{"title":"RENATURALIZACIÓN DE RÍOS URBANOS EN BOGOTÁ","authors":"Angélica Holguín Alzate","doi":"10.5821/qru.11909","DOIUrl":"https://doi.org/10.5821/qru.11909","url":null,"abstract":"This article presents an urban design project for an environmental corridor in a section of the Fucha River (Bogotá, Colombia) that links the logistics-productive node of El Vergel with the Andalucía residential neighborhood. On the basis of urban projects such as the renovation of the Cheonggyecheon River, in South Korea; Parques del Río Medellín project, in Colombia, and Chicago Riverwalk, in the United States, added up to the concepts of ecological resilience, water urbanism, water-sensitive urban design, and eco-neighborhoods, five conceptual principles were formulated: guarantee access to water, preserve residential neighborhoods, create usable public space, attend to logistics activity and integrate environmental services into the urban structure. In the intervention, the principles were transformed into three design operations: connecting the water edge, reconfiguring the urban profile and qualifying the public space. This article is developed with a practical approach to the solution of problems in the water-city relationship. As a result, the project materializes in a corridor that offers environmental and urban attributes that create a transition between the water elements and the built environment.\u0000 Este artículo presenta un proyecto de diseño urbano de un corredor ambiental en un tramo del río Fucha (Bogotá, Colombia) que relaciona el nodo logístico-productivo de El Vergel con el barrio residencial Andalucía. A partir del análisis de la renovación del Río Cheonggyecheon, en Corea del Sur; el proyecto Parques del Río Medellín, en Colombia y del Chicago Riverwalk, en Estados Unidos, como referentes de ríos urbanos, en conjunción con los conceptos de resiliencia ecológica, urbanismo del agua, diseño urbano sensible al agua y ecobarrios, se formularon cinco principios conceptuales: garantizar el acceso al agua, conservar la vida barrial residencial, crear espacio público aprovechable, atender la actividad logística e integrar servicios ambientales en la estructura urbana. En la intervención se transformaron los principios en tres operaciones de diseño: conectar el borde hídrico, reconfigurar el perfil urbano y cualificar el espacio público. Se desarrolla el trabajo con un enfoque aplicado a la solución de problemas en la relación agua-ciudad. {"title":"Cartografía hídrico-urbana para el análisis de cuencas hidrográficas","authors":"Juan José Barrios Avalos","doi":"10.5821/qru.11935","DOIUrl":"https://doi.org/10.5821/qru.11935","url":null,"abstract":"The relevance of a water stabilization proposal for a certain hydrological region (and the river basins that compose it), is directly related to the quality and availability of information on the management and use of water resources and the morpho-typological characteristics of the populations circumscribed within the geographic limits of the region. In this sense, within the disciplines of hydrology, hydrography, urban planning and architecture, hybrid cartographic notions can be built to visualize with greater precision the effects of anthropization on hydrographic systems, and the imminent risks of the same system towards the populations. This is possible by incorporating compatible indicators within the same cartographic projection and dimensional vision.\u0000In the following article, a series of hybrid cartographies are organized through a multiple approach perspective (inter-scalar and multi-scalar) applied to hydrological region 36 in Mexico. These cartographies facilitate the interpretation of water use dynamics by urban and rural communities, as well as their production surfaces. The maps are useful for the analysis of alterations to the hydrological cycle, and their subsequent application to specific urban interventions for the prevention and improvement of the water network and hydrological infrastructure.\u0000 La relevancia de una propuesta de estabilización hídrica para una determinada región hidrológica (y las cuencas hidrográficas que la componen), está directamente relacionada con la calidad y disponibilidad de información sobre la gestión y el uso de los recursos hídricos y las características morfo-tipológicas de las poblaciones circunscritas dentro de los límites geográficos de la región. En este sentido, dentro de las disciplinas de la hidrología, la hidrografía, el urbanismo y la arquitectura, se pueden construir nociones cartográficas híbridas para visualizar con mayor precisión los efectos de la antropización sobre los sistemas hidrográficos, y los riesgos inminentes del mismo sistema hacia las poblaciones. Lo anterior es posible mediante la incorporación de indicadores compatibles dentro de una misma proyección cartográfica y visión dimensional.