This research is motivated by the performance of employees who are considered good when viewed from the data on the Performance Assessment of Civil Servants, Employee Work Targets (SKP) and other performance assessments although there is a significant increase in workload. This study aims to determine the factors that can affect the performance of Bekasi City Social Service employees. This study uses a quantitative research approach with a survey research design. The main data collection technique used a questionnaire filled out by 73 employees of the Bekasi City Social Service consisting of 4 personnel fields. The results showed that based on all the factors that affect the performance of employees at the Bekasi City Social Service, the factor that most reflects organizational support with the largest loading factor value is the indicator of the availability of facilities and infrastructure, where Bekasi City Social Service employees work can access adequate infrastructure for support work when working from office. Based on the results of hypothesis testing on organizational support factors on employee performance at the Bekasi City Social Service, the individual competence factor that most dominantly affects performance is the skill indicator, namely skills in completing work in groups (0.816). Penelitian ini menggambarkan mengenai pengaruh Faktor Dukungan Organisasi terhadap Kinerja Pegawai Dinas Sosial Kota Bekasi. Penelitian ini dilatarbelakangi dengan kinerja pegawai yang dinilai baik jika dilihat dari data Penilaian Prestasi Kerja Pegawai Negeri Sipil, Sasaran Kerja Pegawai (SKP) dan penilaian kinerja lainnya meskipun terdapat peningkatan muatan kerja yang signifikan. Penelitian ini bertujuan untuk mengetahui faktor-faktor yang dapat mempengaruhi kinerja pegawai Dinas Sosial Kota Bekasi. Penelitian ini menggunakan pendekatan penelitian kuantitatif dengan desain penelitian survei. Teknik pengumpulan data utama menggunakan angket yang diisi oleh 73 orang pegawai Dinas Sosial Kota Bekasi yang terdiri dari 4 bidang kepegawaian. Hasil penelitian menunjukkan bahwa berdasarkan keseluruhan faktor-faktor yang mempengaruhi kinerja pegawai di Dinas Sosial Kota Bekasi, faktor yang paling merefleksikan dukungan organisasi dengan nilai loading factor terbesar adalah indikator ketersediaan sarana dan prasarana, dimana pegawai Dinas Sosial Kota Bekasi bekerja dapat mengakses prasarana yang memadai untuk menunjang pekerjaan saat work from office. Buchari, Nunung Runiawati","doi":"10.24198/jane.v14i1.41321","DOIUrl":"https://doi.org/10.24198/jane.v14i1.41321","url":null,"abstract":"This research on the planning of the Local Revenue (PAD) Optimization Program at Financial Agency of Bukittinggi City was motivated by the failure to achieve one of the performance indicator targets of the PAD Optimization Program in 2020, precisely when the Covid-19 pandemic began to hit Bukittinggi City. The pandemic that has occurred has prompted the government to implement several policies such as the policy of limiting community activities, Refocusing Policy and Budget Reallocation which have an impact on the sluggish community economy which is marked by a significant decrease in PAD compared to previous years. The decrease in PAD has an impact on not achieving the PAD Optimization Program targets. With these problems, this study seeks to find out, understand and analyze the PAD Optimization Program planning carried out by the Financial Agency of Bukittinggi City, especially during the 2020 Covid-19 Pandemic. This study uses the theory of the program planning process according to Pawlak and Vinter in 2004 with qualitative research methods. There were 4 informants in this study, namely, Head of Revenue, Head of Subdivision of Determination, Head of Subdivision of Planning and Finance of the Financial Agency of Bukittinggi, and Head of Research and Development of the Research and Development Planning Agency (Bapelitbang) of Bukittinggi City. Data was collected by means of observation, interviews, and literature study. The data analysis technique in this study was carried out through 3 stages, namely, the data reduction stage, data presentation and conclusion drawing. The results of this study indicate that overall, the planning of the PAD Optimization Program has not been carried out properly by the Financial Agency of Bukittinggi City, because there were still two planning stages that are not in accordance with the program planning theory proposed by Pawlak and Vinter. Penelitian mengenai perencanaan Program Optimalisasi Pendapatan Asli Daerah (PAD) di Badan Keuangan Kota Bukittinggi ini dilatarbelakangi oleh tidak tercapainya salah satu target indikator kinerja dari Program Optimalisasi PAD pada tahun 2020 lalu, tepatnya ketika Pandemi Covid-19 mulai melanda Kota Bukittinggi. Pandemi yang terjadi