Literatures stress on the consensual way of resolving disputes on tax policy process. By virtue of its identity, cooperative model of development is regarded as a pathway of establishing the equitable society based on social justice and personal dignity. The demand of setting a reasonable income tax has exposed a considerable debate in cooperative sector in Nepal. This study was carried out in order to find ways of building consensus for income tax policy process through a sample survey based on Israel (1992) in 100 savings and credit, multipurpose and consumer cooperatives in Kathmandu district and 25 policy makers, bureaucrats, cooperative leaders and professional as key informants. The district was supposed to be the most potential in terms of both tax contribution and evasion. The data were analyzed with qualitative method using descriptive statistical techniques in SPPS. The study found out the ways of consensus building for the full compliance of income tax through the fair service and consensual policy process that needs to be delivered by the government. The value based operation of the cooperatives needs to be carried out within the legal frame while contributing to increasing production, creating employment, and enhancing the quality of life. South Asia, in specific, requires new and innovative policy making initiatives that promise much more efficient mechanisms than of the current standing to mitigate the contemporary challenges posed by the governments of the nations of the region. In doing so, a very unique academic program and approach stands out which proposes the integration of academicians and scholarly experts in the actual policy making processes and mechanisms of the governments. Consequently, in 2019 Kathmandu University have launched academic program (Master of Public Policy and Management - MPPM) and researchers, primarily academicians, developed more innovative policy labs where new and in-use policies are analyzed, tested and critiqued upon. This mechanism not only promises a more efficient model of policy making mechanism but also gives the relevant government access to a wider advisory group of experts who analyze, synthesize and suggest enhanced and comprehensive approaches towards policy making. Describing the need for mutual collaboration between academia and government in Nepal, this paper explores the prospects of a living public policy lab at the Kathmandu University School of Management (KUSOM) as public policy think tank and center of excellence for the public policy making mechanisms of the government whilst providing a comprehensive analysis of the current and proposed public policies. KUSOM policy lab aims to generate and disseminate ideas, knowledge and critical understanding for the formulation of an improved policy and its effective implementation to contribute in promoting democratic norms and values, rule of law, social justice and good governance through a critical public policy dialogue. The Policy lab will stimulate a human-centered design thinking approach towards policy innovation and facilitate an advanced exchange of ideas, build trust and become a catalyst for change on both regional and national scales. The challenges for maintaining quality in public services are multifaceted, demanding a holistic approach for innovation. Nepal, an emerging economy, is struggling to institutionalize the political transformation enshrined through the Constitution of Nepal 2015. The Constitution has recognized the quality of public services as the fundamental rights of the people and the state is obliged to deliver it. The changing landscape with the advancement in science and technology, people’s knowledge, diversity and expansion of the public services, it is apparent to adopt innovative approaches to improve overall quality of the services that public sector delivers.  Without an open thinking and applying ideas like system thinking and design thinking in the public service reform, it will be a daunting challenge for the government to meet the public expectations of quality services. This article presents the idea of innovating public services through the system and design thinking citing examples from Nepal’s public sector. {"title":"निजामती कर्मचारीको आचरण र न्यायिक दृष्टिकोण {Conduct and judicial attitude of civil servants}","authors":"निराजन Nirajan शर्मा Sharma","doi":"10.3126/prashasan.v52i1.44668","DOIUrl":"https://doi.org/10.3126/prashasan.v52i1.44668","url":null,"abstract":"नेपालको संविधानले सार्वजनिक प्रशासनलाई स्वच्छ, सक्षम, निष्पक्ष, पारदर्शी, भ्रष्टाचारमुक्त, जनउत्तरदायी र सहभागितामूलक बनाउँदै राज्यबाट प्राप्त हुने सेवा सुविधामा जनताको समान र सहज पहुँच सुनिश्चित गरी सुशासनको प्रत्याभूति गर्ने नीति अवलम्बन गर्ने व्यवस्था गरेकाले उक्त व्यवस्थालाई मूर्तरूप दिन आम जनताको सेवामा समर्पित रही कार्य गर्ने निजामती कर्मचारीहरूको महत्त्वपूर्ण भूमिका रहने गर्दछ। त्यो भूमिका निर्वाह गर्ने क्रममा निजामती कर्मचारीहरूका लागि नेपालको संविधान, निजामती सेवा ऐन तथा अन्य कानुनहरूको अधीनमा रही सेवा प्रवाह गर्नुपर्ने हुन्छ । सेवा प्रवाहको क्रममा स्वेच्छाचारी र महत्त्वाकाङ्‍क्षी हुनबाट रोक्न सोही कानुनहरूले आचरणसम्बन्धी व्यवस्थाहरूसमेत गरेको पाइन्छ । तसर्थ निजामती कर्मचारीहरूले उल्लेखित ऐन कानुनको अधीनमा रही सार्वजनिक सेवालाई प्रवाह गर्नसके नेपालको समग्र विकासमा यसले महत्त्वपूर्ण टेवा पुर्‍याउने छ  । \u0000{As the Constitution of Nepal has made the public administration clean, competent, fair, transparent, corruption free, accountable to the people and participatory. Employees play an important role. In fulfilling that role, civil servants are required to provide services subject to the Constitution of Nepal, the Civil Service Act, and other laws. The same laws have also been enacted to curb the flow of services from being arbitrary and ambitious.