\u0000En el siguiente artículo, se organizan una serie de cartografías híbridas a través de una perspectiva de enfoque múltiple (inter-escalar y multi-escalar) aplicadas a la región hidrológica 36 en México. Estas cartografías permiten interpretar las dinámicas en los usos del agua por parte de las comunidades urbanas y rurales, así como de sus superficies agro-productivas. The main issue of the proposed comparative study is the occupation of urban floodplains. The similarity in the process of occupation of urban centers and their relationship with their rivers and floodplains, makes the case studies elaborated within this cut, of regional character, enrich the debate and point out coherent and feasible paths for the development of projects and plans for urban floodplain areas. This article aims to contribute to the analysis of the issue of urban water, which is increasingly becoming an element to be incorporated into the processes of occupation and urban transformation.\u0000 Este trabalho aborda o impacto dos processos de ocupação realizados em áreas de várzeas em três cidades latino-americanas: Santiago (Chile); Medellín (Colômbia) e São Paulo (Brasil). A principal questão do estudo comparativo proposto é a ocupação de áreas de várzeas urbanas. A semelhança no processo de ocupação de centros urbanos e a relação destes com seus rios e várzeas, faz com que os estudos de caso elaborados dentro deste recorte, de caráter regional, enriqueçam o debate e apontem caminhos coerentes e factíveis para o desenvolvimento de projetos e planos para as áreas de várzeas urbanas. XX. A través de una \u0000definición de sus características, fundamentada en trabajos sobre jardinería \u0000popular en la península ibérica y en observaciones propias, se presentan dos \u0000muestras de estudio. Estas, son analizadas partiendo de la hipótesis de que \u0000los autocultivos tuvieron repercusión en el fomento de la resiliencia de las \u0000comunidades migrantes que convivieron en los barrios autoconstruidos. En \u0000cualquier caso, los autocultivos habrían supuesto una contribución material a \u0000la construcción de la identidad de dichas comunidades, así como una expresión \u0000parcial de una serie de prácticas sustentadas en Conocimiento Ecológico \u0000Tradicional. Ambas cuestiones no solo habrían revertido positivamente en las \u0000comunidades si no también en los ecosistemas que habitaron. El artículo abre \u0000líneas de trabajo que pueden ser un aporte a planes e intervenciones relacionados \u0000con la autoconstrucción y con la infraestructura ecosistémica urbana.\u0000 This publication reviews the role of self-gardening —understood as a multifunctional self-programmed growing—in the process of self-building developed, mainly, by migrant population during the 20th century. Two study samples are described through the definition of their characteristics based in descriptions on popular gardening in the Iberian Peninsula and own observations. The analysis is based on the hypothesis that self-gardening influenced positively the resilience of migrant communities that lived together in the self-built neighbourhoods. In any case, self-gardening would have meant a material contribution to identity construction of these communities, as well as a partial expression of a series of practices based on the Traditional Ecological Knowledge. Both facts would have not only reverted positively to the communities, but also to the ecosystems they settled. Estos espacios, utilizados históricamente como el suelo de reserva para crecimientos urbanos, deben pasar a ser considerados como elementos estructurales en la planificación territorial y urbana, al mismo nivel de importancia que son tratados los sistemas urbanos y las infraestructuras de movilidad. La falta de enfoque sistémico en su planificación y gestión, necesario ya que la matriz biofísica funciona como un sistema abierto, provoca que su protección no sea abordada de manera adecuada, lo que conlleva la situación actual de fragmentación, disminución, degradación y pérdida de biodiversidad, afectando así a la eficiencia territorial. Sus funciones, medioambientales, productivas y sociales, así como la forma y estructura que presentan, los convierten en espacios fundamentales, con capacidad estructuradora en cualquier escenario metropolitano, que debemos reconocer y poner en valor a través de su proyecto territorial. Este proyecto debe enmarcarse en un nuevo paradigma: la Ecología Regional. Esta perspectiva integra en un único análisis metabolismo y estructura de la totalidad de la región, implementando y coordinando al mismo tiempo Instrumentos de planificación física e instrumentos de gestión.