This paper presents the development of Dengue 360, a tool built on the concepts and processes of business intelligence, which can be used to assist the analysis and dissemination of the epidemiological situation in a region. These devices are constituted by a microcontroller, sensors, and they have the ability to communicate in the ISM frequency band using the IEEE 802.15.4 standard. They have their own power supply, AA or AAA batteries, processing unit, sensors and wireless communications. Usually, the motes exchange packets using a multihop routing, and the maximum communication distance emitter-receiver is around 100m. At least one mote acts as a gateway, and the data gathered by the sensors of each mote have to be sent to this mote that is named sink or Base Station (BS). In a WSN the BS is within the area of the WSN in order to receive the information. The distance between the BS and the nearest mote must be at the most 100m to be able to receive the packets. If the BS distance is farther than this distance, the communication fails, because the motes have limited power. Some techniques are proposed to overcome this distance in order to achieve a long range communication to reach the BS, for instance to communicate to a low orbit satellite. The difficulties are related to synchronization errors in the clocks of the motes. Therefore, this work proposes an intelligent solution based on classifiers as an inference mechanism capable of assisting health professionals during the process of clinical management of diseases transmitted by the Aedes Aegypti mosquito, identifying the most probable diagnosis based on symptoms and outcome of exams. Thus, two learning models capable of inferring the probability of a patient being infected with a particular disease were applied, with an accuracy up to 91.6%. An intelligent API to support decision-making was then built during the clinical management of dengue and chikungunya. The solution allows several applications to access learning models. The Open Government Partnership is a group formed by over 60 countries, all countries sharing the same purpose: A plan to define open data by following a list of requirements. However, the number of open datasets is still low and does not have the minimum level of quality and technique. The Open Data initiative still faces a large number of challenges to become reality. The goal of this study is to map and characterize the main barriers prevent OGD, exposing the mitigation forms found in literature papers, as well as identifying which sectors of public administration have a higher incidence of publication on OGD. In order this, it was realized a Systematic Literature Mapping (SLM), resulting in 85 relevant papers able to response 3 Research Questions. The SLM identified 6 main barriers: Public Engagement; Culture; Economic; Political and Technical, where it is highlighted Education, Health and Finances as public sector areas with Open Data major publication incidence.