mendorong pemerintah untuk menerapkan beberapa kebijakan seperti kebijakan pembatasan kegiatan masyarakat, Kebijakan Refocusing dan Realokasi Anggaran yang berdampak pada lesunya perekonomian masyarakat yang ditandai dengan penurunan PAD yang cukup signifikan jika dibandingkan dengan tahun-tahun sebelumnya. Penurunan PAD tersebut berimbas pada tidak tercapainya sasaran Program Optimalisasi PAD. The tourism partnership development program in the Gunung Padang Site Tourism Area aims to increase knowledge related to the tourism sector and improve the economy of the community around the tourist area, but in fact in 2020 the tourism partnership development program in the Gunung Padang Site Tourism Area has not met the desired expectations because it is still lack of public knowledge related to tourism and has not been able to improve the economy of the surrounding community, so this research is interesting to study.The purpose of this study is to determine the effectiveness of the tourism partnership development program in Cianjur Regency (Studies on the Gunung Padang Site Tourism Area).The theory that is used as a guide in this research is the theory proposed by Kettner, Moroney, and Martin (2007), where to assess the effectiveness of a program can be seen from the five indicators, namely; effort, cost efficiency, results, cost effectiveness, and impact. The research method used in this study uses qualitative research methods that aim to understand, analyze, and explain related to the effectiveness of the tourism partnership development program in Cianjur Regency (Study on the Gunung Padang Site Tourism Area).The results of the study indicate that the tourism partnership development program in Cainjur Regency (study on the Gunung Padang Tourism Site Area) when viewed as a whole, this program has not been effective. For this reason, socialization activities should be carried out in each of the tourist destinations in Cainjur Regency, there is a re-socialization to the community, which is carried out by the Village Head regarding the guidance that has been obtained previously. Penelitian ini menjelaskan tentang efektivitas program pengembangan pariwisata di Kabupaten Cianjur (studi pada Kawasan Wisata Situs Gunung Padang). It was found that there were problems with inaccurate and up-to-date data on the poor, causing the distribution of social assistance to be unequal. This is influenced by the lack of implementing resources in Margasuka Village in the process of verifying PKH recipient data. The theory used is the theory of Jones (1991) about the three main pillars of program implementation, namely organization, interpretation, and application. The research method used is descriptive qualitative research method with data collection techniques in the form of observation, interviews, and document studies. The informant determination technique used was purposive sampling technique with a total of 8 informants. The results of the research that the authors found were that although there were problems that had been mentioned previously, referring to Jones' theory, the authors found that the implementation of PKH in Margasuka Village was good considering that it was able to fulfill all aspects of the three pillars of program implementation. This is reinforced by the positive response from the community regarding the implementation of PKH in Margasuka Village. Suggestions in this study are to continue to maintain and improve the role of PKH facilitators, improve coordination and communication, and support from local governments in providing motivation for all PKH implementors to produce good implementor performance and in accordance with the expected goals. Penelitian ini bertujuan untuk mengetahui bagaimana implementasi Program Keluarga Harapan di salah satu kelurahan di Kota Bandung yaitu Kelurahan Margasuka. Ditemukan terdapat permasalahan kurang akurat dan mutakhirnya data warga miskin sehingga menyebabkan penyebaran bantuan sosial tidak merata. Hal tersebut dipengaruhi kurangnya sumber daya pelaksana di Kelurahan Margasuka dalam proses verifikasi data penerima PKH. Teori yang digunakan adalah teori Jones (1991) tentang tiga pilar utama dari implementasi program yaitu organisasi, interpretasi, dan penerapan. Metode penelitian yang digunakan metode penelitian kualitatif deskriptif dengan teknik pengumpulan data berupa observasi, wawancara, dan studi dokumen. Teknik penentuan informan yang digunakan adalah teknik purposive sampling dengan total informan 8 orang. Hasil penelitian yang penulis temukan ialah meskipun terdapat adanya permasalahan yang telah disebutkan sebelumnya,mengacu pada teori Jones penulis menemukan bahwa implementasi PKH di Kelurahan Margasuka sudah dapat dikatakan baik mengingat sudah mampu memenuhi seluruh aspek yang ada dalam tiga pilar implementasi program. At