\u0000 Metropolitan open spaces, among which we consider agricultural and forest spaces, river spaces, beaches, parks, gardens, urban parterres and all those elements that, however small, have a certain degree naturalness as opposed to paved and built-up spaces, make up the metropolitan green infrastructure. These spaces, which have traditionally been used as reserve spaces for urban growth, should be considered as structural elements in territorial and urban planning, at the same level of importance that urban systems and infrastructure. The lack of a systemic approach, necessary for the way the biophysical matrix works, causes its preservation and protection not to be adequately addressed and not valued to its proper extent. This current situation of fragmentation, reduction and degradation affects territorial efficiency. Their environmental, productive and cultural functions, as well as the shape and structure they present, make them fundamental spaces with structuring capacity in any metropolitan scenario that we must recognize and value through their integral territorial project that they have suffered. This project should be framed in a new paradigm: Regional Ecology. Estos asentamientos fueron fundados, igual que el centro histórico \u0000de Bogotá, en la época colonial; no obstante su historia se remonta hasta \u0000épocas prehispánicas. En este artiuclo se delimita las investigaciones espacialmente \u0000a dos de los seis asentamientos prehispánicos que fueron convertidos \u0000en pueblos de indios y luego a localidades de la metrópoli. \u0000La reconstrucción cartográfica de estos lugares en una serie de mapas de los \u0000años 1940 y 1980 junto a procesos de investigación iterativos, combinando \u0000métodos y conocimientos de diferentes disciplinas (trabajo participativo, \u0000literatura local entre otros), han revelado en los patrones contemporáneos \u0000estructuras históricas como los resguardos indígenas ligados a los pueblos de \u0000indios. La reciente formación de Cabildos Indígenas visibiliza una cultura \u0000que muchos creyeron desaparecida. El trabajo evidencia una continuidad de \u0000la presencia indigena dentro de la metrópolis contemporánea. Las formas \u0000urbanas y las dinámicas sociales se han transformado y condicionado mutuamente. \u0000De esta lectura surge la necesidad de un replanteamiento del concepto \u0000de patrimonio y proponer un urbanismo futuro sostenible y resiliente \u0000basado en principios autoctonos.\u0000 As a consequence of the rapid urbanization of Bogotá during the 20th century, the current mega city includes six ancient villages in its urban morphology. These settlements were founded, like the historical center of Bogota, in colonial times, but their history dates back to pre-Hispanic times. In this article, research is spatially delimited to two of the six pre-Hispanic settlements that were converted into Indian villages and later to districts of the metropolis. The cartographic reconstruction of these places in a series of maps from the 1940s and 1980s together with iterative research processes, combining methods and knowledge from different disciplines (participatory work, local literature among others), have revealed in the contemporary patterns historical structures such as the indigenous resguardos linked to the Indian villages. The recent formation of indigenous councils has made visible a culture that many believed it would have been disappeared. The work evidences a continuity of indigenous presence within the contemporary metropolis. Urban forms and social dynamics have transformed and conditioned each other. Quizá debido a su diferente naturaleza, hasta el momento no se ha \u0000abordado su estudio conjuntamente, ni desde la crítica arquitectónica ni con \u0000mirada urbanística. \u0000A partir del concepto de continuidad, Rafael Moneo desarrolla un entendimiento \u0000del edificio público que participa en ese ‘texto inacabado’ que para \u0000él es la ciudad, trascendiendo la idea de la arquitectura que se instala en un \u0000contexto urbano simplemente como una pieza que lo completa. En este texto \u0000se analizan las ampliaciones de Moneo del Museo del Prado (1998-2007) y \u0000de la Estación de Atocha (1984-92, 2008-actualidad) poniendo el foco en las \u0000continuidades que ambos establecen con la ciudad histórica desde su condición \u0000de edificios públicos: continuidades espaciales y volumétricas, físicas y \u0000perceptivas, culturales e históricas. \u0000El objetivo es explorar cómo ambas intervenciones interpretan los atributos \u0000de una ciudad con identidad propia como Madrid, valorando su identidad \u0000y potenciando su historia. El análisis muestra cómo ambos proyectos de ampliación \u0000han contribuido a recuperar y a dinamizar una emblemática zona de \u0000Madrid, así como a definir su crecimiento.