market services through the BIMMA application. The research method used in this study is a qualitative method with a descriptive approach. Data collection techniques through observation, interviews, and documentation. The validity technique is done by triangulating sources from the results of interviews and documentation studies. The results of this research showed that the e-Readiness of the Bandung City Manpower Service in providing online job fair market services through the BIMMA application was considered ready on the grounds that there were 5 (five) factors that had been fulfilled and 1 (one) factor that had not been fulfilled related to the factors affecting e-Readiness of the Bandung City Manpower Office. These factors can be seen from the availability of telecommunication infrastructure needs, the availability of connectivity and the use of IT by the government because the facilities have been used and maintained properly, the funds and budget are available according to their needs, the law that regulates online job fair market services is available, and there has been a paradigm shift by government employees. Suggestions for this problem are the Bandung City Manpower Service needs to pay attention to the needs of facilities and infrastructure, refinement of human resource planning in the division of tasks, re-analyze the workload and quantity of employees, take decisive action in carrying out tasks issuing sanctions, and increasing the intensity of discussion and joint evaluation among employees.