this time, Kuningan Regency is included in one of the regencies in Indonesia with a high prevalence of under five stunting. Considering that the problem of stunting is a multidimensional problem, good coordination is needed between the agencies involved in its implementation. However, in reality the coordination in efforts to accelerate the reduction and prevention of stunting in Kuningan Regency is still not as expected, so it is interesting to study. The method used in this study is a qualitative research method that aims to analyze, understand, and explain various aspects that exist in the coordination of efforts to accelerate the reduction and prevention of stunting in Kuningan Regency. The theory of effective coordination techniques as proposed by (Bose, 2012). The results of this study showed us that coordination in accelerating the reduction and prevention of stunting in Kuningan Regency had not fully met effective coordination techniques. This is due to the absence of a clear and detailed division of tasks and responsibilities between the agencies involved, frequent changes in membership, especially in strategic positions in the Kuningan Regency Stunting Management Team due to mutations, and the absence of written Standard Operating Procedures that serve as joint guidelines, management of stunting data management that is not optimal and integrated, active participation of members in the implementation of coordination meetings is still lacking, and the leadership of the team leader has not been effective in coordinating and controlling the implementation of acceleration of stunting reduction and prevention in Kuningan Regency. ABSTRAKPenelitian ini menjelaskan tentang koordinasi tim penanggulangan stunting dalam upaya percepatan penurunan dan pencegahan stunting di Kabupaten Kuningan. Pada saat ini Kabupaten Kuningan termasuk ke dalam salah satu kabupaten di Indonesia dengan tingkat prevalensi balita stunting tinggi. Mengingat permasalahan stunting merupakan masalah multidimensi, maka dibutuhkan koordinasi yang baik diantara instansi yang terlibat dalam pelaksanaannya. Namun dalam kenyataannya koordinasi dalam upaya percepatan penurunan dan pencegahan stunting di Kabupaten Kuningan masih belum sesuai dengan harapan, sehingga menarik untuk diteliti. South Tangerang City is one of the big cities in Banten Province that does not have A/B type health facilities. In addition, the researchers findings indicate that out-patient care services at Tangsel Hospital have not been running optimally. This study aims to determine and describe the quality of out-patient care services at Tangsel Hospital. Researchers used 6 (six) dimensions in health service standards according to WHO. This research is a descriptive quantitative research with survey methods and questionnaires as research instruments. Researchers used the Accidental Sampling technique for sampling. The results of hypothesis testing using the one sample test showed that the quality of health services at Tangsel Hospital was greater than 70%, which means H0 was rejected and Ha was accepted. This shows that the quality of of out-patient care services at Tangsel Hospital is categorized as very good. Researchers suggest an improvement in service time management that requires face-to-face meetings with doctors and parking management considering that Tangsel Hospital is a fairly large hospital. Regular evaluations and training on ethics and attitudes in treating patients need to be held. In addition, the researchers suggested that Tangsel Hospital conduct socialization regarding queues and online doctor schedules to old and/or new patients, so that problems such as waiting times and call centers can be resolved properly.Sejumlah laporan yang didapatkan Ombudsman RI terkait dengan permasalahan penyelenggaraan pelayanan kesehatan menunjukkan bahwa penyelenggaraan pelayanan kesehatan di Indonesia belum berjalan dengan baik.. Kota Tangerang Selatan adalah salah satu kota besar di Provinsi Banten yang tidak memiliki fasilitas kesehatan di tipe A/B. Selain itu, temuan-temuan awal peneliti yang menunjukkan bahwa pelayanan rawat jalan di RSUD Tangsel belum berjalan secara maksimal. Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan kualitas pelayanan rawat jalan RSUD Tangsel. Peneliti menggunakan 6(enam) dimensi kualitas pelayanan menurut Tjiptono dan 6(enam) dimensi dalam standar pelayanan kesehatan menurut WHO. Penelitian ini merupakan penelitian kuantitatif deskriptif dengan metode survei dan kuisioner sebagai instrumen penelitian. Peneliti menggunakan teknik Accidental Sampling untuk pengambilan sampel. Hasil pengujian hipotesis dengan menggunakan one sample test menunjukkan bahwa kualitas pelayanan rawat jalan RSUD Tangsel lebih besar dari 70% yang artinya H0 ditolak dan Ha diterima. Problems in the development of Minang Mart began to emerge after the public found out that the program was not managed by BUMD like the initial concept, but was handed over to the private sector, namely PT RMM (Minang Modern Retail. which was not expected to be achieved so that the management of Minang Mart was given to PT Retai Modern Minang. The purpose of this study was to determine the success or failure of the Implementation of the Program Regarding the Establishment of Minang Mart as an Effort of the Local Government to Empower Traditional Traders in the City of Padang. This study used qualitative methods as a method in solve problems and phenomena that researchers take Qualitative research is carried out to build knowledge through understanding and discovery Qualitative research approach is a research and understanding process based on methods that investigate a social phenomenon and a human problem. The reality on the ground reveals that, since the beginning of the establishment, Minang mart has been managed by PT Retail Modern Minang without any intervention from the BUMD which was initially responsible for the development and establishment of Minang mart. In addition, the purpose of Minang Mart which was planned from the start did not go as expected due to poor management. Saat ini Minang Mart dikelola oleh pihak swasta yaitu PT Ritel Modern Minang. Permasalahan dalam pengembangan Minang Mart mulai muncul setelah masyarakat mengetahui bahwa program itu ternyata tidak dikelola oleh BUMD seperti konsep awal, tetapi diserahkan pada swasta, yaitu PT RMM (Ritel Modern Minang. Hal tersebut disebabkan oleh tidak bersinergi nya ke-3 BUMD yang terlibat sehingga tujuan yang diharapkan tidak tercapai sehingga pengelolaan Minang Mart diberikan kepada PT Retai Modern Minang. Tujuan dalam penelitian ini adalah untuk mengetahui berhasil atau tidaknya Implementasi Program Mengenai Pendirian Minang Mart Sebagai Upaya Pemerintah Daerah Memberdayakan Pedagang Tradisional Di Kota Padang. Penelitian ini menggunakan metode kualitatif sebagai metode dalam memecahkan masalah-masalah dan fenomena yang peneliti ambil. Penelitian kualitatif dilaksanakan untuk membangun pengetahuan melalui pemahaman dan penemuan. However, the dominance of women in terms of the number of female civil servants both at the national and regional levels has not been reflected in the level of participation of female civil servants in structural positions. Most women occupy Echelon IV structural positions and the higher the structural positions, the fewer women occupy these positions, this phenomenon can be assumed that the career development of female civil servants in high structural positions is relatively slower than male civil servants and the obstacles are invisible. that hinders career advancement is called Glass Ceiling.This study was conducted to identify the factors causing the glass ceiling in increasing the career path of Female Civil Servants in the Medan City Government and to obtain new inputs as policy implications in order to further reduce the factor glass ceiling thereby increasing the participation of female civil servants in structural positions. In reviewing this, the author uses three approaches, Women's Sex Role, Gender Stereotype and Work Environment. The author conducted in-depth interviews with 10 informants from six agencies within the Medan City Government. Then to process the data obtained, the author conducted an analysis using the six stages of Cresswell.The results show that Women's Sex Role, Gender Stereotype and Work Environment are factors that influence the increase in Career  Paths of Female Civil Servants in the Medan City Government. So to overcome this and increase the participation of female civil servants in structural positions the policy implications are designing gender-sensitive infrastructure, increasing the involvement of women in public positions and policies and improving policies related to ASN in the implementation of the merit system, especially in terms of promotion. Penelitian ini mengenai Glass Ceiling dalam Peningkatan Jenjang Karir Pegawai Negeri Sipil Perempuan di Lingkungan Pemerintah Kota Medan yang dilatar belakangi  oleh tren peningkatan jumlah PNS Perempuan terjadi baik di nasional maupun Kota Medan sendiri, dimana di Kota Medan sendiri jumlah PNS Perempuan hamper dua kali lipat dari total PNS Laki-Laki. Namun dominasi Perempuan dari segi jumlah PNS Perempuan baik ditingkat nasional hingga daerah belum tercermin dalam tingkat partisipasi PNS Perempuan dalam jabatan Struktural. One of them is in Tasikmalaya City. The hotel tax in the City of Tasikmalaya provides the second largest income after the restaurant tax for the City of Tasikmalaya, so the government is trying to explore the potential of the hotel tax through planning the potential for hotel taxes. The purpose of