\u0000 Both the Prado Museum and Atocha Station are architectural episodes with an urban dimension that have helped write the history of Madrid. Perhaps because of their different nature, they have not been analysed together, neither in terms of an architectural critique nor from an urban planning perspective. Using the concept of continuity as starting point, Rafael Moneo develops an understanding of public buildings that play a role in what he considers the ‘unfinished text’ of the city, transcending the idea of architecture built in an urban context as simply a piece that completes it. This paper analyses Moneo’s extensions of the Prado Museum (1998-2007) and the Atocha Station (1984-92, 2008-present), focusing on the continuities—spatial and volumetric, physical and perceptive, cultural and historical—that both draw with the historic city from their status of public buildings. The aim is to explore how both interventions interpret the attributes of a unique city like Madrid, enhancing its identity and highliting its history. Té atribuïdes diverses competències \u0000de gestió d’un territori que inclou 36 municipis i abasta una superfície total \u0000de 636 km2, en el qual viuen més de 3,2 milions de persones. \u0000Entre aquestes competències hi ha la de planificació urbanística. Actualment, \u0000l’AMB està liderant la redacció del Pla director urbanístic metropolità, un \u0000pla que abasta tota l’àrea metropolitana de Barcelona i que pretén aprofitar \u0000les oportunitats i els reptes que condicionen el planejament mateix, així com \u0000les eines i maneres de fer orientades a la planificació. Alhora, per adaptar-se \u0000als temps i requeriments actuals, és necessari que es distanciï, com a mínim \u0000parcialment, d’algunes determinacions adoptades al Pla General Metropolità \u0000del 1976.\u0000 The Barcelona Metropolitan Area (AMB), established on the 21st of July of 2011 as per the Law 31/2010 of the Parliament of Catalonia, is a local administration with supramunicipal scope. This institution manages several competencies over an area of 636 km2 that includes 36 municipalities and 3.2 million inhabitants. Urban planning is one of its competencies. The AMB is currently leading the drafting of the Metropolitan Urban Master Plan, which covers the entire metropolitan area of Barcelona. It seeks to take advantage of the current opportunities and challenges that delimit the planning itself, as well as leveraging the planning-oriented tools and ways of acting. Espinosa","doi":"10.5821/qru.10987","DOIUrl":"https://doi.org/10.5821/qru.10987","url":null,"abstract":"El presente artículo plantea un análisis comparativo entre dos de los textos más importantes de la arquitectura del siglo XX, La Arquitectura de la Ciudad de Aldo Rossi y La Imagen de la Ciudad de Kevin Lynch, el trasfondo de dicha comparación va más allá de la relación manifiesta entre arquitectura y ciudad, se focaliza en la elección de las categorías - Mojón y Monumento como elementos particulares a analizar, para esto el ensayo se plantea un problema específico, las convergencias y distancias entre ambas interpretaciones de la potencia de la arquitectura en la construcción, vida y vivencia de la ciudad. En el caso de Rossi es la arquitectura el objeto por medio del cual se puede afrontar el problema de la ciudad, en tanto Lynch asume que no es la arquitectura sino la ciudad el medio por el cual se resuelven los problemas de la sociedad. Para esto se contextualizan ambas obras y se precisa la identificación de los métodos y conceptos que las organizan, para establecer parámetros objetivos y una correcta caracterización de los elementos a comparar.\u0000 This article presents a comparative analysis between two of the most important essays of the twentieth century architecture, The Architecture Of The City of Aldo Rossi and The Image Of The City of Kevin Lynch, the background of this comparison goes beyond the undeniable relationship between architecture and city, focusing on the selection of categories -Landmark and Monument- as particular elements to be analyzed. This essay is approached through a specific problem, the confluences and distances between both interpretations of the power of architecture in the construction, life and experience of the city. In the case of Rossi, architecture is the object through which the problem of the city can be addressed, while Lynch assumes that it is not architecture but the city that is the means by which societal problems are solved.