this study is to describe the planning process for the potential hotel tax in the City of Tasikmalaya in 2020. The research method used in this study is a mix method approach. The guidance theory used is planning with the five steps from Robbins and Coulter (2012). The data analysis technique used was quantitative data analysis techniques with the calculation of hotel tax potential, and qualitative data analysis techniques were through the stages of data reduction, data presentation and drawing conclusions. The results of this study indicate that planning the potential for hotel taxes at BAPENDA Tasikmalaya City uses the planning stages although in its implementation there are still obstacles in the planning process and extracting the potential for the hotel tax. Suggestions for this research are that there is a permanent system for storing data related to occupancy to review the hotel tax potential, make new innovations related to the Tasikmalaya City BAPENDA information system. Setiap daerahnya berlomba-lomba dalam menggali setiap potensi yang dimiliki oleh daerahnya, salah satunya melalui penerimaan pajak daerah yaitu pajak hotel. Salah satunya yaitu di Kota Tasikmalaya. Pajak hotel di Kota Tasikmalaya memberikan pemasukan terbesar ke dua setelah pajak restoran bagi Kota Tasikmalaya, sehingga pemerintah berupaya untuk menggali potensi dari pajak hotel tersebut melalui perencanaan potensi pajak hotel. Tujuan dari penelitian ini untuk memaparkan proses perencanaan potensi pajak hotel di Kota Tasikmalaya tahun 2020. Metode penelitian yang digunakan dalam penelitian ini yaitu pendekatan mix method. Guidance theory yang digunakan yaitu perencanaan dengan kelima langkah dari Robbins and Coulter (2012). Teknik analisis data yang digunakan teknik analisis data kuantitatif dengan perhitungan potensi pajak hotel, dan teknik analisis data kualitatif yaitu melalui tahapan reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa perencanaan potensi pajak hotel di BAPENDA Kota Tasikmalaya menggunakan tahapan perencanaan meskipun dalam pelaksanaannya masih terdapat hambatan dalam proses penyusunan perencanaannya dan penggalian potensi pajak hotel tersebut. The poverty rate in Indonesia, which is still quite high, requires the government to find solutions to these problems and take action by launching various poverty reduction programs, one of which is the Family Hope Program (PKH). This program has been started since 2007, and has been gradually implemented in all regions in Indonesia, including Padang Ganting Sub-District, Tanah Datar Regency in 2015. During the implementation of the PKH program in Padang Ganting District, various problems were found related to the implementation process and achieving goals. so that the authors are interested in researching more deeply. The form of research used in this study is a qualitative method using the theory of context evaluation model from CIPP Models by Stufflebeam (2002, p. 287). In this study, two data collection techniques were used, namely primary through interviews and observations, and secondary through library research and documentation studies. The results showed that the implementation of context evaluation in the implementation of PKH in Padang Ganting Sub-District had not run optimally, seen from the number of RTSM that had not been reached by this program. This condition is caused by the data of prospective PKH recipients coming from DTKS, in the field there are still many RTSMs that have not been registered with DTKS, currently RTSMs can register themselves to DTKS independently but this information is not evenly known by the public, so re-socialization is needed by the local government or through companion. Penelitian ini dilatarbelakangi oleh suatu fenomena dimana banyaknya masyarakat miskin di Indonesia. Angka kemiskinan di Indonesia yang masih cukup tinggi ini mengharuskan pemerintah untuk mencari solusi dari permasalahan tersebut dan mengambil tindakan dengan meluncurkan berbagai program penanggulangan kemiskinan, salah satu programnya adalah Program Keluarga Harapan (PKH). Program ini telah telah dimulai sejak tahun 2007, dan dilaksanakan secara bertahap ke seluruh daerah di Indonesia, termasuk Kecamatan Padang Ganting, Kabupaten Tanah Datar pada tahun 2015. Selama pelaksanaan program PKH di Kecamatan Padang Ganting, ditemukan berbagai masalah terkait dengan proses pelaksanaan dan pencapaian tujuan sehingga penulis tertarik untuk meneliti lebih dalam. Bentuk penelitian yang digunakan dalam penelitian ini adalah metode kualitatif dengan menggunakan teori model evaluasi konteks dari CIPP Models oleh Stufflebeam (2002, p. 287). Teknik pengumpulan data yang digunakan dalam penelitian ini yaitu teknik pengumpulan data primer melalui wawancara dan observasi, dan data sekunder melalui studi kepustakaan dan studi dokumentasi.
